Assembling the Plebeian Republic. Popular Institutions against Systemic Corruption and Oligarchic Domination
Democracy seems to be in crisis and scholars have started to consider the possibility that “the only game in town” might be rigged. This book theorizes the crisis of democracy from a structural point of view, arguing that liberal representative governments suffer from systemic corruption, a form of political decay that should be understood as the oligarchization of society, and proposes an anti-oligarchic institutional solution based on a radical interpretation of republican constitutional thought.
If one agrees that the minimal normative expectation of liberal democracies is that governments should advance the welfare of the majority within constitutional safeguards, increasing income inequality and the relative immiseration of the majority of citizens would be in itself a deviation from good rule, a sign of corruption. As a way to understand how we could revert the current patterns of political corruption, the book provides an in-depth analysis of the institutional, procedural, and normative innovations to protect political liberty proposed by Niccolò Machiavelli, Nicolas de Condorcet, Rosa Luxemburg, and Hannah Arendt. Because their ideas to institutionalize popular power have consistently been misunderstood, instrumentalized, demonized, or neglected, part of what this project wants to accomplish is to offer a serious engagement with their proposals through a plebeian interpretative lens that renders them as part of the same intellectual tradition. In this way, the book assembles a “B side” of constitutional thought composed of the apparent misfits in a tradition that has been dominated by the impulse to suppress conflict instead of harnessing its liberty-producing properties.
As a way to effectively deal with systemic corruption and oligarchic domination, the book proposes to follow this plebeian constitutionalism and instituionalize popular collective power. A proposed plebeian branch would be autonomous and aimed not at achieving self-government or direct democracy, but rather at an effort to both judge and censor elites who rule. The plebeian branch would consist of two institutions: a decentralized network of radically inclusive local assemblies, empowered to initiate and veto legislation as well as to exercise periodic constituent power, and a delegate, surveillance office able to enforce decisions and impeach public officials. The establishment of primary assemblies at the local level would not only allow ordinary people to push back against oligarchic domination through the political system but also inaugurate an institutional conception of the people as the many assembled locally: a political collective agent operating as a network of political judgment in permanent flow. The people as network would be a political subject with as many brains as assemblies, in which collective learning, reaction against domination, and social change would occur organically and independently from representative government and political parties
This article develops an analysis of the play Los Millonarios 2015 by Chilean company La María. Written by Alexis Moreno and premiered in 2015 in Santiago, the play tells the story of a group of lawyers, wealthy, racists and partners of a very important and powerful law firm, who decided to defend a Mapuche citizen accused of killing a couple of agricultural entrepreneurs in the Wallmapu zone. The analysis focuses mainly on the dramatic material, with particular interest in exploring the dramaturgical operations used by Alexis Moreno to endow the oligarch characters of an abject nature and the use of archive material as a mechanism to historicize the fiction. Throughout the citizenry’s demands for deep reforms to the neoliberal model and the current constituent process derived from them, Chilean elite (understood as a minority group with a high economic, political and cultural capital) has been targeted and questioned regarding its role as author and gatekeeper of this model. Within this context, this article places Los millonarios as a case study of the last decade’s theatre repertoire which, aligned with the social mobilization processes, aims to shed a light and disarticulate the different dimensions in which these elites operate, with the ultimate goal of provoking in the audience a discussion about the elitist nature of the foundations on which national identity is built on.
Keywords: Chilean theatre, nation-estates, oligarchy, Mapuche.
Jointly Exploring Client Drift and Catastrophic Forgetting in Dynamic Learning
Federated and Continual Learning have emerged as potential paradigms for the
robust and privacy-aware use of Deep Learning in dynamic environments. However,
Client Drift and Catastrophic Forgetting are fundamental obstacles to
guaranteeing consistent performance. Existing work only addresses these
problems separately, which neglects the fact that the root cause behind both
forms of performance deterioration is connected. We propose a unified analysis
framework for building a controlled test environment for Client Drift -- by
perturbing a defined ratio of clients -- and Catastrophic Forgetting -- by
shifting all clients with a particular strength. Our framework further
leverages this new combined analysis by generating a 3D landscape of the
combined performance impact from both. We demonstrate that the performance drop
through Client Drift, caused by a certain share of shifted clients, is
correlated to the drop from Catastrophic Forgetting resulting from a
corresponding shift strength. Correlation tests between both problems for
Computer Vision (CelebA) and Medical Imaging (PESO) support this new
perspective, with an average Pearson rank correlation coefficient of over 0.94.
Our framework's novel ability of combined spatio-temporal shift analysis allows
us to investigate how both forms of distribution shift behave in mixed
scenarios, opening a new pathway for better generalization. We show that a
combination of moderate Client Drift and Catastrophic Forgetting can even
improve the performance of the resulting model (causing a "Generalization
Bump") compared to when only one of the shifts occurs individually. We apply a
simple and commonly used method from Continual Learning in the federated
setting and observe this phenomenon to be reoccurring, leveraging the ability
of our framework to analyze existing and novel methods for Federated and
Continual Learning
This study analyzes a bucket elevator, setting the equations required to create a method of calculation to dimensioning of this equipment with current methodologies employed in the industry and compares the results. The calculations, written in VBA code, enable a generation of fast and safe results. With this procedure, there is independence to modify the input variables and evaluate the different results obtained, and then compare them. With the construction of a prototype the dimensioning method is evaluated, and its effectiveness validated for designing a functional centrifugal discharge elevator. This contributes to a refinement of the theoretical calculations, analyzes the constructive practice and allows seeing the synergistic effects of the variables involved in the lift discharge. Thus, it is possible to verify the compatibility between the theoretical and experimental results in order to bring the projected results closer to the reality as for improving the used methodology and lowering costs on the construction of similar equipment

Universidad Libre-- facultda de Derecho -- Especialización Derecho AdministrativoThrough this article, the principles of effective judicial protection and fiscal sustainability will be analyzed in Colombia and are related creating harmony in the production of rulings of the high courts. The foregoing, having as reference the different administrative processes through which the procedural subjects act and develop judicially for the protection of their rights.
The legislator clarifies that at the time of issuing its rulings, due protection must be given to the rights of each of the procedural parties, taking into account that invoking the principle of fiscal sustainability by the administration would be going against said protection.
Consequently, this research work seeks to answer the questions: Does it generate any affectation to the rights of the procedural subjects to invoke the principle of fiscal sustainability when making rulings? And what is the role of the constitutional block in said administrative procedure?
The Political Constitution of Colombia of 1991 in its article 93, provides the clause of inclusion of international norms such as treaties signed and ratified by the Nation for the protection of human rights as it has been repeatedly indicated that it is judicial protection. effective
