    Oblique triangular antiferromagnetic phase in CsCu1x_{1-x}Cox_xCl3_3

    The spin-1/2 stacked triangular antiferromagnet CsCu1x_{1-x}Cox_xCl3_3 with 0.015<x<0.0320.015<x<0.032 undergoes two phase transitions at zero field. The low-temperature phase is produced by the small amount of Co2+^{2+} doping. In order to investigate the magnetic structures of the two ordered phases, the neutron elastic scattering experiments have been carried out for the sample with x0.03x\approx 0.03. It is found that the intermediate phase is identical to the ordered phase of CsCuCl3_3, and that the low-temperature phase is an oblique triangular antiferromagnetic phase in which the spins form a triangular structure in a plane tilted from the basal plane. The tilting angle which is 42^{\circ} at T=1.6T=1.6 K decreases with increasing temperature, and becomes zero at TN2=7.2T_{\rm N2} =7.2 K.     Sosa, Customary International Law, and the Continuing Relevance of Erie

    Ten years ago, the conventional wisdom among international law academics was that customary international law (CIL) had the status of self-executing federal common law to be applied by courts without any need for political branch authorization. This modern position came under attack by so-called revisionist critics who argued that CIL had the status of federal common law only in the relatively rare situations in which the Constitution or political branches authorized courts to treat it as such. Modern position proponents are now claiming that the Supreme Court\u27s 2004 decision in Sosa v. Alvarez-Machain confirms that CIL has the status of self-executing federal common law. As this Article explains, the decision in Sosa did not in fact embrace the modern position, and, indeed, is best read as rejecting it. Commentators who construe Sosa as embracing the modern position have confounded the automatic incorporation of CIL as domestic federal law in the absence of political branch authorization (i.e., the modern position) with the entirely different issue of whether and to what extent a particular statute, the Alien Tort Statute ( ATS ), authorizes courts to apply CIL as domestic federal law. The Article also explains how CIL continues to be relevant to domestic federal common law despite Sosa\u27s rejection of the modern position. The fundamental flaw of the modern position is that it ignores the justifications for, and limitations on, post-Erie federal common law. As the Article shows, however, there are a number of contexts in addition to the ATS in which it is appropriate for courts to develop federal common law by reference to CIL, including certain jurisdictional contexts not amenable to state regulation (namely admiralty and interstate disputes), and gap-filling and interpretation of foreign affairs statutes and treaties. The Article concludes by considering several areas of likely debate during the next decade concerning the domestic status of CIL: corporate aiding and abetting liability under the ATS; application of CIL to the war on terrorism; and the use of foreign and international materials in constitutional interpretation

    Observations on the Conservation of the Chesapeake Blue Crab, Callinectes sapidus Rathbun

    It is a matter of common knowledge among conservationists that the blue crab supply of the Chesapeake is rapidly declining, being reduced from a level of about 17 millions in 1931 to that of about 10 million crabs in 1937. (Md. Rept. 1937). Numerous explanations have been advanced to account for this decline. One outstanding reason is the taking of such large numbers of sponge (berried) crabs and mated female crabs, a practice which undoubtedly reduces the potential supply of young crabs for the ensuing year. Another menace to the survival of the blue crab lies in the way in which soft crabs are handled in the industry. The current methods of transporting and holding crabs on shedding floats are responsible for the loss of a very significant percentage of the total numbers taken. From a standpoint of practical conservation, no single one of our Chesapeake commercial fisheries merits more immediate attention than the blue crab fishery. This paper embodies the results of observations made on the current practices followed by the industry in handling crabs, and the effect of these practices on survival rate from a conservation viewpoint

    “I cannot live without my [tablet]”: children's experiences of using tablet technology within the home

    The current study aimed to examine children’s experiences of using tablet technology within the home. Eighteen children aged between eight and nine years old took part in four separate focus group discussions. Thematic analysis revealed three predominant themes: a battle of boundaries, a tool to escape the surrounding world, and an emerging dependency on tablet technology. The data implies that there is a growing dependency on tablet technology use among this age group. The current study also outlines that many children engage in a variety of techniques to circumvent parental limits on their tablet usage. However, other children discussed a lack of clear rules and restrictions for their use of tablet devices. The findings suggest that covert and unregulated use of tablet technology may have a detrimental impact upon children, particularly in relation to reduced social interaction, fatigue and increased family tensions due to excessive usage. Further research of child interactions with a wide variety of digital technology and media is warranted. Such exploration would further our understanding of the potential advantages and disadvantages for such technology use, as well as presenting a pathway to produce more effective guidance on home use

    Prevalence of working smoke alarms in local authority inner city housing: randomised controlled trial

    Objectives To identify which type of smoke alarm is most likely to remain working in local authority inner city housing, and to identify an alarm tolerated in households with smokers. Design Randomised controlled trial. Setting Two local authority housing estates in inner London. Participants 2145 households. Intervention Installation of one of five types of smoke alarm (ionisation sensor with a zinc battery; ionisation sensor with a zinc battery and pause button; ionisation sensor with a lithium battery and pause button; optical sensor with a lithium battery; or optical sensor with a zinc battery). Main outcome measure Percentage of homes with any working alarm and percentage in which the alarm installed for this study was working after 15 months. Results 54.4% (1166/2145) of all households and 45.9% (465/1012) of households occupied by smokers had a working smoke alarm. Ionisation sensor, lithium battery, and there being a smoker in the household were independently associated with whether an alarm was working (adjusted odds ratios 2.24 (95% confidence interval 1.75 to 2.87), 2.20 (1.77 to 2.75), and 0.62 (0.52 to 0.74)). The most common reasons for non-function were missing battery (19%), missing alarm (17%), and battery disconnected (4%). Conclusions Nearly half of the alarms installed were not working when tested 15 months later. Type of alarm and power source are important determinants of whether a household had a working alarm

    Compression of Atomic Phase Space Using an Asymmetric One-Way Barrier

    We show how to construct asymmetric optical barriers for atoms. These barriers can be used to compress phase space of a sample by creating a confined region in space where atoms can accumulate with heating at the single photon recoil level. We illustrate our method with a simple two-level model and then show how it can be applied to more realistic multi-level atoms

    Performance Testing of a Russian Mir Space Station Trace Contaminant Control Assembly

    A filter assembly which is incorporated into the Russian Trace Contaminant Control Assembly was tested for removal of airborne trace chemical contaminants in a closed loop 9 m(exp 3) system. Given contaminant loading rates and maximum allowable atmospheric concentrations, the Russian system was able to maintain system air concentrations below maximum allowable limits. This was achieved for both a new filter system and for a system where a part of it was pre-loaded to emulate 3 years of system age

    Evolution of Preprofessional Pharmacy Curricula

    Objectives. To examine changes in preprofessional pharmacy curricular requirements and trends, and determine rationales for and implications of modifications. Methods. Prerequisite curricular requirements compiled between 2006 and 2011 from all doctor of pharmacy (PharmD) programs approved by the Accreditation Council of Pharmacy Education were reviewed to ascertain trends over the past 5 years. An online survey was conducted of 20 programs that required either 3 years of prerequisite courses or a bachelor’s degree, and a random sample of 20 programs that required 2 years of prerequisites. Standardized telephone interviews were then conducted with representatives of 9 programs. Results. In 2006, 4 programs required 3 years of prerequisite courses and none required a bachelor’s degree; by 2011, these increased to 18 programs and 7 programs, respectively. Of 40 programs surveyed, responses were received from 28 (70%), 9 (32%) of which reported having increased the number of prerequisite courses since 2006. Reasons given for changes included desire to raise the level of academic achievement of students entering the PharmD program, desire to increase incoming student maturity, and desire to add clinical sciences and experiential coursework to the pharmacy curriculum. Some colleges and schools experienced a temporary decrease in applicants. Conclusions. The preprofessional curriculum continues to evolve, with many programs increasing the number of course prerequisites. The implications of increasing prerequisites were variable and included a perceived increase in maturity and quality of applicants and, for some schools, a temporary decrease in the number of applicants
