    A science-based approach to tackle invasive alien species in Belgium – the role of the ISEIA protocol and the Harmonia information system as decision support tools

    A coherent response to biological invasions involves science-based, up-to-date prioritization tools alongside information transfer to relevant authorities and stakeholders. Here, we describe how the collaboration between scientists and policy makers in Belgium has allowed the development of decision support tools regarding invasive alien species. We present the environmental impact assessment protocol ISEIA and comment on its applications. Furthermore, we describe and provide metadata for the information system Harmonia which was developed to disseminate this information to a diverse audience. Using several examples of initiatives addressing the threat of invasive alien species in Belgium, we show how these tools have been instrumental in strengthening capacity of the scientific community, authorities and stakeholders in Belgium on addressing the invasive alien species issue

    Silvicultural strategies for introduced tree species in Northern Italy

    The bio-deterioration of the historical heritage by fast growing and vigorous introduced tree species, and the reduction of native diversity, mostly in riparian, forest, wetland, and coastal habitats are considered amongst particularly relevant impacts for Italy. According to a recent survey of EU Life+ projects, the introduced tree species most often targeted for eradication by conservation projects across Europe are black locust (Robinia pseudoacacia L.), tree of heaven (Ailanthus altissima (Mill.) Swingle), red oak (Quercus rubra L.), and black cherry (Prunus serotina Ehrh.). In this chapter, we report on the few field experiences and success stories of silvicultural control of these introduced tree species in urban and natural habitats in northern Italy

    Working with gardeners to identify potential invasive ornamental garden plants – testing a citizen science approach

    The introduction and use of ornamental plants in gardens is the main pathway for plant invasions globally. High numbers of ornamental plants in gardens may not have started an invasion process yet and are a risk for possible future invasions. Gardeners could be among the first to notice plant traits that have also been recognised to contribute to the potential risk of ornamental plants to escape from cultivation. We asked gardeners in Britain to report ornamental plants that were spreading within their gardens and difficult to control using an online survey. Gardeners submitted 201 records of 121 species of which 104 are non-native in Britain. Most non-native species reported were already recorded and wide-spread in Britain outside cultivation, but about a third are not widely distributed, and eight species are not known outside cultivation. Gardeners’ control efforts were mainly directed to confine plants from further spread, but they also tried to eradicate many of the reported plants. Our results provide evidence that gardeners’ knowledge could help to identify potentially problematic invasive plants early in the invasion process. Even with low levels of participation all evidence collected would be very valuable in official risk management procedures as well as supporting legal obligations on early detection, surveillance and monitoring. At the same time, however, raising awareness of the problem by actively collaborating with gardeners could be of equal importance for the prevention of ornamental plant invasions in the future

    Assessing the ecological risk posed by a recently established invasive alien predator: Harmonia axyridis as a case study

    Invasive alien predators are a serious threat to biodiversity worldwide. However, there is no generic method for assessing which local species are most at risk following the invasion of a new predator. The harlequin ladybird, Harmonia axyridis (Pallas) (Coleoptera: Coccinellidae), is an alien in Europe and many other parts of the world where it affects other species of ladybirds through competition for food and intra-guild predation (IGP). Here, we describe a method developed to assess which European ladybird species are most at risk following the invasion of H. axyridis. The three components of the risk assessment are: the likelihood that the assessed native species encounters H. axyridis in the field, the hazard of competition for food, and the IGP hazard. Thirty native European ladybird species were assessed through data obtained from field observations, laboratory experiments and literature reviews. The species that are considered most at risk are found on deciduous trees, have immature stages which are highly vulnerable to IGP by H. axyridis, and are primarily aphidophagous. These species should be the focus of specific studies and possibly conservation actions. The risk assessment method proposed here could be applied to other alien predators which are considered a threat to native species through competition and predation

    Beyond protocols:improving the reliability of expert-based risk analysis underpinning invasive species policies

    Risk assessment tools for listing invasive alien species need to incorporate all available evidence and expertise. Beyond the wealth of protocols developed to date, we argue that the current way of performing risk analysis has several shortcomings. In particular, lack of data on ecological impacts, transparency and repeatability of assessments as well as the incorporation of uncertainty should all be explicitly considered. We recommend improved quality control of risk assessments through formalized peer review with clear feedback between assessors and reviewers. Alternatively, a consensus building process can be applied to better capture opinions of different experts, thereby maximizing the evidential basis. Elaborating on manageability of invasive species is further needed to fully answer all risk analysis requirements. Tackling the issue of invasive species urges better handling of the acquired information on risk and the exploration of improved methods for decision making on biodiversity management. This is crucial for efficient conservation resource allocation and uptake by stakeholders and the public

    Using structured eradication feasibility assessment to prioritize the management of new and emerging invasive alien species in Europe

    Prioritizing the management of invasive alien species (IAS) is of global importance and within Europe integral to the EU IAS regulation. To prioritize management effectively, the risks posed by IAS need to be assessed, but so too does the feasibility of their management. While the risk of IAS to the EU has been assessed, the feasibility of management has not. We assessed the feasibility of eradicating 60 new (not yet established) and 35 emerging (established with limited distribution) species that pose a threat to the EU, as identified by horizon scanning. The assessment was carried out by 34 experts in invasion management from across Europe, applying the Non‐Native Risk Management scheme to defined invasion scenarios and eradication strategies for each species, assessing the feasibility of eradication using seven key risk management criteria. Management priorities were identified by combining scores for risk (derived from horizon scanning) and feasibility of eradication. The results show eradication feasibility score and risk score were not correlated, indicating that risk management criteria evaluate different information than risk assessment. In all, 17 new species were identified as particularly high priorities for eradication should they establish in the future, whereas 14 emerging species were identified as priorities for eradication now. A number of species considered highest priority for eradication were terrestrial vertebrates, a group that has been the focus of a number of eradication attempts in Europe. However, eradication priorities also included a diverse range of other taxa (plants, invertebrates and fish) suggesting there is scope to broaden the taxonomic range of attempted eradication in Europe. We demonstrate that broad scale structured assessments of management feasibility can help prioritize IAS for management. Such frameworks are needed to support evidence‐based decision‐making

    New protocols to assess the environmental impact of pests in the EPPO decision-support scheme for pest risk analysis

    Assessing the potential environmental impact of alien plants and plant pests is notoriously difficult. New protocols have been developed in the framework of the EC project PRATIQUE to provide guidance on environmental impact assessment in the EPPO pest risk analysis (PRA) decision-support scheme and enhance consistency between risk assessors and risk ratings for different pests. A set of questions with rating guidance and examples is provided, and individual scores are summarized into final scores, using a hierarchy of risk matrices, to assess current and potential environmental impacts. Two separate protocols are available: for alien plants and for other pests. These protocols could also be used to assess environmental impact in other PRA schemes as well as to assign alien species to regional black lists or to prioritize species for management decisions
