Territorial Intelligence and Governance.
International audienceAs with European experiments, in various regions in France, territorial intelligence projects have been initiated since 2003. (see the regions of Lower Normandy, Lorraine, Réunion Island, the Aquitaine region, etc.).The objective of these is to gather and exploit information which is not confined to particular sectors and the collective processing of which can contribute to durable development. Apart from institutions, civil society and the inhabitants of the territory, it is observed that companies and in particular small and medium sized enterprises are natural partners who show interest in such initiatives. Both the different economic chains and the participating organizations thus derive considerable benefit in terms of the anticipation of threats and in the reaffirmation of the territory as a common resource worth defending. Above and beyond the information processing systems operating within these organizations or economic chains, the articulation of internal actions to generate informational capital in terms of local territorial intelligence, produces a leverage effect with visibility of European or even worldwide visibility (Herbaux, 2007)52. Nonetheless these experiments lead to widely differing results, of which the progressive abandonment of the project by the companies involved is one of the most commonly observed. To support a theoretical contribution as a thread for this communication, we report on the results of a Delphi type survey completed in 2006 and covering 53 companies in the Nord- Pas de Calais region involved in a process of territorial intelligence since 2003. This revealed that 43 companies out of the 53 concerned had not followed through on their internal information sharing project and contented themselves, by default, with the results by economic sector derived from public regional surveillance Beyond this apparent disengagement from the process initiated, we may be curious about this apparent discretion of a group of actors concerning local government. This work nonetheless did generate a consensus around certain observations among the actors questioned, particularly as regards an initiative for which they did not deny the final utility but for which the requirements necessitated a significant modification to their internal culture. After the initial conventional responses: "security of patrimonial data, new choices in investment of time, lack of means, different priorities, etc.", repeated and differentiated questioning of those concerned revealed that the progressive abandonment of these practices and commitments bore a relationship with a number of human factors of relational and cognitive nature, thus depriving the project of its founding principles. This observation echoed that of the implication suggested by Girardot en 200553 on the theme of multi-level governance. Although the financial aspect is a factor in the long term survival of regular investments of man-hours, this criterion appeared progressively more marginal to the general project among the actors surveyed, as against several positions cited as prerequisites. Based on a synthesis of the results of the study, we propose five key success factors to promote within organizations to promote the logic of information sharing. To this effect, our proposal for a model named in French "CADIE" (Communication, Appui, Durée, Implication, Ecoute - or, in English, Communication, Support, Duration, Attentiveness) suggests several attitudes to which organizations must adhere to develop long-term integration in a territorial intelligence network. The limitations of our proposal arise from the small size of the sample at our disposal and the regional limits of our data gathering. This experimentation, duplicated in various European regions would benefit from a multi-cultural gloss and thus would provide the template for a preliminary European approach to the logic of territorial intelligence
Information System: Transport Dynamic Cartography in Alsace.
International audienceThe issue of the presented work is to publish on line a dynamic cartography system of the transport traffic evaluation, based upon the Alsace (France) regional level experiment. After a large design work of a transport database, arose questions about accessibility, data updating, choice of information processing systems, and development of Internet tools. Three points of view will be approached: the system design from the user point of view, the raised questions of communication and the data-processing. The synthesis allows analyzing the experiment of the installation of a Catalyse tool at a public State level service, at a French "région" level
Specifications for the Territorial Intelligence Community Systems (TICS)
International audienceThis paper presents the progress of the drafting of specifications regarding the design of the Territorial Intelligence Community System, a concept that emerged within the caENTI coordination research activities framework from the Catalyse method. ACCEM observation strategy.
International audienceACCEM is an NGO that works in favour of refugees and immigrants in Spain. Since 1996, ACCEM has developed a strategy of observation that articulates national observation and local observatories. The objective of the local observatories is to improve the services which are offered to the migrants, thanks to a better knowledge of their needs and to the use of tools of territorial intelligence, CATALYSE and the trees of knowledge. Since 1996, the Gorion national observatory has gathered in Madrid the individual data of migrants from the regional centres and from the different programmes that were carried out by ACCEM. It provides a wider knowledge of the migrants and of their different demand profiles. Thus, it allows better programming the actions. It is also possible to answer the administration, economic actors and local centres demands of information about the actions and programmes. In the same way, two local observatories were developed in GIJĂ“N and SIGĂśENZA in partnership with the local services and the public associations. The objective was to answer in a global way the needs of the migrants whilst establishing and reinforcing the synergies between the services in the respect of the local specificities. They notably improved the knowledge of the migrant population in its diversity within the community. They allowed us putting in practice the adapted individual answers but also improving the well-being of the territorial communities. They developed new "satellites" observatories that are respectively in OVIEDO and in GUADALAJARA. Since 2004, ACCEM has projected to develop a larger network of local observatories on the basis of these experiences. The objective is to harmonize a common language, to widen the vision of the needs and to improve the articulation between the three levels: local, regional and national. In a first time, the CATALYSE tools were harmonized in each observatory by all the partners who are involved in the latter. From now on, they are harmonized in all the observatories and they are used by two new ones, in SEVILLA and in LEĂ“N. Now, the project e-gorrion aims at putting online the tools to make them more accessible and to develop some answers in real time
The contribution of the computer science as well as the information and communication science approaches for the editorial function of the territorial information systems.
International audienceThis collaboration focuses on the data-processing software evolution which implements an editorial function in territorial information systems in various using contexts. It results from collaboration between humanities, social sciences, computer science and information and communication science researchers, and which has been established since 2000 within the ISTI21 and the MSH LEDOUX22 framework. In a previous paper, we summed up the research activities about territorial intelligence since the seventies'. Essentially, it was a friendly data processing solutions development: PRAGMA for quantitative data analysis; ANACONDA and NUAGE for qualitative data analysis. Thanks to computer science researchers collaboration, the SITRA23 research action allowed the completing of statistical analysis data by spatial analysis and cartography tools. Then the ICASIT24 started updating and making the statistical data and spatial analysis software, previously developed to evolve within the networks and Internet framework. Progressively, we became aware of the editorial function importance of this analytical chain, directed towards an online results edition. This paper deepens the specific added value of computer science as well as information and communication sciences to the design and the territorial intelligence systems modelling
The Observatory of the Socio-Ecological Transition in Franche - Comté. A Reference for the "Drââ" Observatory of the Province of Ouarzazate
This paper presents the principles, method and main results of the Observatory of the Socio-Ecological Transition in Franche-Comté (OTSE-fc). The latter is currently used as a reference for the development of the Drâa observatory of the Province of Ouarzazate as part of the CNRS-CNRST scientific cooperation project 2015-2016. At the request of the participants of the workshop, we also summarized the progress of the territorial diagnosis of the Province of Ouarzazate, which constitutes the basis of the Drââ Observatory. The advances concern a diagnosis carried out among 1650 inhabitants of the province, its main quantitative results and a first exploitation of a qualitative analysis exposing six profiles according to the associations of answers of the survey
Association between Ambient Noise Exposure and School Performance of Children Living in An Urban Area: A Cross-Sectional Population-Based Study

However, little is known about the consequences of the chronic ambient noise exposure at a level commonly encountered in residential urban areas. This study aimed to assess the relationship between the school performance of 8- to 9-year-old-children living in an urban environment and their chronic ambient noise exposure at home and at school. The children's school performances on the national standardized assessment test in French and mathematics were compared with the environmental noise levels. Children's exposure to ambient noise was calculated in front of their bedrooms (Lden) and schools (LAeq,day) using noise prediction modeling. Questionnaires were distributed to the families to collect potential confounding factors. Among the 746 respondent children, 586 were included in multilevel analyses. On average, the LAeq,day at school was 51.5 dB (SD= 4.5 dB; range = 38-58 dB) and the outdoor Lden at home was 56.4 dB (SD= 4.4 dB; range = 44-69 dB). LAeq,day at school was associated with impaired mathematics score (p = 0.02) or impaired French score (p = 0.01). For a + 10 dB gap, the French and mathematics scores were on average lower by about 5.5 points. Lden at home was significantly associated with impaired French performance when considered alone (p < 10(-3)) and was borderline significant when the combined home-school exposure was considered (p = 0.06). The magnitude of the observed effect on school performance may appear modest, but should be considered in light of the number of people who are potentially chronically exposed to similar environmental noise levels
