Die Schwarze Elster entspringt in der Oberlausitzer Teichlandschaft in Sachsen und führt in nordwestliche Richtung über Hoyerswerda, durch das Braunkohlerevier bei Senftenberg, die Elsterwerda-Herzberger Elsterniederung bis zu ihrer Einmündung in die Elbe, westlich von Jessen. Die 181 km lange Fließstrecke ist im Lausitzer Braunkohlerevier teilweise verlegt worden und im gesamten Verlauf begradigt. Bis auf den Oberlauf bei Wittichenau ist der Fluss fast vollständig eingedeicht

Final Devoicing: Principles and Parameters

This thesis addresses the problem of how to deal with the phonological event of final obstruent devoicing (FOD) in a theoretical framework based on principles and parameters rather than rules. The data used comes almost exclusively from German (Hochlautung). The first chapter presents the 'raw facts' of FOD. Its purpose is to provide an outline of the sort of data to be accounted for in the remainder of the thesis. Previous treatments of FOD in German are discussed and evaluated in the second chapter. All of them are shown to be associated with a number of problems, many of which are artifacts of inadequate theoretical frameworks. The third and fourth chapters address the questions of what FOD is and where it occurs. The proposed answer is couched in the framework of Government Phonology (Kaye, Lowenstamm & Vergnaud 1985, 1990), a phonological theory whose basic tenets are introduced in the course of the discussion. The conclusion drawn is that FOD is an instance of autosegmental licensing, where the laryngeal element L- requires licensing by a nuclear position with phonetic content. Chapter 5 explores the question of why FOD should exhibit the particular properties that it does. Both physical factors which are responsible for the general tendency of (final) obstruents to exhibit some degree of devoicing and the cognitive benefits which FOD can bring to speech recognition are investigated. The final chapter takes a new look at the concept of neutralisation in the context of FOD in German. It highlights Trubetzkoy's and Kiparsky's views of neutralisation and discusses some of the experimental work which has examined FOD as a putative process of neutralisation over the past decade. It is shown that apparent problems for phonological theory raised by the experimental studies can be resolved by Government Phonology

Leading rural land conflict as citizens and leaving it as denizens : Inside forest conservation politics in Burkina Faso

Based on an empirical study of struggles concerning access to land and political inclusion (and exclusion) in the context of a forest conservation project in rural Burkina Faso, this paper analyses environmental politics through the lens of citizenship. In Centre-east Burkina Faso, a peasant resistance to a newly demarcated forest conservation zone turns into an identity and political conflict involving an international conservation organization, the state, decentralized and customary authorities. Based on shared history and residency, a new citizenship of migrants had emerged. These new citizens, finding their given lands within the new forest conservation area, rejected the project-proposed forest boundaries, put forward their citizenship entitlements and engaged in resistance. Eventually they also found themselves in conflict with their polity, lost their claims along with their still-fragile citizenship. Consequently, they were evicted from the forest and labelled as les deguerpis, denied citizenship and became denizens. Beyond confirming the fragile, processual, nature of citizenship these findings also bear theoretical and conceptual implications, challenge the mainstream way environmental politics are analysed and suggest the need to understand political belonging and citizenship as the very basis of environmental struggles.Peer reviewe

Beyond dichotomies: Gender and intersecting inequalities in climate change studies

Climate change and related adaptation strategies have gender-differentiated impacts. This paper reviews how gender is framed in 41 papers on climate change adaptation through an intersectionality lens. The main findings show that while intersectional analysis has demonstrated many advantages for a comprehensive study of gender, it has not yet entered the field of climate change and gender. In climate change studies, gender is mostly handled in a men-versus-women dichotomy and little or no attention has been paid to power and social and political relations. These gaps which are echoed in other domains of development and gender research depict a ‘feminization of vulnerability’ and reinforce a ‘victimization’ discourse within climate change studies. We argue that a critical intersectional assessment would contribute to unveil agency and emancipatory pathways in the adaptation process by providing a better understanding of how the differential impacts of climate change shape, and are shaped by, the complex power dynamics of existing social and political relations

Strengthening the Role of Communication Departments: Positioning Communication Departments at the Top of and Throughout Organizations

Purpose – Corporate communications is often less successful when it is competing for influence with neighboring functions such as marketing or sales within organizations. This article addresses the internal positioning of communication departments by developing a conceptual framework which helps to understand, analyze and optimize their standing in organizations. Design/methodology/approach – The research is based on a literature review across several disciplines (e.g., organizational communication, strategic management) and supported by 26 qualitative in-depth interviews with board members, executives, and communicators in a global industry company. By combining the theoretical and empirical insights, a framework for positioning communication departments within organizations was developed. Findings – The framework depicts seven strategies (e.g., expectation and impression management, supporting ambassadors from other departments) and three spheres of influence (organizational integration, internal perceptions, and social capital) to strengthen the position of corporate communications. Research limitations/implications – The conceptual framework has been supported by one case study so far, and future research may further develop and verify it by applying it to a larger number of companies in different industries. Practical implications – Practitioners can use the framework as an analytical tool to reflect the current situation in their organization and identify opportunities for strengthening it. Originality/value – This article introduces a novel view in the academic debate about the role and influence of corporate communications. It establishes a framework that helps to identify different drivers and strategies, and lays ground for future research

Boosting Functional Response Models for Location, Scale and Shape with an Application to Bacterial Competition

We extend Generalized Additive Models for Location, Scale, and Shape (GAMLSS) to regression with functional response. This allows us to simultaneously model point-wise mean curves, variances and other distributional parameters of the response in dependence of various scalar and functional covariate effects. In addition, the scope of distributions is extended beyond exponential families. The model is fitted via gradient boosting, which offers inherent model selection and is shown to be suitable for both complex model structures and highly auto-correlated response curves. This enables us to analyze bacterial growth in \textit{Escherichia coli} in a complex interaction scenario, fruitfully extending usual growth models.Comment: bootstrap confidence interval type uncertainty bounds added; minor changes in formulation
