    Get PDF
This paper presents a general overview of the WISECOM (Wireless Infrastructure over Satellite for Emergency Communications) system, focusing on the trials performed on a specifically developed demonstrator during a live simulation of a disaster event. The WISECOM system is intended to rapidly deploy a complete communications infrastructure in the early hours after a disaster occurs through the integration of several terrestrial networks, such as GSM, WiFi, WiMAX and TETRA, with satellite systems, such as Inmarsat BGAN and DVB-RCS. In order to test the fulfilment of the different capabilities that are required by the system, a demonstrator has been designed, implemented and finally used in a simulation scenario. The architecture of the developed demonstrator is described introducing two versions of the system intended to be used in the different phases after the disaster event. The work details the different capabilities tested on the WISECOM demonstrator, before and during the live simulation, taking into account the drawbacks of already existing solutions for communication in emergency scenarios and analysing the achieved improvements. The main aim of the system is to provide victims and members of rescue forces with voice and data services, such as transmission of images and Location Based Services, in order to improve the coordination of rescue operations and reduce the necessary time until victims receive a proper treatment

IT-Supported Management of Mass Casualty Incidents: The e-Triage Project

    Get PDF
Voice, analogue mobile radio, and paper have been successfully used for decades for coordination of emergencies and disasters, but although being simple and robust this approach cannot keep pace with today’s requirements any more. Emerging and established digital communication standards open the door to new applications and services, but the expected benefit needs to be carefully evaluated against robustness, interoperability, and user-friendliness. This paper describes a framework for IT-supported management of mass casualty incidents, which is currently under implementation and study. The four pillars of the concept are handheld devices for use both in daily rescue operations and in disasters, autonomous satellite-based communication infrastructure, a distributed database concept for maximal availability, and psychological acceptance research

This work describes a real application of artificial olfaction where a handheld electronic nose was used as a validation tool for a chemical spillage in a southern town in Spain. The objective was to check if the palliative and precautionary measurements taken by the authorities were working effectively, removing the elevated values of phenol that were detected in a wide area of the municipality of Coria del R´ıo (Spain). To this end, a gas distribution map of the affected neighborhoods was built with a portable electronic nose taking into consideration the likely presence of other volatile chemicals in the area. For the latter, we trained a volatile chemical classifier with a dataset of typical urban smells that we wanted to remove from the results (e.g. traffic emissions, garbage, fresh-air), as well as with a specific air-born phenol dataset. Results demonstrated that the palliative measures were in general satisfactory, but some hot-spots were located where the intensity of phenol-like smell was still higher than desired. Advice was given to the local authorities to doublecheck these locations with analytical gas-monitoring equipment.Universidad de Málaga. Campus de Excelencia Internacional Andalucía Tech. Historiographic analysis on the Spanish Civil War (1936-1939) during the last two decades of the twentieth century. After the death of Franco and the setting of a democratic system, the studies on the war varied substantially. The new political situation encouraged the researchers to carry out studies which would have hardly been approached in the past which together with the possibility of consulting files until then inaccessible allowed the works to be approached with new focuses and contents. In the eighties and nineties, the bibliograpffical production constituted a clear example of the renewed interest of historians in this armed conflict, with the incorporation of work fle1ds flke the territorial studies on the repression which have, become fundamental so as to clarify the debated topic of «figures». On the other hand, new focuses on other facets, flke the recent books dedícated to the exile, reveal the protagonism the Civil War will continue to exert on the historical bibliography before the new millennium.

Preference of veterinarians to select an udder health programme for milk producers

This investigation was carried out to gain more insight about the preference of veterinarians on the implementation of an udder health programme (UHP) in a dairy farm. Methods A choice experiment was designed to elicit the preferences of the participants. The study population consisted of 36 veterinarians from Argentina specialised on milk quality. The choice experiment offered several UHPs, which were combinations of some of the interventions included in the so-called five-point plan. To reduce bias among the participants, the UHPs offered were unlabelled and considered two farm contexts: One was on a pasture system and the other was on a dry-lot with pasture access system. The basic criteria (the so-called attribute) to describe veterinarians' preferences for each UHP proposed were efficacy on clinical mastitis (CM) and bulk milk somatic cell count (BMSCC) reduction, cost and technical support. The data collected were analysed using conjoint analysis. Results UHP cost and UHP efficacy on BMSCC and CM had a significant influence on veterinarians' ranking decisions under both dairy production contexts. The efficacy on CM was the most important attribute to prefer a particular UHP, while technical assistance was the least important attribute considered. The attributes related to efficacy on both BMSCC and CM explained over 60 per cent of the total importance of all attributes. Conclusion To the authors' knowledge, this is the first research in South America focused on studying veterinarians' preferences to suggest a UHP. The cost and efficacy attributes were the veterinarians' top priority attributes to decide the best UHP.Fil: Vissio, Claudina. Universidad Nacional de Río Cuarto. Facultad de Agronomía y Veterinaria. Editorial: Modulating glial cells phenotype. New findings and therapies

    Get PDF
Aging and neurodegenerative diseases are closely related, and the common point between both scenarios is neuroinflammation. Neuroinflammation is mainly mediated by glial cells, astrocytes, and microglia; while endothelial cells transfer the pro-inflammatory signals from periphery. The mechanism that underlies glial cells activation and neuroinflammation-related damage is not fully understood, being the study of glial cells during aging as well as neurodegenerative diseases, a key point to identify targets and to develop therapies that modulate adverse outcomes and mitigate neurodegeneration. This Research Topic has produced a highly informative collection of original research and reviews, that cover multiple aspects for delving neuroinflammation and glial phenotypic changes in neurological diseases and aging. Researchers have presented their work and views to explain cellular and molecular mechanisms acquired by glial cells as well as possible interventions that can modify their functions and phenotypes associated with a broad spectrum of neurological diseases.Fil: Bellini, Maria Jose. Get PDF
The conservation of built cultural heritage is a fundamental task for modern societies. Specialized expertise is necessary to define a proper strategy to preserve a heritage that is accumulating damage due to the deterioration of materials, repeated loading, and exceptional events. This paper provides part of the work developed for the definition of the Conservation Management Plan of a 20th-century building in Africa. The monumental building, the Beira railway station, is in Mozambique and was considered among the one hundred more important 20th-century Portuguese engineering buildings. The work presented focuses on the analysis of damage, material characterization, and assessment of the comfort conditions of this concrete building—fundamental tasks for the understanding of the current condition of the building and the definition of appropriate remedial actions and maintenance tasks. The work provides a detailed definition of different approaches and techniques that can be implemented for this type of building to obtain reliable information to define measures and actions that are more in line with the reality of the building. Moreover, the work allows for a discussion on the long-term performance of Modern Movement buildings with low maintenance and the success of comfort concepts in local climatic conditions. This work is partly financed by the Getty Foundation under the Keeping It Modern Grant “Preparation of a conservation management plan for Francisco José de Castro, João Garizo do Carmo and Paulo de Melo Sampaio’s Beira Railway Station in Mozambique (Grant #: ORG-201942637).
