    More Natural Models of Electoral Control by Partition

    "Control" studies attempts to set the outcome of elections through the addition, deletion, or partition of voters or candidates. The set of benchmark control types was largely set in the seminal 1992 paper by Bartholdi, Tovey, and Trick that introduced control, and there now is a large literature studying how many of the benchmark types various election systems are vulnerable to, i.e., have polynomial-time attack algorithms for. However, although the longstanding benchmark models of addition and deletion model relatively well the real-world settings that inspire them, the longstanding benchmark models of partition model settings that are arguably quite distant from those they seek to capture. In this paper, we introduce--and for some important cases analyze the complexity of--new partition models that seek to better capture many real-world partition settings. In particular, in many partition settings one wants the two parts of the partition to be of (almost) equal size, or is partitioning into more than two parts, or has groups of actors who must be placed in the same part of the partition. Our hope is that having these new partition types will allow studies of control attacks to include such models that more realistically capture many settings

    Nut production in Bertholletia excelsa across a logged forest mosaic: implications for multiple forest use

    Although many examples of multiple-use forest management may be found in tropical smallholder systems, few studies provide empirical support for the integration of selective timber harvesting with non-timber forest product (NTFP) extraction. Brazil nut (Bertholletia excelsa, Lecythidaceae) is one of the world’s most economically-important NTFP species extracted almost entirely from natural forests across the Amazon Basin. An obligate out-crosser, Brazil nut flowers are pollinated by large-bodied bees, a process resulting in a hard round fruit that takes up to 14 months to mature. As many smallholders turn to the financial security provided by timber, Brazil nut fruits are increasingly being harvested in logged forests. We tested the influence of tree and stand-level covariates (distance to nearest cut stump and local logging intensity) on total nut production at the individual tree level in five recently logged Brazil nut concessions covering about 4000 ha of forest in Madre de Dios, Peru. Our field team accompanied Brazil nut harvesters during the traditional harvest period (January-April 2012 and January-April 2013) in order to collect data on fruit production. Three hundred and ninety-nine (approximately 80%) of the 499 trees included in this study were at least 100 m from the nearest cut stump, suggesting that concessionaires avoid logging near adult Brazil nut trees. Yet even for those trees on the edge of logging gaps, distance to nearest cut stump and local logging intensity did not have a statistically significant influence on Brazil nut production at the applied logging intensities (typically 1–2 timber trees removed per ha). In one concession where at least 4 trees ha-1 were removed, however, the logging intensity covariate resulted in a marginally significant (0.09) P value, highlighting a potential risk for a drop in nut production at higher intensities. While we do not suggest that logging activities should be completely avoided in Brazil nut rich forests, when a buffer zone cannot be observed, low logging intensities should be implemented. The sustainability of this integrated management system will ultimately depend on a complex series of socioeconomic and ecological interactions. Yet we submit that our study provides an important initial step in understanding the compatibility of timber harvesting with a high value NTFP, potentially allowing for diversification of forest use strategies in Amazonian Perù

    The supply chain of violence

    Every year, more people are killed defending the environment than are soldiers from the United Kingdom and Australia on overseas deployments in war zones combined. During the last 15 years, the number of both deaths of environmental defenders, and the countries where they occur, have increased. Recorded deaths have increased from two per week to four per week over this period. These deaths are primarily related to conflict over natural resources, across a range of sectors. Of 683 total deaths, >230 were related to mining and agribusiness between 2014 and 2017. We find that rule of law and corruption indices are closely linked to patterns of killings. Using spatial data, we investigate the drivers of these conflicts and violence and seek to identify who may be most at risk and why. We argue that businesses, investors and national governments at both ends of the chain of violence need to be more accountable

    What drives policy change for REDD+? : A qualitative comparative analysis of the interplay between institutional and policy arena factors

    Reducing Emissions from Deforestation and forest Degradation (REDD+) has emerged as a promising climate change mitigation mechanism in developing countries. In order to identify the enabling conditions for achieving progress in the implementation of an effective, efficient and equitable REDD+, this paper examines national policy settings in a comparative analysis across 13 countries with a focus on both institutional context and the actual setting of the policy arena. The evaluation of REDD+ revealed that countries across Africa, Asia and Latin America are showing some progress, but some face backlashes in realizing the necessary transformational change to tackle deforestation and forest degradation. A Qualitative Comparative Analysis (QCA) undertaken as part of the research project showed two enabling institutional configurations facilitating progress: (1) the presence of already initiated policy change; and (2) scarcity of forest resources combined with an absence of any effective forestry framework and policies. When these were analysed alongside policy arena conditions, the paper finds that the presence of powerful transformational coalitions combined with strong ownership and leadership, and performance-based funding, can both work as a strong incentive for achieving REDD+ goals. Key policy insights The positive push of already existing policy change, or the negative stress of resource scarcity together with lack of effective policies, represents institutional conditions that can support REDD+ progress. Progress also requires the presence of powerful transformational coalitions and strong ownership and leadership. In the absence of these internal drivers, performance-based funding can work as a strong incentive. When comparing three assessments (2012, 2014, 2016) of REDD+ enabling conditions, some progress in establishing processes of change can be observed over time; however, the overall fluctuation in progress of most countries reveals the difficulty in changing the deforestation trajectory away from business as usual.Peer reviewe

    Company-Community Logging Contracts in Amazonian Settlements: Impacts on Livelihoods and NTFP Harvests

    As a result of government-sponsored colonization, more than 500 000 km2 of the Brazilian Amazon is managed by settlement households. By law, 80% of this land must remain as standing forest. In this study, we examine the potential for timber harvesting through company-community partnerships (CCPs) as a means to increase forest-based revenue without compromising household use of non-timber forest products (NTFPs). Using participatory rural appraisal, resource diaries, and household questionnaires, we study the impacts of CCP logging contracts on livelihoods, including household income and NTFP harvests. Our results show that annual household income from the CCP logging is equivalent to more than 8 years of household gross income from agricultural production. We also found that there were no significant differences in NTFP harvests between households with CCP logging and those without. In CCP-logging communities, households caught 11.9 ± 13.6 game animals, totaling 74 ± 88 kg of game meat. In the communities without CCP, households caught 9.5 ± 13.0 game animals, totaling 73 ± 172 kg of game meat. Annual forest fruit harvests averaged 9.8 ± 13.2 kg in CCP-logging communities and 13.5 ± 15.9 kg in non-CCP communities. Overall, the CCPs brought improvements in household income without compromising NTFP harvests

    Estimating natural resource harvests: conjectures?

    Estimates of natural resource harvests often inform rural conservation and development strategies. Retrospective household surveys remain one of the most commonly employed methods for estimating harvests. Pair-wise comparisons of estimates from household surveys versus diary records were performed for household harvests in the Brazilian Amazon. Although diaries and surveys produce similar estimates of mean economic value for different product groups, 33% of product-level estimates showed a three-fold differenec between methods with no consistent patterns in discrepancy direction. Significant differences in estimates for highly valued products (cash crops, game animals, and fish) together with higher respondent confidence in diaries may undermine household models based exclusively on surveys
