Direct measurement of the HCl dimer tunneling rate and Cl isotope dependence by far-infrared laser sideband spectroscopy of planar supersonic jets

The large amplitude tunneling motion of the HCl dimer has been directly studied with a tunable far‐infrared laser sideband/two-dimensional free jet expansion spectrometer at hyperfine resolution. Rotationless tunneling rates for the three common chlorine isotopic forms are v(35–35)=463 979.2(1) MHz, v(35–37)=463 357.7(1) MHz, and v(37–37)=462 733.7(3) MHz. Both the rotational constants and hyperfine parameters indicate that the vibrationally averaged structure shows little variation within a given tunneling state, with both HCl bond angles giving an average projection on the a-axis of 47° in all states with resolved hyperfine patterns

Challenges Facing First Year Chinese International Students In a California Private School

Mandarin speaking, mainland Chinese secondary students enrolled in grades nine through twelve make up almost 50% of America\u27s international student population (U.S. Immigration and Customs Enforcement, 2015). According to the literature, these students face unique challenges in their education: learning core subjects in a non-native language before they have fully grasped the language, and sitting in classes that are taught by teachers with virtually no training in making the content comprehensible for international students. The purpose of this qualitative study is to acquire an in-depth understanding of the challenges that Mandarin speaking, mainland Chinese, international secondary students face in their learning during their first year at one suburban California private school which established an international student program in 2007. The researcher conducted personal interviews with nine Mandarin speaking, mainland Chinese international secondary students in grades seven through 11 who were in their first year attending this private school. Each participant answered 20 questions regarding the perceived challenges they face on a daily basis in this school as they attend mainstream classes with their native English speaking peers. The findings showed that the participants faced challenges in understanding the teacher in mainstream classes, learning difficult content in mainstream classes while still learning English, adjusting to a different educational system and culture, and making friends with the American students at school

Transformational Leadership in the Public Sector

Senior leaders in state government public sector agencies must manage employee performance to ensure quality services to the citizens they serve. Limited academic research exists to study the barriers that these leaders acknowledge as deterrents to managing employee performance. The purpose of this qualitative study was to understand the reasons that public sector leaders at the Ohio Department of Transportation (ODOT) were challenged to manage employee performance and explore the role of transformational leadership. The ODOT was selected for this research because two prior worker surveys conducted by the agency revealed that employee performance accountability was an issue of concern. Following the conceptual framework of transformational and full range leadership, the research question for this study examined the barriers that these leaders cited as deterrents to managing employee performance. Twelve leaders were interviewed using a 5-item, open-ended questionnaire. Data were analyzed using inductive coding techniques and examined against the full range leadership continuum. The results of the study revealed nine barriers that leaders cited as deterrents to managing employee performance. The most frequently occurring included subordinates\u27 self-preservation interests, market pay disparity, employee low motivation levels, and ineffective leadership training. The study concluded the role of transformational leadership was minimal, as leaders identified mostly with transactional characteristics. These findings may assist public leaders to improve performance management outcomes and possibly increase the quality of services to citizens

Prevailing in these writings are discussions about various factors thought to be associated with professional policing, such as training and formal education, the organizational structure of the police agencies, and community policing initiatives. However, what is often being described as indicators of professional law enforcement are simply good police practices which, however worthwhile they may be, are not synonymous with professionalism.
