    This article is a summary of the law governing official languages in Canada. The paper also concentrates on present controversial issues raised by judicial pronouncements on the Official Languages Act and on section 133 of the B.N.A  Act. The first section studies the « constitutional » aspect of the question of official languages in Canada, as to whether the relevant provisions are considered to be entrenched or not. Special emphasis is placed on the scope and effect of section 133 as interpreted so far. Federal and provincial legislative powers with respect to languages are then discussed, as well as the inapplicability of section 93 of the B.N.A. Act. Finally, the main constitutional proposals relating to linguistic rights are outlined. The next two sections deal with federal and provincial legislation and their judicial application. At the federal level, the Official Languages Act and its apparent weaknesses attract particular attention. At the provincial level, a survey is taken of Quebec's successive Acts respecting languages, and « Bill 101 » is especially considered in relation to the Charter of human rights and freedoms. The conclusion is that the unsatisfactory state of the law of official languages in Canada may well drag on if general agreement is not reached on a renewed federation

    This article expresses criticism about, and makes comparisons between, Quebec's new legislation on referenda and the federal bill (not yet adopted) on the same subject. The authors' claim is that the most commonly heard comments about these legislative pieces seem to miss the most important target. The limitations and controls of referendum expenses, prescribed by the Quebec Act and loudly denounced by the opposition, on the whole seem preferable to the lightly hidden laxity of the federal bill. On the other hand, in both cases the general inadequacy of the means of control makes the referendum process a very powerful weapon in the hands of governments.     International audienceThis paper reports monitoring fruits maturation using speckle technique. Performed measurements aim the assessing of biological inner fruit variation effect on the speckle image. We show that the speckle grain size is both affected by the glucose level inside the fruits and by the chlorophyll content. Moreover, the determination of circular polarization degree and circular grain size indicate that a Rayleigh diffusion regime gradually becomes predominant in fruits. Principal component analysis is used to highlight high correlation between results and strengthen the establishment of speckle as a novel non invasive method to monitor fruits ripening

    Eighteenth Year of the Gulf of Maine Environmental Monitoring Program

    This report summarizes the metals and organic contaminant data associated with the collection and analyses of blue mussel (Mytilus edulis) tissue from selected sites along the Gulf of Maine coast during the 2008 sampling season. Contaminant monitoring is conducted by the Gulfwatch Program for the Gulf of Maine Council on the Marine Environment (GOMC). A subset of these data is compared with analytical results from earlier Gulfwatch monitoring (2001-2007). Statistical analyses are limited to descriptive measures of replicates from selected sampling sites and include: arithmetic means, and appropriate measures of variance. The primary purpose of this report is to present the current annual results, present graphical representation of spatial and temporal trends and identify potential outliers in order to provide investigators and other interested persons with contemporary information concerning water quality in the Gulf of Maine, as reflected by uptake into resident shellfish (mussels and clams)

    In France Fruit production is cultivated on 140 thousand hectares, mainly conducted on intensive training system. Very few elements are available on low input training systems while they have to integrate the Global rule under the frame of Ecophyto 2018. In order to evaluate if another system of cultivation will be possible, a project has been developed to highlight the main factors to be integrated in low input training system. A low input multilocal experimental design has thus been investigated on apricot in two main regions of production: Rhone valley and Roussillon. A set of 9 common cultivars with 20 replications each, planted in a complete single-tree randomization design has been established. As already observed in apple orchard, a larger set of disease has been observed in our experimental plots by comparison with conventional training orchards. A large genetic variability has been set-up among the observed cultivars, but if some of them expressed components of resistance against the observed diseases no one appeared widely resistant to all the diseases. Taking in consideration the longevity of the orchard, a huge concern exists with the tested germplasm because the observed dieback was in between 10 and 80% of the trees according to the cultivars after only 6 years of observation. On the methodological point of view, a clear optimization of the experimental design is expected on the base of the observed results

    Intraplaque hemorrhage, a potential consequence of periodontal bacteria gathering in human carotid atherothrombosis

    Periodontal diseases are multifactorial inflammatory diseases, caused by a bacterial biofilm involving both innate and adaptative immunity, characterized by the destruction of tooth-supporting tissues. In the context of periodontitis, the spread of weak pathogenic bacteria into the bloodstream has been described. These bacteria will preferentially localize to existing clot within the circulation. Atherothrombosis of the carotid arteries is a local pathology and a common cause of cerebral infarction. Intraplaque hemorrhages render the lesion more prone to clinical complications such as stroke. The main objective of this study is to explore the biological relationship between carotid intraplaque hemorrhage and periodontal diseases. This study included consecutive patients with symptomatic or asymptomatic carotid stenosis, admitted for endarterectomy surgical procedure (n=41). In conditioned media of the carotid samples collected, markers of neutrophil activation (myeloperoxidase or MPO, DNA-MPO complexes) and hemoglobin were quantified. To investigate the presence of DNA from periodontal bacteria in atherosclerotic plaque, PCR analysis using specific primers was performed. Our preliminary results indicate an association between neutrophil activation and intraplaque hemorrhages, reflected by the release of MPO (p<0,01) and MPO-DNA complexes (p<0,05). Presence of DNA from periodontitis-associated bacteria was found in 32/41 (78%) atheromatous plaque samples. More specifically, DNA from Pg, Tf, Pi, Aa was found in 46%, 24%, 34% and 68% of the samples, respectively. Hemoglobin levels were higher in conditioned media in carotid samples where the bacteria were found, but this was not statistically significant. Our data confirm the relationship between intraplaque hemorrhage and neutrophil activation. In addition, the presence of periodontal bacteria DNA in carotid atheromatous plaque, may contribute to this activation. Further analysis is needed to fully explore the raw data and specimens

    Impact of exposure to diesel exhaust during pregnancy on mammary gland development and milk composition in the rabbit

    Exposure to fine-particulate air pollution is a major global health concern because it is associated with reduced birth weight and an increased risk of cardiovascular disease. Here we have investigated the potential for exposure to diesel exhaust during pregnancy to influence mammary gland development and milk composition. Female rabbits were therefore exposed by nose-only inhalation to either diluted diesel exhaust fumes (1 mg/m3) or clean air for 2h/day, 5 days/week, from the 3rd to the 27th days of pregnancy. On Day 28 of pregnancy, mammary glands were collected from twelve females (six controls and six diesel-exposed) and assessed for morphological and functional alterations. Milk samples were collected from eighteen dams (nine controls and nine diesel-exposed) during early (days 2 to 4) and established (days 13 to 16) lactation to verify the composition of fatty acids and major proteins and leptin levels. The mammary alveolar lumina contained numerous fat globules, and stearoyl CoA reductase expression was higher in mammary epithelia from diesel exhaust-exposed rabbits, which together suggested increased mammary lipid biosynthesis. Gas chromatography analysis of the composition of milk fatty acids revealed a sharp rise in the total fatty acid content, mainly due to monounsaturated fatty acids. Liquid chromatography-mass spectrometry analysis of milk samples enabled identification and quantification of the main rabbit milk proteins and their main phosphorylated isoforms, and revealed important changes to individual casein and whey protein contents and to their most phosphorylated isoforms during early lactation. Taken together, these findings suggest that repeated daily exposure to diesel exhaust fumes during pregnancy at urban pollution levels can influence lipid metabolism in the mammary gland and the lipid and protein composition of milk. As milk may contribute to metabolic programming, such alterations affecting milk composition should be taken into account from a public health perspective
