    Políticas nacionales de empleo cuya ejecución está a cargo del MTEySS

    El presente trabajo recoge de forma ordenada las políticas de empleo implementadas durante el período de la post convertibilidad, continuando los trabajos de las Serie Empleo, Desempleo y Políticas de Empleo editados en Buenos Aires por el Centro de Estudios e Investigaciones Laborales (CEIL) dependiente del Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET). El último de los trabajos de esta serie se enfoca en las políticas públicas de empleo del período 2002-2010, por lo que se retomarán y ampliarán los temas expuestos en el trabajo citado . A continuación se detallará la estructura y funcionamiento de cada uno de los programas vigentes a lo largo del período comprendido entre 2003 y 2014, así como también las modificaciones en las normativas relativas a los mismos y la evolución de la cantidad de beneficiarios y monto de los beneficios otorgados, entre otras variables. Este trabajo está estructurado en 3 partes. Esta disposición fue pensada para presentar la exposición de las políticas en forma ordenada y funcional a la articulación entre los Programas, las Acciones y su vinculación a través de la estructura estatal que los implementa. En la primer parte se exponen los principales Programas ofrecidos por el Ministerio de Trabajo de la Nación a lo largo del período 2002-2014, los cuales han estado destinados a diferentes poblaciones objetivo. Estos son el Programa Jefes y Jefas de Hogar Desocupado y Plan Mayores (2002-2012), el Programa de Recuperación Productiva (2003 a la fecha), el Seguro de Capacitación y Empleo (2006 a la fecha), el Programa Jóvenes con Más y Mejor Trabajo (2008 a la fecha). En esta Sección también se expone la evolución del Seguro por Desempleo a partir del 2003, el llamado Plan PROEM. Al final de la Sección se realiza una consolidación total de los Programas.En la segunda parte se expone un esquema con las distintas prestaciones que son ofrecidas, promovidas o sugeridas principalmente a los beneficiarios de los distintos Programas anteriormente mencionados.     A Bespoke Workflow Management System for Data-Driven Urgent HPC

    In this paper we present a workflow management system which permits the kinds of data-driven workflows required by urgent computing, namely where new data is integrated into the workflow as a disaster progresses in order refine the predictions as time goes on. This allows the workflow toadapt to new data at runtime, a capability that most workflow management systems do not possess. The workflow management system was developed for the EU-funded VESTEC project, which aims to fuse HPC with real-time data for supporting urgent decision making. We first describe an example workflow from the VESTEC project, and show why existing workflow technologies do not meet the needs of the project. We then go on to present the design of our Workflow Management System, describe how it is implemented into the VESTEC system, and provide an example of the workflow system in use for a test case

    Perceptions of HIV Risk and Explanations of Sexual Risk Behavior Offered by Heterosexual Black Male Barbershop Patrons in Brooklyn, NY

    Objective: To describe HIV risk factors among adult heterosexual Black men recruited from four barbershops located in high HIV seroprevalent neighborhoods of Brooklyn, NY. Methods: Data on HIV-risk related behaviors and other characteristics were collected from barbershop clients. All participants (n=60) completed brief risk assessments; and a subset (n=22) also completed focus groups and/or individual interviews. Results: Of the subset of 22 men, 68% were US born, 59% had been in jail/prison, 32% were unemployed; and during the 3 months before the interviews, 68% reported at least two partners and 45% reported unprotected vaginal or anal sex with two or more women. Emergent themes included: 1) the psychological function of multiple partnerships; 2) calculated risk taking regarding condom use; 3) the role of emotional attachment and partner trust in condom use; 4) low perceived HIV risk and community awareness; and 5) lack of relationship between HIV testing and safer sex practices. Conclusions: Interventions among heterosexual Black men should focus not only on increasing HIV awareness and reducing sexual risk, but also on contextual and interpersonal factors that influence sexual risk

    High precision astrometry mission for the detection and characterization of nearby habitable planetary systems with the Nearby Earth Astrometric Telescope (NEAT)

    (abridged) A complete census of planetary systems around a volume-limited sample of solar-type stars (FGK dwarfs) in the Solar neighborhood with uniform sensitivity down to Earth-mass planets within their Habitable Zones out to several AUs would be a major milestone in extrasolar planets astrophysics. This fundamental goal can be achieved with a mission concept such as NEAT - the Nearby Earth Astrometric Telescope. NEAT is designed to carry out space-borne extremely-high-precision astrometric measurements sufficient to detect dynamical effects due to orbiting planets of mass even lower than Earth's around the nearest stars. Such a survey mission would provide the actual planetary masses and the full orbital geometry for all the components of the detected planetary systems down to the Earth-mass limit. The NEAT performance limits can be achieved by carrying out differential astrometry between the targets and a set of suitable reference stars in the field. The NEAT instrument design consists of an off-axis parabola single-mirror telescope, a detector with a large field of view made of small movable CCDs located around a fixed central CCD, and an interferometric calibration system originating from metrology fibers located at the primary mirror. The proposed mission architecture relies on the use of two satellites operating at L2 for 5 years, flying in formation and offering a capability of more than 20,000 reconfigurations (alternative option uses deployable boom). The NEAT primary science program will encompass an astrometric survey of our 200 closest F-, G- and K-type stellar neighbors, with an average of 50 visits. The remaining time might be allocated to improve the characterization of the architecture of selected planetary systems around nearby targets of specific interest (low-mass stars, young stars, etc.) discovered by Gaia, ground-based high-precision radial-velocity surveys.Comment: Accepted for publication in Experimental Astronomy.     Perivascular spaces in the brain:anatomy, physiology and pathology

    Perivascular spaces include a variety of passageways around arterioles, capillaries and venules in the brain, along which a range of substances can move. Although perivascular spaces were first identified over 150 years ago, they have come to prominence recently owing to advances in knowledge of their roles in clearance of interstitial fluid and waste from the brain, particularly during sleep, and in the pathogenesis of small vessel disease, Alzheimer disease and other neurodegenerative and inflammatory disorders. Experimental advances have facilitated in vivo studies of perivascular space function in intact rodent models during wakefulness and sleep, and MRI in humans has enabled perivascular space morphology to be related to cognitive function, vascular risk factors, vascular and neurodegenerative brain lesions, sleep patterns and cerebral haemodynamics. Many questions about perivascular spaces remain, but what is now clear is that normal perivascular space function is important for maintaining brain health. Here, we review perivascular space anatomy, physiology and pathology, particularly as seen with MRI in humans, and consider translation from models to humans to highlight knowns, unknowns, controversies and clinical relevance

    Characterization of topoisomerase II α and minichromosome maintenance protein 2 expression in anal carcinoma

    The present study aimed to ascertain the significance of topoisomerase II alpha (TOP2A) and minichromosome maintenance protein (MCM) 2 expression in anal carcinoma. A total of 75 anal lesions were retrieved from the files of the Department of Pathology of Barretos Cancer Hospital (Barretos, Brazil) in order to verify the human papillomavirus (HPV) statuses of these lesions and characterize the immunohistochemical expression levels of TOP2A and MCM2 in anal carcinoma, as these are important markers for cervical HPV-induced lesions; their expression was also compared with respect to p16 and Ki-67. The vast majority of the cases tested positive for HPV16 (84%); 1 case tested positive for both HPV16 and HPV18. Positive HPV16 status was more frequent in early stages than in advanced stages (P=0.008). Positive immunohistochemical reactivity for MCM2 and TOP2A protein was observed in 71.6 and 100% of cases, respectively. Positive reactivity for p16 was significantly associated (P=0.001) with histological grade, and was more commonly expressed in squamous cell carcinoma than adenocarcinomas. HPV16 was strongly associated with positive p16 protein expression (76.6%). However, the high expression of Ki-67 combined with the high expression of p16 was predominantly observed in Stage III-IV cases. MCM2, TOP2A, p16 and Ki-67 exhibited intense positive staining in the anal lesions, indicating that these markers were significantly and constantly expressed in anal carcinoma.info:eu-repo/semantics/publishedVersio
