    Value-Driven IT Project Portfolio Management: Tool-Based Scoring, Selection, and Scheduling

    Managing IT project portfolios is a challenge because of IT projects\u27 complexity, dynamics, and uncertainty. Many IT projects exceed resources or time frames and do not reach their value-driven goals. A continuous scoring, selection, and scheduling of IT project proposals is thus essential to build an optimal portfolio. It has a significant impact on value contribution, strategic direction, goal achievement, and competitive advantages. We quantify an IT project\u27s urgency, strategy, efficiency, risk, and complexity as important evaluation and scoring criteria. To support top management decision makers in the IT project portfolio management process, we outline a combination of an evaluation approach with an optimization model. We develop a prototype decision support system to automate and simplify this process and demonstrate its applicability. Our recommendations address both theory and practice, improve IT project portfolio management, support value creation, and goal achievement

    Companies must optimize their information technology (IT) project portfolio to achieve goals. However, IT projects often exceed resources and do not create their promised value, for example, because of missing structured processes and evaluation methods. Continuous IT portfolio management is thus of importance and a critical business activity to reach value-driven goals. Guided by Design Science Research with literature reviews and expert interviews, we develop, evaluate, and adjust an IT project portfolio management process model, a holistic IT project evaluation framework, and implement a decision support system prototype. Our results and findings synthesize and extend previous research and expert opinions and guide decision-makers to make more informed and objective IT project portfolio management decisions aligned with optimal value creation. Furthermore, we deduce new research opportunities for IT project portfolio management process models, decision tools, and evaluation frameworks

To support the progressive growth and build the organizational capability, PT PLN (Persero) in serving the community needed human resources berkualitas.Dalam it is necessary to build a decision support system to assist in the selection and set-based employee PT.PLN (Persero). Wrong a model that can be used for decision support system is a model of Multiple Attribute Decision Making (MADM) with Simple Additive weighting method (SAW). This method was chosen because this method determines the weight values for each attribute, followed by a ranking process that will select the best alternative. Research carried out by finding the weights for each criterion, and then make the ranking process that will determine the optimal alternative is the best applicants. Results of the application decision support system is the best alternative to the election of the applicant is entitled to be an employee because of pass selection in sequence according to the ranking using the programming language PHP

    IT Project Portfolio Management Tools: Towards Taxonomy-based Archetypes

    To achieve organizational goals and remain competitive, evaluating, selecting, and managing IT projects and proposals to build a value-driven portfolio is a critical activity. IT project portfolio management (ITPPM) tools assist these portfolio-related activities, support strategic decision-makers, and help complete more IT projects successfully. Despite existing research on this topic, knowledge about the characteristics and design elements of ITPPM tools is still limited. We develop a taxonomy based on scientific literature and 60 real-word ITPPM tools with four perspectives, 20 dimensions, and 51 characteristics. Subsequently, we perform a cluster analysis and identify five ITPPM tool archetypes. Our results and findings contribute to the knowledge base and integrate scientific and practical knowledge to build the basis for further research on ITPPM tools. Further, we structure the ITPPM tool market, guide practitioners in selecting an appropriate ITPPM tool and support the development of new solutions or develop existing ones further

    Critical success factors and challenges for individual digital study assistants in higher education: A mixed methods analysis

    During the COVID-19 pandemic, the availability of online higher education programs and tools has grown rapidly. One example is an individual digital study assistant (IDSA) for students, which provides functionalities to train self-regulation skills, to engage with own educational goals and to offer automated, first-level support to higher education institution (HEI) units and employees. An IDSA further can guide students through HEI and their administration. But, what are the critical success factors (CSF) and challenges for an IDSA? We deduce these using a mixed methods approach with one quantitative student survey, two rounds of interviews with various HEI experts, and a literature review. We classified our results according to the information system (IS) success model of DeLone & McLean (2016). Our results and findings show, e.g., that skilled and reliable HEI personnel, well-organized and useful content, cross-platform usability, ease of use, and students’ social factors are essential. Attractive IDSA functionalities are a major challenge because students use many apps, daily. Based on our CSF and challenges, we deduce theoretical and practical recommendations and develop a further research agenda

    Instant Messaging and Relationship Satisfaction Across Different Ages and Cultures

    Research suggests that using IM is generally beneficial for maintaining personalrelationships, yet well-being benefits are likely to be conditional on micro- and macrolevel variables. This study investigates the link between IM use and relationship satisfaction across age groups using survey data collected from 19 countries (N = 20,358, age range 18–94, Mage = 41.0, SD = 14.6). The multilevel regression results revealed that (1) overall IM use with strong ties is positively related to individuals' satisfaction with their relationships across all countries and (2) this link is weaker among older people compared to younger ones. The hypothesized cross-level interactions were not statistically significant overall, yet comparing individual countries (e.g., Germany and Indonesia), which are on the opposite ends of the autonomyembeddedness value dimension, suggests that the use of IM might indeed be more important for relationship satisfaction in more embeddedness-oriented cultures and relationship benefits may be more similar across age groups than in autonomyoriented cultures. More large-scale cross-cultural studies and multilevel theories are needed to arrive at a more contextualized understanding of IM as a global communication phenomenon

    Seal whiskers vibrate over broad frequencies during hydrodynamic tracking

The definitive version was published in Scientific Reports 7 (2017): 8350, doi:10.1038/s41598-017-07676-w.Although it is known that seals can use their whiskers (vibrissae) to extract relevant information from complex underwater flow fields, the underlying functioning of the system and the signals received by the sensors are poorly understood. Here we show that the vibrations of seal whiskers may provide information about hydrodynamic events and enable the sophisticated wake-tracking abilities of these animals. We developed a miniature accelerometer tag to study seal whisker movement in situ. We tested the ability of the tag to measure vibration in excised whiskers in a flume in response to laminar flow and disturbed flow. We then trained a seal to wear the tag and follow an underwater hydrodynamic trail to measure the whisker signals available to the seal. The results showed that whiskers vibrated at frequencies of 100–300 Hz, with a dynamic response. These measurements are the first to capture the incoming signals received by the vibrissae of a live seal and show that there are prominent signals at frequencies where the seal tactogram shows good sensitivity. Tapping into the mechanoreceptive interface between the animal and the environment may help to decipher the functional basis of this extraordinary hydrodynamic detection ability.Funding was provided by the NSF GRFP and NISE section 219 to C.     Modeling elongational viscosity and brittle fracture of 10 polystyrene Pom-Poms by the hierarchical molecular stress function model

    A Pom-Pom polymer with qa side chains of molecular weight Mw,a at both ends of a backbone chain of molecular weight Mw,b is the simplest branched polymer topology. Ten nearly monodisperse polystyrene Pom-Pom systems synthesized via an optimized anionic polymerization and a grafting-onto method with Mw,b of 100 to 400 kg/mol, Mw,a of 9 to 50 kg/mol, and qa between 9 and 22 are considered. We analyze the elongational rheology of the Pom-Poms by use of the hierarchical multi-mode molecular stress function (HMMSF) model, which has been shown to predict the elongational viscosity of linear and long-chain branched (LCB) polymer melts based exclusively on the linear-viscoelastic characterization and a single material parameter, the so-called dilution modulus GD. For the Pom-Poms considered here, we show that GD can be identified with the plateau modulus G0N=GD, and the modeling of the elongational viscosity of the Pom-Poms does therefore not require any fitting parameter but is fully determined by the linear-viscoelastic characterization of the melts. Due to the high strain hardening of the Pom-Poms, brittle fracture is observed at higher strains and strain rates, which is well described by the entropic fracture criterion

    Combining preschool teacher training with parenting education : a cluster-randomized controlled trial

    This paper evaluates a government program in Malawi, which aimed to improve quality at community-based childcare centers and complemented these efforts with a group-based parenting support program. Children in the integrated intervention arm (teacher training and parenting) had significantly higher scores in measures of language and socio-emotional development than children in centers receiving teacher training alone at the 18-month follow-up. However, the study finds no effects on child assessments at the 36-month follow-up. Significant improvements at the centers relating to classroom organization and teacher behavior in the teacher-training only arm did not translate into improvements in child outcomes at either follow-up. The findings suggest that, in resource-poor settings with informal preschools, programs that integrate parenting support within preschools may be more effective than programs that simply improve classroom quality
