    Social pain, violence, and inequalities

    This issue of RELACES brings together a series of writings that, from different approaches, problematize social pain, suffering, and violence. Within the framework of life and death organization regimes, the writings grouped here warn the ways in which the regulation, distribution, and consumption of bodies become nodal in capitalism. Being more than instruments of mediation of emotions, bodies are the ways of experiencing, belonging, and being in the world. All social behavior is assumed and made possible from and through corporeal materiality, so there is no possible social action without a body. These thus occupy a central place as the locus of conflict and order. Well, the human condition is eminently corporeal.     Conditional cash transfers and employment programs in Argentina: between beneficiary responsibility and the individualization of the social question

    En este artículo se analizaron los modos en que los aparatos gubernamentales respondieron a las problemáticas vinculadas a la cuestión social en Argentina, a través del análisis de los programas transitorios de empleo y los programas de transferencias condicionadas de ingresos aplicados en el país. Como estrategia metodológica, se trabajó con datos secundarios, a fin de buscar reconstruir, a través del análisis de la provisión del bienestar, el modo en que se ha definido, identificado responsables y establecido soluciones respecto a la problemática social en cuestión. Se observó que la nueva cuestión social ha implicado un abordaje de las problemáticas sociales a partir de la autorresponsabilización e individualización de los actores. A través del aumento de lo que se ha conocido como capital humano, se buscó crear subjetividades que fueran agentes de sus propias condiciones de carencias. Se concluyó que, en las políticas sociales analizadas, existe un diagnóstico gubernamental que sostiene que la pobreza es un resultado de la falta de aptitudes y capacidades individuales e individualizables.This article examined the ways in which the government apparatus responded to issues related to the social question in Argentina, through an analysis of transitional employment programs and conditional cash transfer programs. As a methodological strategy, we worked with secondary data on welfare provision in order to reconstruct the modes by which responsibility was assigned and solutions were developed for the social problems in question. The predominant framework for addressing these social issues placed a heavy emphasis on self-responsibility and individualization of actors. Through the rising importance of what is known as human capital, these policies sought to create new subjectivities which may become agents of their own conditions of deprivation.
