Vertical consolidation and financial sustainability: evidence from English local government
Proponents of the vertical consolidation of lower-tier units into a smaller number of single-tier local governments suggest that it improves the financial sustainability of governments by generating economies of scale and scope. However, critics suggest that such structural change is beset with disruptive and unanticipated costs that outweigh any potential efficiency savings. I investigate the validity of these contrasting arguments by analysing the expenditure and fiscal health of English county councils before and after the consolidation of the lower-tier units within several counties that took place in 2009. Levels of financial sustainability are modelled using a difference-in-difference estimator for the years 2003–2012. The results suggest that in the short run the consolidated governments have been able to realize administrative economies, but their fiscal health has weakened. These findings appear to be robust to the possibility of selection effects. Theoretical and practical implications are discussed
Participatory-deliberative processes and public policy agendas:Lessons for policy and practice
open access journalParticipatory and deliberative processes have proliferated over
recent decades in public administration. These seek to increase
the effectiveness and democratic quality of policy making by
involving citizens in policy. However, these have mainly operated
at local levels of governance, and democratic theorists and practitioners
have developed an ambition to scale these up in order to
democratize higher tiers of government. This paper draws policy
lessons from research on a “multi-level” process that held a similar
ambition. The Sustainable Communities Act sought to integrate
the results of various locally organized citizen deliberations within
the policy development processes of central UK government. In
doing so, it aimed to democratize central government problem
definition and agenda-setting processes. The paper distinguishes
between achievements and failures explained by process design,
and more fundamental obstacles to do with broader contextual
factors. As such, it identifies lessons for the amelioration of design
features, while recognizing constraints that are often beyond the
agency of local practitioners. The findings offer practical insights
for policy workers and democratic reformers seeking to institutionalize
participatory and deliberative innovations

Core-concrete interactions using molten UO sub 2 with zirconium on a basaltic basemat: The SURC-2 experiment
An inductively heated experiment, SURC-2, using prototypic U0{sub 2}-ZrO{sub 2} materials was executed as part of the Integral Core-Concrete Interactions Experiments Program. The purpose of this experimental program was to measure and assess the variety of source terms produced during core debris/concrete interactions. These source terms include thermal energy released to both the reactor basemat and the containment environment, as well as flammable gas, condensable vapor and toxic or radioactive aerosols generated during the course of a severe reactor accident. The SURC-2 experiment eroded a total of 35 cm of basaltic concrete during 160 minutes of sustained interaction using 203.9 kg of prototypic U0{sub 2}-ZrO{sub 2} core debris material that included 18 kg of Zr metal and 3.4 kg of fission product simulants. The meltpool temperature ranged from 2400--1900{degrees}C during the first 50 minutes of the test followed by steady temperatures of 1750--1800{degrees}C during the middle portion of the test and increased temperatures of 1800--1900{degrees}C during the final 50 minutes of testing. The total erosion during the first 50 minutes was 15 cm with an additional 7 cm during the middle part of the test and 13 cm of ablation during the final 50 minutes. Comprehensive gas flowrates, gas compositions, and aerosol release rates were also measured during the SURC-2 test. The SURC-1 experiment eroded a total of 27 cm of limestone concrete during 130 minutes of sustained interaction using 204.2 kg of molten prototypic UO[sub 2]-ZrO[sub 2] core debris material that included 18 kg of zr metal and 3.4 kg of fission product simulants. The melt pool temperature ranged from 2100 to 2400[degrees]C during the first 50 minutes of the test, followed by steady temperatures of 2000 to 2100[degrees]C during the middle portion of the test and temperatures of 1800 to 2000[degrees]C during the final 50 minutes of testing. The total erosion during the first 50 minutes was 16 cm with an additional 2 cm during the middle part of the test and 9 cm of ablation during the final 50 minutes. Aerosols were continuously released in concentrations ranging from 30 to 200 g/m[sup 3]. Phylogeny of deepwater snappers (Genus Etelis) reveals a cryptic species pair in the Indo-Pacific and Pleistocene invasion of the Atlantic
© 2016 Elsevier Inc.Evolutionary genetic patterns in shallow coastal fishes are documented with dozens of studies, but corresponding surveys of deepwater fishes (>200 m) are scarce. Here we investigate the evolutionary history of deepwater snappers (genus Etelis), comprised of three recognized Indo-Pacific species and one Atlantic congener, by constructing a phylogeny of the genus with two mtDNA loci and two nuclear introns. Further, we apply range-wide Indo-Pacific sampling to test for the presence and distribution of a putative cryptic species pair within E. carbunculus using morphological analyses and mtDNA cytochrome b sequences from 14 locations across the species range (N = 1696). These analyses indicate that E. carbunculus is comprised of two distinct, non-interbreeding lineages separated by deep divergence (d = 0.081 in cytochrome b). Although these species are morphologically similar, we identified qualitative differences in coloration of the upper-caudal fin tip and the shape of the opercular spine, as well as significant differences in adult body length, body depth, and head length. These two species have overlapping Indo-Pacific distributions, but one species is more widespread across the Indo-Pacific, whereas the other species is documented in the Indian Ocean and Western Central Pacific. The dated Etelis phylogeny places the cryptic species divergence in the Pliocene, indicating that the biogeographic barrier between the Indian and Pacific Oceans played a role in speciation. Based on historic taxonomy and nomenclature, the species more widespread in the Pacific Ocean is E. carbunculus, and the other species is previously undescribed (referred to here as E. sp.). The Atlantic congener E. oculatus has only recently (~0.5 Ma) diverged from E. coruscans in the Indo-Pacific, indicating colonization via southern Africa. The pattern of divergence at the Indo-Pacific barrier, and Pleistocene colonization from the Indian Ocean into the Atlantic, is concordant with patterns observed in shallow coastal fishes, indicating similar drivers of evolutionary processes
Do Mayoral Elections Work? Evidence From London
The introduction of directly elected mayors potentially represents a major reform of the operation of local government in Britain. Drawing upon survey data collected at the time of the first two London mayoral elections, this article considers whether such elections necessarily deliver the advantages claimed for them by their advocates. It addresses three questions: (i) What was the basis of public support for the new institutions, (ii) Who participated in the London elections, and why; and (iii) What accounts for voting behaviour in the London elections? In particular we examine how far the election of a single person executive helps provide people with a clear choice, encourages citizens to vote on the qualities of individual candidates rather than on their party affiliation, and motivates people to vote on distinctively local issues as opposed to national ones. Our results suggest that while mayoral elections deliver some of the advantages claimed for them, they may be less successful on others. The extent to which directly elected mayors enhance the local electoral process is thus doubtful
