    A Review of the Monitoring of Market Power The Possible Roles of TSOs in Monitoring for Market Power Issues in Congested Transmission Systems

    The paper surveys the literature and publicly available information on market power monitoring in electricity wholesale markets. After briefly reviewing definitions, strategies and methods of mitigating market power we examine the various methods of detecting market power that have been employed by academics and market monitors/regulators. These techniques include structural and behavioural indices and analysis as well as various simulation approaches. The applications of these tools range from spot market mitigation and congestion management through to long-term market design assessment and merger decisions. Various market-power monitoring units already track market behaviour and produce indices. Our survey shows that these units collect a large amount of data from various market participants and we identify the crucial role of the transmission system operators with their access to dispatch and system information. Easily accessible and comprehensive data supports effective market power monitoring and facilitates market design evaluation.     A neural network cost function for highly class-imbalanced data sets

    We introduce a new cost function for the training of a neural network classifier in conditions of high class imbalance. This function, based on an approximate confusion matrix, represents a balance of sensitivity and specificity and is thus well suited to problems where cost functions such as the mean squared error and cross entropy are prone to overpredicting the majority class. The benefit of the new measure is shown on a set of common class-imbalanced datasets using the Matthews Correlation Coefficient as an independent scoring measure

    Two Perspectives on the Effectiveness of an Entry-Level Community Rehabilitation Training Program: A Comparison of Student and Supervisorial Perceptions

    Although a significant amount of attention has focused on the effectiveness of graduate level training programs for rehabilitation counselors, little, if any, research has been devoted to entry-level training programs for Community Rehabilitation Program (CRP) personnel. To remedy this deficiency, this study first developed a survey instrument for both students and their supervisors to measure the change in skills, aptitudes, and attitudes that resulted from participation in a university sponsored training program. After administering the survey to 188 students and 20 supervisors, the perceptions of these two groups were compared and then select demographic measures were used to explain the overall variation in student responses. Results suggest that both students and supervisors believed the training to be beneficial, although students consistently rated the value of the training higher then did their supervisors, particularly in the area of aptitudes and attitudes. Demographic factors were also found to be important in explaining variation in student responses, although these regressions explained only about 10 percent of the overall variation. However, African Americans and Caucasians appear to have benefited more than Hispanic American and others, while respondents with disabilities benefited less than those without disabilities. In addition, students who both completed their survey on the Internet and received the majority of their instruction in this manner benefited more from the training than those completing both in traditional environments. Taken together, these results suggest the importance of training for entry-level CRP personnel. Furthermore, results from the regression analysis suggest that certain groups benefited more in some areas than did others, suggesting that curricular reform may be needed if all students are to benefit equally from the training

    Unbiased estimates of galaxy scaling relations from photometric redshift surveys

    Many physical properties of galaxies correlate with one another, and these correlations are often used to constrain galaxy formation models. Such correlations include the color-magnitude relation, the luminosity-size relation, the Fundamental Plane, etc. However, the transformation from observable (e.g. angular size, apparent brightness) to physical quantity (physical size, luminosity), is often distance-dependent. Noise in the distance estimate will lead to biased estimates of these correlations, thus compromising the ability of photometric redshift surveys to constrain galaxy formation models. We describe two methods which can remove this bias. One is a generalization of the V_max method, and the other is a maximum likelihood approach. We illustrate their effectiveness by studying the size-luminosity relation in a mock catalog, although both methods can be applied to other scaling relations as well. We show that if one simply uses photometric redshifts one obtains a biased relation; our methods correct for this bias and recover the true relation

    How auditory experience differentially influences the function of left and right superior temporal cortices

    To investigate how hearing status, sign language experience and task demands influence functional responses in the human superior temporal cortices (STC) we collected fMRI data from deaf and hearing participants (male and female), who either acquired sign language early or late in life. Our stimuli in all tasks were pictures of objects. We varied the linguistic and visuospatial processing demands in three different tasks that involved decisions about (1) the sublexical (phonological) structure of the British Sign Language (BSL) signs for the objects; (2) the semantic category of the objects; and (3) the physical features of the objects. Neuroimaging data revealed that in participants who were deaf from birth, STC showed increased activation during visual processing tasks. Importantly, this differed across hemispheres. Right STC was consistently activated regardless of the task whereas left STC was sensitive to task demands. Significant activation was detected in the left STC only for the BSL phonological task. This task, we argue, placed greater demands on visuospatial processing than the other two tasks. In hearing signers, enhanced activation was absent in both left and right STC during all three tasks. Lateralisation analyses demonstrated that the effect of deafness was more task-dependent in the left than the right STC whereas it was more task-independent in the right than the left STC. These findings indicate how the absence of auditory input from birth leads to dissociable and altered functions of left and right STC in deaf participants

    Comparing hospital and telephone follow-up after treatment for breast cancer: randomised equivalence trial

    Objective To compare traditional hospital follow-up with telephone follow-up by specialist nurses after treatment for breast cancer. Design A two centre randomised equivalence trial in which women remained in the study for a mean of 24 months. Setting Outpatient clinics in two NHS hospital trusts in the north west of England Participants 374 women treated for breast cancer who were at low to moderate risk of recurrence. Interventions Participants were randomised to traditional hospital follow-up (consultation, clinical examination, and mammography as per hospital policy) or telephone follow-up by specialist nurses (consultation with structured intervention and mammography according to hospital policy). Main outcome measures Psychological morbidity (state-trait anxiety inventory, general health questionnaire (GHQ-12)), participants’ needs for information, participants’ satisfaction, clinical investigations ordered, and time to detection of recurrent disease. Results The 95% confidence interval for difference in mean state-trait scores adjusted for treatment received (−3.33 to 2.07) was within the predefined equivalence region (−3.5 to 3.5). The women in the telephone group were no more anxious as a result of foregoing clinic examinations and face-to-face consultations and reported higher levels of satisfaction than those attending hospital clinics (intention to treat P<0.001). The numbers of clinical investigations ordered did not differ between groups. Recurrences were few (4.5%), with no differences between groups for time to detection (median 60.5 (range 37-131) days in hospital group v 39.0 (10-152) days in telephone group; P=0.228). Conclusions Telephone follow-up was well received by participants, with no physical or psychological disadvantage. It is suitable for women at low to moderate risk of recurrence and those with long travelling distances or mobility problems and decreases the burden on busy hospital clinics

    The impact of early language exposure on the neural system supporting language in deaf and hearing adults

    Deaf late signers provide a unique perspective on the impact of impoverished early language exposure on the neurobiology of language: insights that cannot be gained from research with hearing people alone. Here we contrast the effect of age of sign language acquisition in hearing and congenitally deaf adults to examine the potential impact of impoverished early language exposure on the neural systems supporting a language learnt later in life. We collected fMRI data from deaf and hearing proficient users (N = 52) of British Sign Language (BSL), who learnt BSL either early (native) or late (after the age of 15 years) whilst they watched BSL sentences or strings of meaningless nonsense signs. There was a main effect of age of sign language acquisition (late > early) across deaf and hearing signers in the occipital segment of the left intraparietal sulcus. This finding suggests that late learners of sign language may rely on visual processing more than early learners, when processing both linguistic and nonsense sign input - regardless of hearing status. Region-of-interest analyses in the posterior superior temporal cortices (STC) showed an effect of age of sign language acquisition that was specific to deaf signers. In the left posterior STC, activation in response to signed sentences was greater in deaf early signers than deaf late signers. Importantly, responses in the left posterior STC in hearing early and late signers did not differ, and were similar to those observed in deaf early signers. These data lend further support to the argument that robust early language experience, whether signed or spoken, is necessary for left posterior STC to show a 'native-like' response to a later learnt language
