    MUNICIPALIZACIÓN DEL GOBIERNO INDÍGENA E INDIANIZACIÓN DEL GOBIERNO MUNICIPAL EN AMÉRICA LATINA

    Esta colaboración se aproxima al proceso de municipalización del gobierno local indígena y a la otra cara del mismo proceso: la indianización del gobierno municipal, en América Latina. En las últimas tres décadas el municipio se ha reformado, en un marco más amplio de reforma del Estado, para ajustarse al nuevo contexto neoliberal A este proceso se le ha llamado «neomunicipalismo». Para diversos pueblos indígenas, el «neomunicipalismo» se percibe como un riesgo, pero también como una oportunidad. En el pasado reciente, el gobierno indígena fue visto desde el poder del Estado como «remanentes» en vías de disolución. Hoy día, el Estado multicultural acepta como válidas esas instituciones, siempre y cuando se inscriban en la lógica de la organización del Estado. Requisito que diversas organizaciones perciben como un riesgo, aunque otras lo ven como una oportunidad para avanzar en el proceso de empoderamiento indígena. El dilema entre resistencia y no aceptación de la institucionalidad del Estado, y el acceso a las mismas, en un horizonte de apropiación, es una vieja historia en la relación pueblos indígenas y municipio. Cuando hay aceptación —siempre limitada— se producen procesos de «municipalización» del gobierno indígena. En esta colaboración sistematizo tres momentos de municipalización del gobierno indígena en América Latina: cabildo indígena colonial, ayuntamiento gaditano, neomunicipalismo.   SUMMARY This collaboration is approaching the municipalization process of local government and indigenous on the other side of the same process: the indianization of the municipal government, in Latin America In the last three decades, in a broad framework for reform of the State, the municipality has been refurbished, in a broader framework for reform of the State to comply with the new neoliberal context. The «neomunicipalismo», is a risk and an opportunity for these peoples. In the recent past, the institutions the indigenous government, was seen as «residual» in the process of dissolution. Today, the multicultural State accepts as valid those institutions, always and when entered in the logic of the organization of the State. Requirement that various organizations perceive as a risk; but other see it as an opportunity to make progress in the process of empowering indigenous. The dilemma between resistance and non-acceptance of the institutional framework of the State, and access to the same, in a horizon of appropriation, is an old story in the relationship indigenous peoples and municipality.     (+)-Z-Bisdehydrodoisynolic Acid Enhances Basal Metabolism and Fatty Acid Oxidation in Female Obese Zucker Rats

    We have previously reported that the synthetic estrogen, (+)-Z-bisdehydrodoisynolic Acid [(+)-Z-BDDA], attenuated weight gain and cardiovascular risk in obese rodents. To determine if these antiobesity effects were attributed to changes in basal metabolism, we assessed indirect calorimetry and metabolic profile in female obese Zucker (OZR) rats provided (+)-Z-BDDA (0.0002% food admixture) for 11 weeks. Similar to our previous findings, (+)-Z-BDDA reduced weight gain and improved lipid and glucose homeostasis in OZR rats. Furthermore, resting energy expenditure was increased by (+)-Z-BDDA, as evident by heat production and oxygen consumption. We also observed a marked reduction in respiratory quotient (RQ) along with a corresponding induction of hepatic AMPK in rodents provided (+)-Z-BDDA. Collectively, these findings indicate that (+)-Z-BDDA partially attenuated obesity and associated pathologies through increased resting energy expenditure and fatty acid utilization. Further investigation is required to fully elucidate the mechanisms involved as well as to determine the potential therapeutic implications for (+)-Z-BDDA on obesity and its related pathologies

    Representing complex data using localized principal components with application to astronomical data

    Often the relation between the variables constituting a multivariate data space might be characterized by one or more of the terms: ``nonlinear'', ``branched'', ``disconnected'', ``bended'', ``curved'', ``heterogeneous'', or, more general, ``complex''. In these cases, simple principal component analysis (PCA) as a tool for dimension reduction can fail badly. Of the many alternative approaches proposed so far, local approximations of PCA are among the most promising. This paper will give a short review of localized versions of PCA, focusing on local principal curves and local partitioning algorithms. Furthermore we discuss projections other than the local principal components. When performing local dimension reduction for regression or classification problems it is important to focus not only on the manifold structure of the covariates, but also on the response variable(s). Local principal components only achieve the former, whereas localized regression approaches concentrate on the latter. Local projection directions derived from the partial least squares (PLS) algorithm offer an interesting trade-off between these two objectives. We apply these methods to several real data sets.     Rituales al agua en San Cristóbal: nuevas formas de territorialización india

    Esta contribución tiene como propósito reflexionar sobre las formas de territorialización india en el espacio urbano de San Cristóbal de Las Casas, Chiapas, mediante la novedosa expansión de rituales mayas al agua que se desarrollan en algunos de los principales manantiales de la ciudad durante las festividades de la Santa Cruz, en los primeros días de mayo. Mediante descripciones etnográficas se informa de la emergencia de ciertos cultos al agua, de raigambre ancestral en los municipios tsotsiles de los Altos de Chiapas, como nuevas formas de apropiación simbólica del espacio urbano, que actualizan la relación de las personas con la naturaleza y el mundo social. En el marco de los rituales del K’in Kruz, se revitaliza una geografía simbólica que refrenda normas de regulación para el acceso y uso del agua, en el marco de prácticas del derecho consuetudinario patrocinado por una población indígena urbana de diversas afiliaciones religiosas y realizadas muchas veces en alianza con asociaciones barriales y en algunos casos ambientalistas, respaldadas por miembros de la Diócesis de San Cristóbal guiados por una pastoral de la tierra y la teología india

    Enhanced chlorhexidine skin penetration with 1,8-cineole

    BACKGROUND: Chlorhexidine (CHG) penetrates poorly into skin. The purpose of this study was to compare the depth of CHG skin permeation from solutions containing either 2% (w/v) CHG and 70% (v/v) isopropyl alcohol (IPA) or 2% (w/v) CHG, 70% (v/v) IPA and 2% (v/v) 1,8-cineole. METHODS: An ex-vivo study using Franz diffusion cells was carried out. Full thickness human skin was mounted onto the cells and a CHG solution, with or without 2% (v/v) 1,8-cineole was applied to the skin surface. After twenty-four hours the skin was sectioned horizontally in 100 μm slices to a depth of 2000 μm and the concentration of CHG in each section quantified using high performance liquid chromatography (HPLC). The data were analysed with repeated measures analysis of variance. RESULTS: The concentration of CHG in the skin on average was significantly higher (33.3% [95%, CI 1.5% - 74.9%]) when a CHG solution which contained 1,8-cineole was applied to the skin compared to a CHG solution which did not contain this terpene (P = 0.042). CONCLUSIONS: Enhanced delivery of CHG can be achieved in the presence of 1,8-cineole, which is the major component of eucalyptus oil. This may reduce the numbers of microorganisms located in the deeper layers of the skin which potentially could decrease the risk of surgical site infection

    Indigenous Territorial Autonomy and Self-Government in the Diverse Americas

    Across the Americas, Indigenous and Afro-descendent peoples have demanded autonomy, self-determination, and self-governance. By exerting their collective rights, they have engaged with domestic and international standards on the rights of Indigenous Peoples, implemented full-fledged mechanisms for autonomous governance, and promoted political and constitutional reform aimed at expanding understandings of multicultural citizenship and the plurinational state. Yet these achievements come in conflict with national governments’ adoption of neoliberal economic and neo-extractive policies which advance their interests over those of Indigenous communities. Available for the first time in English, Indigenous Territorial Autonomy and Self-Government in the Diverse Americas explores current and historical struggles for autonomy within ancestral territories, experiences of self-governance in operation, and presents an overview of achievements, challenges, and threats across three decades. Case studies across Bolivia, Chile, Nicaragua, Peru, Colombia, Mexico, Panama, Ecuador, and Canada provide a detailed discussion of autonomy and self-governance in development and in practice. Paying special attention to the role of Indigenous peoples’ organizations and activism in pursuing sociopolitical transformation, securing rights, and confronting multiple dynamics of dispossession, this book engages with current debates on Indigenous politics, relationships with national governments and economies, and the multicultural and plurinational state. This book will spark critical reflection on political experience and further exploration of the possibilities of the self-determination of peoples through territorial autonomies
