    El derecho a la libertad de expresión e información en el ordenamiento constitucional colombiano y su relación con el proceso de paz

    Artículo de reflexiónEn el presente trabajo investigativo se analiza por medio del método dogmático y hermenéutico y de forma sistemática el derecho a la libertad de expresión e información, partiendo de la premisa de que es un postulado que fue establecido en el ordenamiento jurídico colombiano por parte del constituyente derivado – es decir, por la Asamblea Nacional Constituyente – como un derecho de categoría fundamental. Se analiza de manera general el marco normativo internacional que sustenta su existencia y, el conjunto de instrumentos internacionales que han sido incorporados al denominado bloque de constitucionalidad por medio del proceso de ratificación en el Congreso de la República. Se examina además, su ejercicio por parte de los medios de comunicación en el proceso de paz colombiano, por lo anterior, se buscará determinar la forma por medio de la cual se manifestó el ejercicio de dicho postulado constitucional en el proceso de paz, teniendo en cuenta que es uno de los derechos esenciales para el real funcionamiento de la sociedad democrática que garantiza la libertad de expresar y difundir el propio pensamiento, opiniones, informaciones e ideas, sin limitación de fronteras y a través de cualquier medio de expresión.INTRODUCCIÓN 1.     Emotions Detection based on a Single-electrode EEG Device

    The study of emotions using multiple channels of EEG represents a widespread practice in the field of research related to brain computer interfaces (Brain Computer Interfaces). To date, few studies have been reported in the literature with a reduced number of channels, which when used in the detection of emotions present results that are less accurate than the rest. To detect emotions using an EEG channel and the data obtained is useful for classifying emotions with an accuracy comparable to studies in which there is a high number of channels, is of particular interest in this research framework. This article uses the Neurosky Maindwave device; which has a single electrode to acquire the EEG signal, Matlab software and IBM SPSS Modeler; which process and classify the signals respectively. The accuracy obtained in the detection of emotions in relation to the economic resources of the hardware dedicated to the acquisition of EEG signal is remarkable

    A novel programmable lysozyme-based lysis system in Pseudomonas putida for biopolymer production

    Indexación: Scopus; Web of Science.Cell lysis is crucial for the microbial production of industrial fatty acids, proteins, biofuels, and biopolymers. In this work, we developed a novel programmable lysis system based on the heterologous expression of lysozyme. The inducible lytic system was tested in two Gram-negative bacterial strains, namely Escherichia coli and Pseudomonas putida KT2440. Before induction, the lytic system did not significantly arrest essential physiological parameters in the recombinant E. coli (ECPi) and P. putida (JBOi) strain such as specific growth rate and biomass yield under standard growth conditions. A different scenario was observed in the recombinant JBOi strain when subjected to PHA-producing conditions, where biomass production was reduced by 25% but the mcl-PHA content was maintained at about 30% of the cell dry weight. Importantly, the genetic construct worked well under PHA-producing conditions (nitrogen-limiting phase), where more than 95% of the cell population presented membrane disruption 16 h post induction, with 75% of the total synthesized biopolymer recovered at the end of the fermentation period.     Changes in the juvenile fish assemblage of a Mediterranean shallow Posidonia oceanica seagrass nursery area after half a century

    The within-year dynamics of the juvenile fish community in a shallow seagrass-dominated nursery habitat (Posidonia oceanica) in a Mediterranean bay were compared between two surveys separated by 50 years (1960 and 2012-2013). A nocturnal survey over depths ranging from 2 to 10 m over patchy seagrass meadows was conducted for one year (2012-2013) through 72 epibenthic tows spread fortnightly in 4 nearby stations, mimicking a survey conducted in 1960 in terms of sampling intensity, sampling zone, temporal coverage and sampling gear. Although a large proportion of the fish species were similar among surveys, remarkable and statistically significant differences were detected. A striking feature was that one of the most common and abundant Sparidae species currently, Diplodus annularis, did not appear in 1960. Other strong differences included the nonappearance of the European eel Anguilla anguilla in the recent survey. Furthermore, one of the most valuable species for artisanal fisheries in the area, the black scorpionfish Scorpaena porcus, was almost 10 times less abundant in 1960. A finer-scale study of the 2012-2013 survey allowed a quantitative analysis between species composition and potential environmental drivers through redundancy analysis that well described the current pattern of time-dependent recruitment pulses in nearshore meadows of the area throughout the year, with marked effects of surface temperature and photoperiod. The comparison between surveys suggests that some major differences between surveys are not likely to be attributable to interannual stochasticity in recruitment or environmental variability but may be related to i) unaccounted-for habitat transformation and/or ii) the strong decrease in juvenile fishing mortality in this shallow nursery area since the enforcement of bans on littoral epibenthic trawling activities characteristic of this area

    A software tool for monitoring legal minimum lenght of landings: Case study of a fishery in sourthern Spain

    Herramienta de interés para el control y la gestión de pesqueríasThe regulation of minimum legal size(MLS) of catches is a tool widely applied in the management of fisheries resources, although the MLS does not always coincide with the length at first maturit(LFM). The optimization of this management tool requires a series of quality control in fish markets and transportation. A software application has been developed to make the control of the landings of several target species easier and faster. In order to test and make this tool operational,six species of commercial interest were selected: four species of fish hand two species of bivalves. It is proposed to estimate the proportion of illegal specimens in the studied lot from the proportion of illegal individuals found in the samples taken from this lot.The input data for the application are the minimum legal size(MLS) of the species and the total length(TL)of each specimen sampled. The out put data is a statistical summary of the percentage of specimens of size less than the legal minimum(TL<=MLS)within different confidence intervals(90%,95% and 99%). The software developed will serve as a fast,efficient and easy to manage tool that allows inspectors to determine the degree of compliance on MLS control and to make a decision supported by statistical proof on fishing goods

Asimismo, el significativo aumento del número de nuestros mayores constituye otra característica que la determina. Esta situación plantea la necesidad de propuestas que promuevan la calidad de vida y bienestar en la tercera edad. Para ello, se ha realizado una revisión bibliográfica considerando el ámbito de la actividad física, el cual se concretada como una de las bazas más importantes a tratar para lograr ese objetivo; y el papel que pueden jugar las nuevas tecnologías en él, concretamente los «Exergames». Por ello, y con el fin de buscar alternativas para la mejora de la salud en la tercera edad, este estudio pretende poner en relieve la utilización de las nuevas tecnologías con dicha meta. En este sentido, se destaca el uso de los videojuegos activos, una tecnología que lleva en auge desde hace algún tiempo, con la cual nuestros mayores podrán no solo mejorar su condición física y mental, sino su calidad de vida de forma global

    Effect of climatic oscillations on small pelagic fisheries and its economic profit in the Gulf of Cadiz

    Several studies have shown the effect of climatic oscillations on fisheries. Small pelagic fish are of special global economic importance and very sensitive to fluctuations in the physical environment in which they live. The main goal of this study was to explore the relationship between the North Atlantic Oscillation (NAO), the East Atlantic pattern (EA), and the Arctic Oscillation (AO) on the landings and first sale prices of the most representative small pelagic commercial species of the purse-seine fisheries in the Gulf of Cadiz (North East Atlantic), the European anchovy Engraulis encrasicolus and the European sardine Sardine pilchardus. Generalised linear models (GLMs) with different data transformations and distribution errors were generated to analyse these relationships. The best results of the models were obtained by applying a moving average of order 3 to the dataset with a double weighted median. Our results demonstrate relationships between NAO, AO, and EA and European anchovy and sardine landings. These cause an indirect effect on the first sale price in markets through catch variations, which affect the price according to the law of supply and demand.     The Hall of the Kingdoms of the Buen Retiro Palace as an improvised 3D-model room (1779-1803)

    [EN] During the Modern Age, various European courts consolidated the tradition of the manufacture of plans-reliefs of fortified cities as a complement to other forms of representation (maps and plans) used within the military field. In this context, the Hall of Kingdoms of the Buen Retiro Palace functioned as an improvised 3D-model room at the end of the 18th century. The plan-relief of Cadiz was installed therein as the sole model built as part of the global project promoted by King Charles of Spain III in 1776 for the manufacture of models of strongholds of the kingdom. After the usefulness of this first model was questioned, the project was abandoned, although the room did later house another seven models. The identity of these deposited models, the time period, and the circumstances under which this room was utilised as a 3D-model room constitute the subject of this research.[ES] Durante la Edad Moderna diversas cortes europeas consolidaron como tradición la fabricación de planos en relieve de ciudades fortificadas, complemento a otras formas de representación -mapas y planos- empleadas dentro del ámbito militar. En este contexto, el Salón de los Reinos del Palacio del Buen Retiro funcionó como un improvisado cuarto de modelos a finales del siglo XVIII. En él quedó instalado el modelo de Cádiz, único elaborado al amparo del proyecto global para la fabricación de maquetas de plazas fuertes del Reino, promovido por Carlos III (1776). Tras cuestionarse la utilidad de este primer modelo el proyecto fue abortado, si bien la estancia albergó siete modelos más con posterioridad.
