    The Promise and Peril: Unpacking the Impact of AI and Automation on Marginalized Communities

    The 2023 Policy Papers analyze the impact of AI and automation on marginalized communities in three crucial areas: 1) In Regulating Facial Recognition Technology to Reduce Bias Khortlan Becton, JD, MTS, explores the urgent need to regulate AI to eradicate existing and potential policies and practices that dispro-portionately discriminate against African Americans and minorities. Becton proposes the creation of a new federal agency to regulate AI. 2) In Automation and Artificial Intelligence in the Field of Social Work: Understanding Technology in Practice Susan Elswick, EdD, LCSW, a faculty member in the University of Memphis School of Social Work, seeks a path to us-ing AI and Automation to provide social work counseling to those in need. Elswick not only explores how effective cli-ent counseling is dependent upon access and ability to use technology by clients but also argues that social workers require formal training from institutions of higher learning on how to use AI and automation to benefit their clients. 3) In The Impact of Automation on Our Workforce Meka Egwuekwe, MS, founder and executive director of Code Crew, approaches AI and automation from the per-spective of a practitioner who teaches others to write computer code. Recognizing that the world is experiencing a revolution in how work is performed, Egwuekwe proposes recommendations that reskill or upskill the workforce, increased support for startups and small businesses, and a societal framework that will embrace universal basic income as a resource to aid those displaced by AI and Automation

    Overcoming the risk of inaction from emissions uncertainty in smallholder agriculture

    The potential for improving productivity and increasing the resilience of smallholder agriculture, while also contributing to climate change mitigation, has recently received considerable political attention (Beddington et al 2012). Financial support for improving smallholder agriculture could come from performance-based funding including sale of carbon credits or certified commodities, payments for ecosystem services, and nationally appropriate mitigation action (NAMA) budgets, as well as more traditional sources of development and environment finance. Monitoring the greenhouse gas fluxes associated with changes to agricultural practice is needed for performance-based mitigation funding, and efforts are underway to develop tools to quantify mitigation achieved and assess trade-offs and synergies between mitigation and other livelihood and environmental priorities (Olander 2012)

    Upper ocean manifestations of a reducing meridional overturning circulation

    Most climate models predict a slowing down of the Atlantic Meridional Overturning Circulation during the 21st century. Using a 100year climate change integration of a high resolution coupled climate model, we show that a 5.3Sv reduction in the deep southward transport in the subtropical North Atlantic is balanced solely by a weakening of the northward surface western boundary current, and not by an increase in the southward transport integrated across the interior ocean away from the western boundary. This is consistent with Sverdrup balance holding to a good approximation outside of the western boundary region on decadal time scales, and may help to spatially constrain past and future change in the overturning circulation. The subtropical gyre weakens by 3.4Sv over the same period due to a weakened wind stress curl. These changes combine to give a net 8.7Sv reduction in upper western boundary transport. Ā© 2012.     Forest carbon accounting methods and the consequences of forest bioenergy for national greenhouse gas emissions inventories

    While bioenergy plays a key role in strategies for increasing renewable energy deployment, studies assessing greenhouse gas (GHG) emissions from forest bioenergy systems have identified a potential trade-off of the system with forest carbon stocks. Of particular importance to national GHG inventories is how trade-offs between forest carbon stocks and bioenergy production are accounted for within the Agriculture, Forestry and Other Land Use (AFOLU) sector under current and future international climate change mitigation agreements. Through a case study of electricity produced using wood pellets from harvested forest stands in Ontario, Canada, this study assesses the implications of forest carbon accounting approaches on net emissions attributable to pellets produced for domestic use or export. Particular emphasis is placed on the Forest Management Reference Level (FMRL) method, as it will be employed by most Annex I nations in the next Kyoto Protocol Commitment Period. While bioenergy production is found to reduce forest carbon sequestration, under the FMRL approach this trade-off may not be accounted for and thus not incur an accountable AFOLU-related emission, provided that total forest harvest remains at or below that defined under the FMRL baseline. In contrast, accounting for forest carbon trade-offs associated with harvest for bioenergy results in an increase in net GHG emissions (AFOLU and life cycle emissions) lasting 37 or 90 years (if displacing coal or natural gas combined cycle generation, respectively). AFOLU emissions calculated using the Gross-Net approach are dominated by legacy effects of past management and natural disturbance, indicating near-term net forest carbon increase but longer-term reduction in forest carbon stocks. Export of wood pellets to EU markets does not greatly affect the total life cycle GHG emissions of wood pellets. However, pellet exporting countries risk creating a considerable GHG emissions burden, as they are responsible for AFOLU and bioenergy production emissions but do not receive credit for pellets displacing fossil fuel-related GHG emissions. Countries producing bioenergy from forest biomass, whether for domestic use or for export, should carefully consider potential implications of alternate forest carbon accounting methods to ensure that potential bioenergy pathways can contribute to GHG emissions reduction targets
