    Description of the Chinese-to-Spanish rule-based machine translation system developed with a hybrid combination of human annotation and statistical techniques

    Two of the most popular Machine Translation (MT) paradigms are rule based (RBMT) and corpus based, which include the statistical systems (SMT). When scarce parallel corpus is available, RBMT becomes particularly attractive. This is the case of the Chinese--Spanish language pair. This article presents the first RBMT system for Chinese to Spanish. We describe a hybrid method for constructing this system taking advantage of available resources such as parallel corpora that are used to extract dictionaries and lexical and structural transfer rules. The final system is freely available online and open source. Although performance lags behind standard SMT systems for an in-domain test set, the results show that the RBMT’s coverage is competitive and it outperforms the SMT system in an out-of-domain test set.     Public Health Expenditure and Spatial Interactions in a Decentralized National Health System

    One of the limitations of cross-country health expenditure analysis refers to the fact that the financing, the internal organization and political restraints of health care decision-making are country-specific and heterogeneous. Yet, a potential solution is to examine the influence of such effects in those countries that have undertaken decentralization processes. In such a setting, it is possible to examine potential expenditure spillovers across the geography of a country as well as the influence of the political ideology of regional incumbents on public health expenditure. This paper examines the determinants of public health expenditure within Spanish region-states (Autonomous Communities, ACs), most of them subject to similar financing structures although exhibiting significant heterogeneity as a result of the increasing decentralization, region specific political factors along with different use of health care inputs, economic dimension and spatial interactions.political ideology, spatial interactions., health expenditure, devolution, political competition

    Aircraft clouds: from chemtrail pseudoscience to the science of contrails

    The most frequent statements and arguments found in pseudoscience websites and forums supporting the existence of so-called aircraft chemtrails can be refuted with a scientific explanation of the processes resulting in the formation of condensation or deposition trails, known as contrails. Thus, the hypothesis that chemtrails exist is disproven by the scientific literature that shows that they are the exact same entity as contrails: They are hydrological phenomena which result from a physical process referenced in the many studies carried out since the beginning of the age of aviation, in the early twentieth century.
