    HOW TO ASSESS STRATEGIES OF PUBLIC CULTURAL BODIES: the case of the culture and de velop ment strateg yin Spai n

    ABSTRACT: Culture has significantly evolved in its consideration as a key factor in development. This has been dueto the progressive incorporation of the cultural component in the development strategies. This has made necessarythe measurement of the impact of such policies, through monitoring and assessment of programs that are made. Inthis context it is essential to construct basic assessment tools for implementing these processes and, more specifically,to build a system of indicators that supports future decision making processes. In this paper we consider twostrategic lines of action in the Spanish Cooperation Strategy for Culture and Development: Human capital trainingfor cultural management and Education and Culture. The main actions that lead to the design of an indicators systemfor their follow-up and evaluation are shown for both strategic lines. With this aim, an initial list of indicators wassubmitted to an experts’ panel opinion by using the Delphi technique. The indicators system is built from the analysisof the experts’ evaluations and it can be subdivided into a Basic System and a Strategic System.Keywords: Education. Human capital training.     Indicadores compuestos como metodología innovadora en Comunicación. Aplicación para la evaluación de los medios públicos europeos

    The currently dominant scientific production model in the field of Communication exhibits an excess of standardization towards mainly empirical work that is overwhelming caried out using quantitative techniques based on simple statistical analyses, in many cases limiting the presentation of results to a reading of the available data. This article presents an innovative proposal in this area, designed as a new form of dissemination and scientific presentation, with the objective of constructing three composite indicators that, when applied to European public service media, will enable the assessment of the perception of their social value, independence, and management efficiency. Another aim of the study is to provide a comparative vision of these three aspects in all the countries of the European Union except Malta and Luxembourg. This methodology is innovative because it explains the process in detail and justifies the validity of the documentary sources that were used to facilitate its replication or questioning, and reinforces the discussion of the results obtained by evaluating the robustness of the indicators created, before determining which was the most appropriate and comparing the results with a multicriteria decision analysis technique, the Topsis method (technique for order preference by similarity to ideal solution), proposed by Hwang and Yoon (1981). The results show that the synthetic indicators constitute an innovative, original, and validatable methodological tool that can contribute to the advancement of research in CommunicationEl modelo de producción científica actualmente dominante en el área de Comunicación presenta un exceso de estandarización de las investigaciones, principalmente empíricas, que se llevan a cabo de un modo abrumador mayoritariamente con técnicas cuantitativas basadas en análisis estadísticos simples que, en muchos casos, limitan la exposición de resultados a una lectura de los datos disponibles. Se plantea una propuesta innovadora en el área que se diseña a modo de nueva forma de diseminación y exposición científica. El objetivo es la construcción de tres indicadores compuestos que al ser aplicados a los medios de comunicación públicos europeos permitirán medir la percepción de su valor social, su independencia y eficiencia de gestión. Se plantea, además, como un estudio que permita una visión comparativa de estos tres aspectos en todos los países de la Unión Europea, excepto Malta y Luxemburgo. La metodología innova porque explica detalladamente el proceso y justifica la validez de las fuentes documentales empleadas para facilitar su réplica o cuestionamiento. Refuerza la discusión de los resultados obtenidos con la evaluación de robustez de los indicadores creados, antes de decidir cada vez cuál es el indicador más adecuado comparando los resultados con una técnica de análisis de decisión multicriterio, el método Topsis (Technique for order preference by similarity to ideal solution), propuesto por Hwang y Yoon (1981).     This paper aims to propose a theoretical framework for designing a Local Cultural Indicators System by considering the one provided by UNESCO for Cultural Statistics and the Agenda 21 for Culture.     Desde hace algún tiempo un reducido equipo de profesores venimos trabajando en la elaboración de diverso material docente multimedia de estadística económico-empresarial. Por un lado, se persigue facilitar y complementar el desarrollo de las competencias y habilidades que se pretenden trabajar en la asignatura y, por otro lado, fomentar y promover el trabajo autónomo y autoevaluación del aprendizaje del estudiante, elementos fundamentales del Espacio Europeo de Educación Superior (EEES). En este trabajo presentamos las líneas generales que estamos desarrollando en la elaboración de materiales multimedia para la materia de Estadística. Abstract This article summarises the work of a small team of university teachers who, for several years, have been developing various multimedia teaching materials for the subject “Statistics for Economics” (University of Valencia). On the one hand, these materials seek to facilitate and complement the development of those skills which are intended to be practised by the students of the subject; and the other hand, they try to encourage and promote the students´ autonomous learning and self-assessement, which are key factors in education for the European Higher Education Area (EHEA)

    An academic performance indicator using flexible multi-criteria methods

    Composite indicators are a very useful tool for conveying summary information on the overall performance of institutions and facilitating decision-making. Increasingly, there is a demand for indicators that allow performance to be assessed after the implementation of a strategy. This has several difficulties, and in this paper, we address three of them: how to evaluate at different points in time, how to estimate the weighting of the criteria and how to normalize the data. Our proposal is based on multicriteria techniques, using a recent method, uwTOPSIS, and is applied to data collected from 2975 students enrolled in the first year of science and engineering at the Industrial University of Santander (Colombia) from the first semester of 2016 to the first semester of 2019. In the paper, we show that our proposal makes it possible to measure and evaluate the academic performance of students at two points in time, and this allows the University to know whether its student support policy has been successful and to what degree it has been effective. Due to the large amount of data handled, data management has been done using R programming language, and model implementation has been done with Python

This paper presents an innovative proposal in the field, designed as a new strategy for scientific dissemination and presentation. It puts forward the objective of building three composite indicators that, applied to European public service media, will allow the assessment of the perception of their social value, independence, and management efficiency. Moreover, a study that enables a comparative vision of these three issues in all the countries of the European Union, excluding Malta and Luxemburg, is also proposed. This methodology represents an innovation because it thoroughly explains the process and justifies the validity of the documentary sources used to facilitate their reproduction or questioning. It also reinforces the discussion of the results with the evaluation of the indicators’ robustness before deciding which of them is most appropriate on each occasion for comparing the results using a multicriteria decision analysis technique, the Technique for order preference by similarity to ideal solution (Topis) method, proposed by Hwang and Yoon (1981). The results attest that synthetic indicators are an innovative, original, and validatable methodological tool that can contribute to the progress of research in the field of the communications sciences

    Construction of quality indicators based on pre-established goals: application to a colombian public university

    This study creates indicators of adequacy and excellence based on multiple-criteria decision-making (MCDM) methods and fuzzy logic. The calculation of indicators presents two main difficulties: The nature of the data (numerical, interval, and linguistic values are mixed) and the objective of each criterion (which does not have to reach either the maximum or the minimum). A method is proposed, based on similarity measures with predetermined ideals, that is capable of overcoming these difficulties to provide easy-to-interpret information about the quality of the alternatives. To illustrate the usefulness of this proposed method, it has been applied to data collected from students across nine semesters at the Bucaramanga campus of the Industrial University of Santander in Colombia. This case study demonstrates that the proposed method can facilitate strategic decisions at an institution and open the way for the establishment of action policies regarding gender inequality and economic disparity, among other things

Siclo  is an application designed to improve knowledge about the status of cultural actions at the local administration level.     En este trabajo se sitúa la profesión docente en el contexto de la sociedad del conocimiento, con los retos a los que se enfrenta. Se describe la experiencia en el centro educativo durante los periodos de prácticas, que permitieron conocer su estructura y relaciones con el entorno, experimentar con distintas metodologías basadas en las teorías del aprendizaje e interactuar con los alumnos en el aula. Pude vivir la realidad docente, asentando los contenidos del Máster, que adquirieron significado en las prácticas. En estos periodos de prácticas tuve la oportunidad de desarrollar diferentes competencias que me permitirán integrarme en esta profesión y desarrollarme personal y profesionalmente, poniéndose de manifiesto también aquellos aspectos en los que necesito mayor formación
