Legal Valences of Public-Private Partnership in the Republic of Moldova as an Economic Tool for Innovative Directions of Development
The current economic situation leads to significant changes in the social sector of society. Formerly owned by the state, the infrastructure objects are transferred to private companies, the state reserving the right to regulate and monitor the subsequent activities of these objects. The public-private partnership is based on the cooperation between the public partner and the private partner to increase the efficiency of the public patrimony, each partner assuming concrete risks, innovations, and responsibilities.The Republic of Moldova development required the introduction of innovative management tools for implementing state and regional development strategies, such as the new format of specific programs, strategies for developing regional clusters, the introduction of public-private partnership principles. Governments understood that PPPs could help overcome the situation in the Republic of Moldova when medium and long-term financing sources with a maturity of 3 years are virtually inaccessible within the existing banking system. This situation, combined with a constant lack of financial resources in the budget, suggests that the initiation of the PPP is an alternative tool to further the country's infrastructure development.The article reviews the local legal valences on the public-private partnerships as an economic tool for innovative directions of development and the main weaknesses of the Republic of Moldova framework
Institutional logics influencing the engagement of academics in internationalization at the School of Management, University of Tampere
Internationalization has become an essential component of higher education. Pressured by the globalization forces and the new requests of the knowledge society, universities deploy wide-spread initiatives to successfully implement internationalization in all their areas. But in order to be successful, it is crucial for a university to have committed institutional leadership, and to know how to engage its academics in the process internationalization. The relation existent be-tween the two factors, their degree of communication, as well as the degree to which they influence each other is fundamental for the successful implementation of internationalization. The current study explores aspects of the relation between the two factors by looking at how the institutional logics related with internationalization influence the engagement of academics in internationalization in the context of the School of Management, University of Tampere.
This study implies a qualitative exploratory case study research design. The School of Management, University of Tampere has been chosen as the site of the research. The sampling techniques used were the purposive sampling, along with the snowball technique. Data was collect-ed through qualitative, semi-structured interviews. An analytical framework has been designed on the basis of the literature for the analysis of the data.
The findings of the study bring to light important aspects of how internationalization is perceived in this specific context, what interests the academics interviewed have in internationalization, as well as that not all institutional logics related to internationalization influence the academicsâ engagement in it. Different degrees of influence have been perceived to be exercised by the multiple institutional logics related with internationalization identified to have an influence upon academicsâ engagement in the School of Management, University of Tampere. The study revealed that the institutional logics which mostly influenced the perceptions and interests of academics, exercised the biggest influence upon their engagement in internationalization as well
The municipal public transport microclimate in Chisinau during the warm season

Medicine and Pharmacy, Chisinau, Republic of Moldova, The 6th International Medical Congress for Students and Young Doctors, May 12-14, 2016Basic. Municipal public transport has been and is very current. Daily, in Chisinau, the
transportation of 800 thousand passengers is made with the help of 280 electric cars and 200 cars with
internal combustion engine. In Republic of Moldova the conditions of work and the health of workers
in the field of public transport are insufficiently studied. The importance of the topic increases given that
many women are working in the field, therefore emphasizing the need for the study.
Materials and methods. We evaluated the microclimate parameters in the saloons of public
transport from Chisinau using the apparatus Meteoscop M. Basic indicators such as air temperature,
relative humidity and velocity of currents which was considered constant (0.1 m/s) were examined in
accordance with the rules. Three sets of measurements were performed in order to record the transition
from the cold season to the warm season which included 50 electric cars per day, and then the Sigma
method was used in order to analyze the statistical average of the measurements. The quality index of
the microclimate was evaluated, namely the Actual Temperature, Thermal load and the Wind Chill. Then
these results were compared with the regulatory framework in the given domain.
Discussion of the results. We compared the results of the Actual Temperature with European
regulatory framework nomograms in the field of occupational health and environmental health
(89/654/EEC and FRR 2.2.2006-05; RNI 2.2.4.548 -96) and we determined that the actual temperature
exceeded the maximum required in 2 cases. In April the index of actual temperature falls within the
normal range, and in May and June it exceeded the normal temperature of 29.1 ° C with 1.5 ° C, and
respectively, 7.2 ° C.
The conclusion. This fact speaks about very hot working conditions during the warm season of
the year, and as a result diseases of the cardiovascular system may occur
DNA loop statistics and torsional modulus
The modelling of DNA mechanics under external constraints is discussed. Two
analytical models are widely known, but disagree for instance on the value of
the torsional modulus. The origin of this embarassing situation is located in
the concept of writhe. This letter presents a unified model for DNA
establishing a relation between the different approaches. I show that the
writhe created by the loops of DNA is at the origin of the discrepancy. To take
this into account, I propose a new treatment of loop statistics based on
numerical simulations using the most general formula for the writhe, and on
analytic calculations with only one fit parameter. One can then compute the
value of the torsional modulus of DNA without the need of any cut-off.Comment: 8 pages, 1 figure. Accepted by Europhysics Letter

trolleybuses. Every day around 300 units are circulating in Chisinau carrying about 50 thousand
passengers.
Aim of the study. The problem of the working conditions of drivers and passengers in transport
is insufficiently studied.
Materials and methods. We measured the microclimate parameters in the trolleybuses from
ChiÈinÄu with the device Meteoscope M, basic indicators such as air temperature and relative
humidity, the current velocity being considered constant 0.1 m / s, according to the norms. Three
sets of measurements were performed in order to record the transition from autumn to winter
which included 40 electric cars per day, and then the Sigma method was used in order to analyze
the statistical average of the measurements The quality index of the microclimate was evaluated,
namely the Actual Temperature. Then these results were compared with the regulatory
framework in the given domain
Results. We compared the results of the Actual Temperature with European regulatory

Every national economy has multiple elements that contribute to its process of development, thus
ensuring economic growth overall. In this aspect, the economy appears as a superstructure or core
around which the other "constructive" elements are formed, and the effective coagulation and
connection between these elements ensures sustainable national development.
One of the basic "constructive" elements that contribute to national sustainable development is
the energy sector, which has a substantial weight in the national economy. Seen from the perspective
of the fact that the Republic of Moldova does not have important energy resources, this sector is
vulnerable to multiple internal factors and especially to external ones. In this perspective, the aim of
the article is the purpose of this article is to is is to analyse the optimisation paths and and determine
ways to increase the efficiency of the management of enterprises
Higher dimensional abelian Chern-Simons theories and their link invariants
The role played by Deligne-Beilinson cohomology in establishing the relation
between Chern-Simons theory and link invariants in dimensions higher than three
is investigated. Deligne-Beilinson cohomology classes provide a natural abelian
Chern-Simons action, non trivial only in dimensions , whose parameter
is quantized. The generalized Wilson -loops are observables of the
theory and their charges are quantized. The Chern-Simons action is then used to
compute invariants for links of -loops, first on closed
-manifolds through a novel geometric computation, then on
through an unconventional field theoretic computation.Comment: 40 page
Treatments for chronic pruritus outside of the box
Patients with chronic pruritus are in desperate need of novel treatment options, as current therapeutic possibilities are often not effective, have a poor level of evidence and are mostly off-label. In recent years, much effort has been put into the identification of potential targets for the treatment of chronic pruritus. More importantly, a number of promising new drugs that are aimed at treating pruritus in different conditions are currently in advanced stages of clinical trials. Here, current pharmacological developments leading to potential new drugs for the treatment of chronic pruritus within various conditions are summarized. Hopefully, these new approaches will result in effective and safe therapies for our patients with chronic pruritus associated with dermatological or non-dermatological diseases in the near future
