    Geography of Hazardous Waste Generation and Management Capacity in Ohio

The technical and planning dimensions of this problem have been the subject of intense study, as well as legislation and regulations. Coming to grips in a concrete fashion with the problems posed by hazardous wastes will also depend on understanding some of the geographic aspects of their generation and management. This paper considers the locations in Ohio where hazardous wastes are generated, in the context of the Capacity Assurance Program (CAP) instituted under the Superfund Amendments and Reauthorization Act (SARA), and suggests some of the factors that will require consideration in order to use the CAP planning process for substantial improvement of hazardous waste management in Ohio

    The paradox of tenant empowerment: regulatory and liberatory possibilities

    Tenant empowerment has traditionally been regarded as a means of realising democratic ideals: a quantitative increase in influence and control, which thereby enables "subjects" to acquire the fundamental properties of "citizens". By contrast governmentality, as derived from the work of Michel Foucault, offers a more critical appraisal of the concept of empowerment by highlighting how it is itself a mode of subjection and a means of regulating human conduct towards particular ends. Drawing on particular data about how housing governance has changed in Glasgow following its 2003 stock transfer, this paper adopts the insights of governmentality to illustrate how the political ambition of "community ownership" has been realized through the mobilization and shaping of active tenant involvement in the local decision making process. In addition, it also traces the tensions and conflict inherent in the reconfiguration of power relations post-transfer for "subjects" do not necessarily conform to the plans of those that seek to govern them

    Year-Round Forage Systems for Beef Cows and Calves

    Beef cow systems in the USA are based on forages with little or no concentrates fed. Tall fescue (Festuca arundinacea Schreb. L.) is one of the important pasture forages in the lower Northeast and upper South (Allen et al., 2001). Limited research has been conducted on year-round all forage systems based on cool season forages. Stockpiling tall fescue in late summer-early fall provides good quality forage that is usually grazed rather than harvested. Forage systems including tall fescue and clover (Trifolium repens L.) produced excellent performance in beef cows and calves, with minimum inputs (Allen et al., 2001). The present experiment is a component of a larger initiative, Pasture-based Forage Systems for Appalachia. The specific objective of this experiment is to evaluate different forage systems for beef cows and calves

    Responsible participation and housing: restoring democratic theory to the scene

    Tensions between individual liberty and collective social justice characterise many advanced liberal societies. These tensions are reflected in the challenges posed for representative democracy both by participatory democratic practices and by the current emphasis on (so-called) responsible participation. Based on the example of ‘community’ housing associations in Scotland, this paper explores these tensions. It is argued that the critique of responsibility may have been over-stated – that, in particular, ‘community’ housing associations offer the basis for relatively more inclusive and effective processes of decision-making than council housing, which relies on the traditional processes and institutions of representative local government for its legitimacy

    Role of the C-terminal domain in the structure and function of tetrameric sodium channels

    Voltage-gated sodium channels have essential roles in electrical signalling. Prokaryotic sodium channels are tetramers consisting of transmembrane (TM) voltage-sensing and pore domains, and a cytoplasmic carboxy-terminal domain. Previous crystal structures of bacterial sodium channels revealed the nature of their TM domains but not their C-terminal domains (CTDs). Here, using electron paramagnetic resonance (EPR) spectroscopy combined with molecular dynamics, we show that the CTD of the NavMs channel from Magnetococcus marinus includes a flexible region linking the TM domains to a four-helix coiled-coil bundle. A 2.9 Å resolution crystal structure of the NavMs pore indicates the position of the CTD, which is consistent with the EPR-derived structure. Functional analyses demonstrate that the coiled-coil domain couples inactivation with channel opening, and is enabled by negatively charged residues in the linker region. A mechanism for gating is proposed based on the structure, whereby splaying of the bottom of the pore is possible without requiring unravelling of the coiled-coil

    Banking from Leeds, not London: regional strategy and structure at the Yorkshire Bank, 1859–1952

    Industrial philanthropist Edward Akroyd created the Yorkshire Penny Savings Bank in 1859. Despite competition from the Post Office Savings Bank after 1861 and a serious reserve problem in 1911, it sustained his overall strategy to become a successful regional bank. Using archival and contemporary sources to build on recent scholarship illustrating how savings banks were integrated into local economies and the complementary roles of philanthropy and paternalism, we analyse an English regional bank's strategy, including an assessment of strategic innovation, ownership changes and management structure. This will demonstrate that the founder's vision continued, even though the 1911 crisis radically altered both strategy and structure

    Prognostic relevance of a T-type calcium channels gene signature in solid tumours: A correlation ready for clinical validation

    BackgroundT-type calcium channels (TTCCs) mediate calcium influx across the cell membrane. TTCCs regulate numerous physiological processes including cardiac pacemaking and neuronal activity. In addition, they have been implicated in the proliferation, migration and differentiation of tumour tissues. Although the signalling events downstream of TTCC-mediated calcium influx are not fully elucidated, it is clear that variations in the expression of TTCCs promote tumour formation and hinder response to treatment.MethodsWe examined the expression of TTCC genes (all three subtypes; CACNA-1G, CACNA-1H and CACNA-1I) and their prognostic value in three major solid tumours (i.e. gastric, lung and ovarian cancers) via a publicly accessible database.ResultsIn gastric cancer, expression of all the CACNA genes was associated with overall survival (OS) among stage I-IV patients (all pConclusionsAlterations in CACNA gene expression are linked to tumour prognosis.     Community ownership in Glasgow: the devolution of ownership and control, or a centralizing process

    The largest housing stock transfer in Europe, the 2003 Glasgow transfer promises to ‘empower’ tenants by devolving ownership and control from the state to local communities. This is to be delivered through a devolved structure in which day to day housing management is delegated to a citywide network of 60 Local Housing Organisations, governed at the neighbourhood level by committees of local residents. The receiving landlord, the Glasgow Housing Association, has further made commitments to disaggregate the organisation via Second Stage Transfer in order to facilitate local community ownership, as well as management of the housing stock. This paper argues that whilst the Glasgow transfer has enhanced local control in the decision making process within the limits permitted by the transfer framework, it has nonetheless failed to deliver the levels of involvement aspired to by those actively engaged in the process. Displaying at times more of the semblance of a movement than an organisation, the Glasgow Housing Association operates a classic centre-periphery divide. These tense central-local relations have contributed to the emergence of conflict which has further undermined negotiations surrounding the realisation of full community ownership via Second Stage Transfer
