Responsible research and innovation: A manifesto for empirical ethics?
In 2013 the Nuffield Council on Bioethics launched their report Novel Neurotechnologies: Intervening in the Brain. The report, which adopts the European Commission's notion of Responsible Research and Innovation, puts forward a set of priorities to guide ethical research into, and the development of, new therapeutic neurotechnologies. In this paper, we critically engage with these priorities. We argue that the Nuffield Council's priorities, and the Responsible Research and Innovation initiative as a whole, are laudable and should guide research and innovation in all areas of healthcare. However, we argue that operationalising Responsible Research and Innovation requires an in-depth understanding of the research and clinical contexts. Providing such an understanding is an important task for empirical ethics. Drawing on examples from sociology, science and technology studies, and related disciplines, we propose four avenues of social science research which can provide such an understanding. We suggest that these avenues can provide a manifesto for empirical ethics.The paper derives from a project that was funded by Wellcome Trust (Wellcome Trust Biomedical Strategic Award 086034)

A review of climate change and the implementation of marine biodiversity legislation in the United Kingdom
1. Marine legislation, the key means by which the conservation of marine biodiversity is achieved, has been developing since the 1960s. In recent decades, an increasing focus on âholisticâ policy development is evident, compared with earlier âpiecemealâ sectoral approaches. Important marine legislative tools being used in the United Kingdom, and internationally, include the designation of marine protected areas and the Marine Strategy Framework Directive (MSFD) with its aim of meeting âGood Environmental Statusâ (GES) for European seas by 2020. 2. There is growing evidence of climate change impacts on marine biodiversity, which may compromise the effectiveness of any legislation intended to promote sustainable marine resource management. 3. A review of key marine biodiversity legislation relevant to the UK shows climate change was not considered in the drafting of much early legislation. Despite the huge increase in knowledge of climate change impacts in recent decades, legislation is still limited in how it takes these impacts into account. There is scope, however, to account for climate change in implementing much of the legislation through (a) existing references to environmental variability; (b) review cycles; and (c) secondary legislation and complementary policy development. 4. For legislation relating to marine protected areas (e.g. the EC Habitats and Birds Directives), climate change has generally not been considered in the site-designation process, or for ongoing management, with the exception of the Marine (Scotland) Act. Given that changing environmental conditions (e.g. rising temperatures and ocean acidification) directly affect the habitats and species that sites are designated for, how this legislation is used to protect marine biodiversity in a changing climate requires further consideration. 5. Accounting for climate change impacts on marine biodiversity in the development and implementation of legislation is vital to enable timely, adaptive management responses. âTalent-spottingâ or âsocial magicâ? Inequality, cultural sorting and constructions of the ideal graduate in elite professions
Graduate outcomes â including rates of employment and earnings â are marked by persistent
inequalities related to social class, as well as gender, ethnicity and institution. Despite national
policy agendas related to social mobility and âfair access to the professionsâ, high-status occupations
are disproportionately composed of those from socially privileged backgrounds, and evidence
suggests that in recent decades many professions have become less socially representative.
This article makes an original contribution to sociological studies of inequalities in graduate
transitions and elite reproduction through a distinct focus on the âpre-hiringâ practices of graduate
employers. It does this through a critical analysis of the graduate recruitment material of two
popular graduate employers. It shows how, despite espousing commitments to diversity and
inclusion, constructions of the âidealâ graduate privilege individuals who can mobilise and embody
certain valued capitals. Using Bourdieusian concepts of âsocial magicâ and âinstitutional habitusâ, the
article argues that more attention must be paid to how graduate employersâ practices constitute
tacit processes of social exclusion and thus militate against the achievement of more equitable
graduate outcomes and fair access to the âtop jobs
A European lens upon adult and lifelong learning in Asia
In this article, we seek to assess the extent to which adult and lifelong learning policies and practices in Asia have distinctiveness by comparison to those found in western societies, through an analysis of inter-governmental, national and regional policies in the field. We also inform our study through the analysis of the work of organisations with an international remit with a specific focus on Asia and Europe. In one case, the AsiaâEurope Meeting Lifelong Learning (ASEM LLL) Hub has a specific function of bringing together researchers in Asia and Europe. In another, the PASCAL Observatory has had a particular focus on one aspect of lifelong learning, that of learning cities, with a concentration in its work on Asia and Europe. We focus on learning city development as a particular case of distinction in the field. We seek to identify the extent to which developments in the field in Asia have influenced and have been influenced by practices elsewhere in world, especially in Europe, and undertake our analysis using theories of societal learning/the learning society, learning communities and life-deep learning. We complement our analysis through assessment of material contained in three dominant journals in the field, the International Journal of Lifelong Education, the International Review of Education and Adult Education Quarterly, each edited in the west
Whither Capitalism? Financial externalities and crisis
As with global warming, so with financial crises â externalities have a lot to answer for. We
look at three of them. First the financial accelerator due to âfire salesâ of collateral assets -- a
form of pecuniary externality that leads to liquidity being undervalued. Second the ârisk-
shiftingâ behaviour of highly-levered financial institutions who keep the upside of risky
investment while passing the downside to others thanks to limited liability. Finally, the
network externality where the structure of the financial industry helps propagate shocks
around the system unless this is checked by some form of circuit breaker, or âring-fenceâ.
The contrast between crisis-induced Great Recession and its aftermath of slow growth in the
West and the rapid - and (so far) sustained - growth in the East suggests that successful
economic progress may depend on how well these externalities are managed
Narratives of ethnic identity among practitioners in community settings in the northeast of England
The increasing ethnic diversity of the UK has been mirrored by growing public awareness of multicultural issues, alongside developments in academic and government thinking. This paper explores the contested meanings around ethnic identity/ies in community settings, drawing on semi-structured interviews with staff from Childrenâs Centres and allied agencies conducted for a research project that examined the relationship between identity and the participation of parents/carers in services in northeast England. The research found that respondents were unclear about, especially, white ethnic identities, and commonly referred to other social categorizations, such as age, nationality, and circumstances such as mobility, when discussing service users. While in some cases this may have reflected legitimate attempts to resist overethnicizing non-ethnic phenomena, such constructions coexisted with assumptions about ethnic difference and how it might translate into service needs. These findings raise important considerations for policy and practice
The rise and change of the competence strategy: reflections on twenty-five years of skills policies in the EU
The principal aim of this article is to provide a historical overview of 25 years of competence policy in the European Union, highlighting connections between past and current initiatives and outlining possible scenarios for the decade to come. The article presents the social investment turn in social policy as the critical political background against which the emergence of a competence strategy in European Union education policy should be analysed and understood. The competence strategy, it is argued, finds its roots in a renewed attention at the European Union level for harmonising educational outputs and labour market demands. While trying to produce a schematic history of the emergence and change of the competence strategy, the article does not seek to offer strict definitions of competence itself; instead, it conveys the nebulous and context-dependent nature of the concept
A Roma European crisis road-map: a holistic answer to a complex problem
This contribution explores the adequacy of EU action with regard to the Roma. The expulsion of large numbers of Roma individuals, accompanied by other discriminatory practices and forms of hostility, exclusion and violence against the Roma across Europe, has brought the attention of the media and policy makers to Roma issues to a greater extent than ever before during the last decade. The range of problems still afflicting the lives of many Roma individuals nowadays is extremely wide, well researched and profusely documented. This contribution leaves aside issues related to free movement and EU citizenship, thus moving the debate beyond the narrow framework of the âmigrant Romaâ. This contribution considers the wide range of relevant EU competences in this field, and assesses how comprehensive and appropriate the EUâs approach to Roma issues is. The analysis combines legal instruments, policy papers, and case law, draws from legal and non-legal literature, and integrates considerations of a social, economic and cultural nature. In the process, this contribution considers themes that cut across several strands of the EUâs Roma policy, including fundamental rights, intercultural sensitivity, the limits of the âintegration modelâ, and issues of enforcement, monitoring and funding. The logical narrative developed puts together the key jigsaw pieces that currently contribute to an EU Roma policy, and clearly identifies the limitations of the present state of affairs. Finally, this contribution interrogates the trends underlying the development of the EU Roma policy and puts forward a range of recommendations

Growing pains? The transition to digital television in Europe
This article argues that national policies for digital television (DTV) are largely determined by markets, political contexts and supra-national influences, notably European Union (EU) audiovisual policy, which puts pressure on member states to speed up digital switchover.This creates a tension between the push of the EU to harmonize the switchover process and set target dates and the struggle of some of the countries to comply with this policy. In terms of the strategies that could be employed to accelerate digital uptake, the article points to setting a prompt date for analogue switch-off, subsidizing the relevant equipment to receive DTV, offering triple play services, ensuring active management to complete conversion effectively and, above all, adopting free-to-view DTV. The wide reach free-to-air model, in which public broadcasters have a leading role, ensures that the universality principle is maintained in the digital age
