    Geoportals: an internet marketing perspective

    A geoportal is a web site that presents an entry point to geo-products (including geo-data) on the web. Despite their importance in (spatial) data infrastructures, literature suggest stagnating or even declining trends in visitor numbers. In this paper relevant ideas and techniques for improving performance are derived from internet marketing literature. We tested the extent to which these ideas are already applied in practice through a survey among 48 geoportals worldwide.     Developing a goal-oriented SDI assessment approach using GIDEON - the Dutch SDI implementation strategy - as a case study

    In 2008, the Dutch government approved the GIDEON document as a policy aiming at the implementation of the National Spatial Data Infrastructure (NSDI) in the Netherlands. The execution of GIDEON should take place by pursuing seven implementation strategies which lead to the achievement of the GIDEON goals. GIDEON also expresses the need to monitor the progress of implementing its strategies and realization of its goals. Currently, the work has been started on monitoring the GIDEON implementation strategies. However, there is still a lack of knowledge and methods to monitor GIDEON goals realization. The challenge is to come up with an approach to assess to what extent these goals are achieved. As a response to the challenge of assessing the GIDEON goals, this paper explores the possibility of using the Multi-view SDI assessment framework (Grus et al., 2007). This paper presents and discusses the method that applies the Multi-view SDI assessment framework, its indicators and measurement methods to create a GIDEON assessment approach. The method of creating a GIDEON assessment approach consists of several procedural steps: formulating specific GIDEON objectives, organizing a one-day workshop involving focus group of specific stakeholders responsible for creation and execution of NSDI, asking the workshop participants to select from a long list those indicators that best measure the achievement of each GIDEON goals. The key step of GIDEON approach is a one-day workshop. The workshop participants represented all organizations that cooperated and/or created GIDEON. The workshop consisted of two parts: first part explained the context of a challenge of assessing GIDEON, second part included participants activity to select and come to the consensus on the list of indicators that would best measure GIDEON goals realization. Additionally, the participants were asked to evaluate and express feedback on the usefulness of the method of creating GIDEON assessment approach. The results show that several indicators that relate to specific SDI goals could be selected by a significant number of workshop participants. The indicators that have been selected are not the final ones yet, but provide a guideline and form a base of what has to be measured when assessing GIDEON goals. Involving the representatives of all parties committed to GIDEON into the process of GIDEON assessment approach creation will strengthen its robustness and acceptance. The results of the feedback form filled by each participant show that the presented method is useful or very useful to create GIDEON assessment approach. Additionally, some of the participants provided already their own indicators which are very specific for Dutch SDI monitoring.The method presented in this research, assuming that SDI goals are defined and the organizations that participate in SDI creation are known, can be applied in any other country to develop country-specific and practical SDI assessment approach

    Feasibility of a storage ring for polar molecules in strong-field-seeking states

    We show, through modeling and simulation, that it is feasible to construct a storage ring that will store dense bunches of strong-field-seeking polar molecules at 30 m/s (kinetic energy of 2K) and hold them, for several minutes, against losses due to defocusing, oscillations, and diffusion. The ring, 3 m in diameter, has straight sections that afford access to the stored molecules and a lattice structure that may be adapted for evaporative cooling. Simulation is done using a newly-developed code that tracks the particles, in time, through 400 turns; it accounts for longitudinal velocity changes as a function of external electric field, focusing and deflection nonlinearities, and the effects of gravity.     Coordinating the digital transformation of inter-organizational public services - The case of e-invoicing in Belgium

    Digital transformation has the potential to profoundly change the way public administrations deliver public services to its users. One of the challenges involved in the inter-organizational networks that often govern integrated digital services is to identify what coordination instruments are effective. In this paper we examine this issue through a case study that deals with the transformation of invoicing services in Belgian public administrations at the federal and Flemish (regional) level. We review the coordination instruments and study how they evolved over time. Our findings suggest that transformation (1) might in part depend on the choice of instruments and multiple mechanisms. The mix of appropriate coordination instruments is likely to change as digital transformation objectives and governance challenges evolve over time. (2) Digital transformation might be a step-by-step process involving multiple rounds of digitalization and its specific implementation contingent on the service itself.Die digitale Transformation hat das Potenzial, die Erbringung von Verwaltungsleistungen tiefgreifend zu verändern. Eine der Herausforderungen in organisationsübergreifenden Netzwerken, die integrierte digitale Dienstleistungen steuern, ist die Identifizierung effektiver Koordinationsinstrumente. In diesem Beitrag untersuchen wir diese Frage anhand einer Fallstudie zur Transformation der Rechnungsstellung in der belgischen öffentlichen Verwaltung. Wir untersuchen die Koordinationsinstrumente und ihre Entwicklung. Die Untersuchungsergebnisse deuten zum einen darauf hin, dass Transformation zum Teil von der Wahl der Koordinationsinstrumente und verschiedener Koordinationsmechanismen abhängt. Je nachdem, welche Ziele und Governance-Herausforderungen mit der digitalen Transformation in einem konkreten Fall verbunden sind und wie sie sich über Zeit entwickeln, ist ein unterschiedlicher Mix an Koordinationsinstrumenten geeignet. Zum anderen zeigen die Ergebnisse, dass die digitale Transformation der Verwaltung ein schrittweiser Prozess ist, dessen konkrete Umsetzung von der jeweiligen Dienstleistung abhängt

    On the bias and stability of the results of comparative judgment

    Comparative judgment is a method that allows measurement of a competence by comparison of items with other items. In educational measurement, where comparative judgment is becoming an increasingly popular assessment method, items are mostly students’ responses to an assignment or an examination. For assessments using comparative judgment, the Scale Separation Reliability (SSR) is used to estimate the reliability of the measurement. Previous research has shown that the SSR may overestimate reliability when the pairs to be compared are selected with certain adaptive algorithms, when raters use different underlying models/truths, or when the true variance of the item parameters is below one. This research investigated bias and stability of the components of the SSR in relation to the number of comparisons per item to increase understanding of the SSR. We showed that many comparisons are required to obtain an accurate estimate of the item variance, but that the SSR can be useful even when the variance of the items is overestimated. Lastly, we recommend adjusting the general guideline for the required number of comparisons per item to 41 comparisons per item. This recommendation partly depends on the number of items and the true variance in our simulation study and needs further investigation

    Adaptive pairwise comparison for educational measurement

    Pairwise comparison is becoming increasingly popular as a holistic measurement method in education. Unfortunately, many comparisons are required for reliable measurement. To reduce the number of required comparisons, we developed an adaptive selection algorithm (ASA) that selects the most informative comparisons while taking the uncertainty of the object parameters into account. The results of the simulation study showed that, given the number of comparisons, the ASA resulted in smaller standard errors of object parameter estimates than a random selection algorithm that served as a benchmark. Rank order accuracy and reliability were similar for the two algorithms. Because the scale separation reliability (SSR) may overestimate the benchmark reliability when the ASA is used, caution is required when interpreting the SSR

    Understanding Governance Dynamics: The Governing System of Spatial Data Infrastructures

    The importance and influence of spatial data has risen in all kinds of governmental and non-governmental processes, giving spatial data infrastructures (SDIs) a key role in spatial data sharing and dissemination. SDIs are nowadays challenged by new technologies and user demands. Proper SDI governance seems essential, but it is unclear to what extent current SDI governing systems are fully equipped to deal with the dynamics and complexity of SDIs. This research proposes a governing system framework for analysing the governing system of SDIs, adapted from the concepts of Kooiman. This framework is applied to two Dutch SDI cases: the Risk Map and the New Map of the Netherlands. With the help of the framework, the strong and weak aspects of the governing system of SDIs become more apparent and insights emerge on which interactions, images, instruments, actions and structures enable or constrain SDI governance. By observing changes in governing systems over time, SDI governance dynamics become visible. The governing system framework brings a new perspective to SDIs and SDI theory and is a potentially useful analytical tool for SDI governors
