    The test plan for the onboard navigation (ONAV) expert system is described. Levels of testing are identified and the contributing role of each level for ensuring reliability is described. Also, the objectives of each type of test are identified and a summary of the test methods and the type of testing environment to be used is included. The ONAV expert system testing effort utilizes a multi-level verification approach. Five levels of testing are performed in essentially a serial manner: (1) individual rules, (2) ordered and unordered functional groups, (3) interface rules, (4) system tests, and (5) user tests. The intent is to catch the full range of both programming errors common to traditional programming and those errors characteristic of expert systems including factbase organization and inference engine interactions

    Robotic space simulation integration of vision algorithms into an orbital operations simulation

    In order to successfully plan and analyze future space activities, computer-based simulations of activities in low earth orbit will be required to model and integrate vision and robotic operations with vehicle dynamics and proximity operations procedures. The orbital operations simulation (OOS) is configured and enhanced as a testbed for robotic space operations. Vision integration algorithms are being developed in three areas: preprocessing, recognition, and attitude/attitude rates. The vision program (Rice University) was modified for use in the OOS. Systems integration testing is now in progress

    Authoritarian footprints in Central and Eastern Europe

    Are populist actors more like a hurricane that risks undermining democracy? Or do they aim for a different type of democracy, which strengthens popular control? This article offers one of the most extensive, systematic analyses on the impact of populism on multiple functions of the Quality of Democracy. Going beyond the view of ‘high-’ or ‘low-quality’ democracies, we emphasize that the Quality of Democracy is related to multiple dimensions or ‘functions of democracy’, characterized by important trade-offs. We argue that populist actors exert differentiated effects across these functions, depending on their degree of government access and host ideology. Our analysis relies on a new disaggregated dataset covering 53 established democracies in diverse world regions over the period between 1990 and 2016. We find that populist actors increase participation and representation, especially if they are confined to the opposition and especially if they belong to the political left-wing. In contrast, we find a negative impact of populists across the spectrum on institutional safeguards, such as the rule of law and state transparency. In sum, our findings indicate that populism has a variable impact on multiple aspects of democratic quality which should be systematically investigated in a disaggregated manner that is sensitive to these differences

    Switzerland held federal elections on 18 October, with the conservative Swiss People’s Party winning the largest share of the votes. Daniel Bochsler, Marlène Gerber and David Zumbach write that while the increase in vote share for the Swiss People’s Party was relatively limited, the party managed to significantly increase the number of seats it holds in Switzerland’s lower house of parliament, the National Council. Nevertheless, the party is unlikely to make substantial gains in the country’s upper house, the Senate, as it traditionally struggles under the two-round electoral system used in Senate elections
