La reforma de la justicia penal en américa latina como política de largo plazo

La conferencia trata diversos puntos relativos a la reforma de la justicia penal en América Latina, desde una perspectiva política a largo plazo. Así, en primer lugar, se pone la atención en la política judicial desde un enfoque histórico y tradicional, para, en segundo lugar, pasar a exponer las discusiones iniciales que tuvieron lugar en el proceso de reforma. En un tercer punto de su intervención, trata las etapas del proceso de reforma, comenzando por las reformas de primera generación, pertenecientes a la primera etapa, y los problemas que se resuelven en este periodo, para continuar por la segunda etapa, que se caracterizó por el diseño y la puesta en marcha de las reformas de segunda generación, donde se ponen de manifiesto los problemas anteriores que persisten y la aparición de otros nuevos y finalizando con la tercera generación de problemas y desafíos, que enfoca desde una visión más amplia. En definitiva, la presente intervención busca señalar la vitalidad del proceso de reforma de la justicia penal, que ha sabido enfrentarse a problemas crecientes, sin torcer el rumbo, pero sin quedarse estancando en soluciones simplistas, y que ha sabido, también, reconocer que muchos problemas no se resolvían con los instrumentos diseñados y era necesario volver a diagnosticar y construir nuevas respuestas a nuevos problemas o a problemas persistentes.Universidad de Málaga. Entre la democracia y la exclusión: la lucha por la legalidad en una sociedad desigual

El incumplimiento generalizado de la ley y la impunidad estructural que se vive en América Latina nos deben llevar a pensar, como antaño, el problema de la legalidad desde una perspectiva política. Debemos asumir que los ciudadanos tienen muy buenas razones para desconfiar de la ley y los jueces. Sin embargo, el desarrollo y la profundización de la democracia en el contexto de sociedades desiguales que excluyen de la vida económica y política a millones de personas, requieren un renovado entusiasmo por la legalidad. Para ello se debe volver a construir un discurso y una práctica comprometida y audaz. Radicalizar la lucha por la legalidad y reconocer que los sistemas judiciales son nuevos espacios de lucha política, son los primeros pasos para que el imperio de la ley se vuelva un objetivo y un proyecto político que pueda entusiasmar a las nuevas generaciones latinoamericanas

A microscopic approach to phase transitions in quantum systems

We present a new theoretical approach for the study of the phase diagram of interacting quantum particles: bosons, fermions or spins. In the neighborhood of a phase transition, the expected renormalization group structure is recovered both near the upper and lower critical dimension. Information on the microscopic hamiltonian is also retained and no mapping to effective field theories is needed. A simple approximation to our formally exact equations is studied for the spin-$S$ Heisenberg model in three dimensions where explicit results for critical exponents, critical temperature and coexistence curve are obtained.Comment: 4 pages, 2 figure

Quantum and thermal fluctuations in the SU(N) Heisenberg spin-glass model near the quantum critical point

We solve for the SU(N) Heisenberg spin-glass in the limit of large N focusing on small S and T. We study the effect of quantum and thermal fluctuations in the frequency dependent response function and observed interesting transfers of spectral weight. We compute the T-dependence of the order parameter and the specific heat and find an unusual T^2 behavior for the latter at low temperatures in the spin-glass phase. We find a remarkable qualitative agreement with various experiments on the quantum frustrated magnet SrCr_{9p}Ga_{12-9p}O_{19}.Comment: 5 pages, 4 figures, submitted to Phys. Rev. Let

Phase Change Material Systems for High Temperature Heat Storage

Efficient, cost effective, and stable high-temperature heat storage material systems are important in applications such as high-temperature industrial processes (metal processing, cement and glass manufacturing, etc.), or electricity storage using advanced adiabatic compressed air energy storage. Incorporating phase change media into heat storage systems provides an advantage of storing and releasing heat at nearly constant temperature, allowing steady and optimized operation of the downstream processes. The choice of, and compatibility of materials and encapsulation for the phase change section is crucial, as these must guarantee good and stable performance and long lifetime at low cost. Detailed knowledge of the material properties and stability, and the coupled heat transfer, phase change, and fluid flow are required to allow for performance and lifetime predictions. We present coupled experimental-numerical techniques allowing prediction of the long-term performance of a phase change material-based high-temperature heat storage system. The experimental investigations focus on determination of material properties (melting temperature, heat of fusion, etc.) and phase change material and encapsulation interaction (stability, interface reactions, etc.). The computational investigations focus on an understanding of the multi-mode heat transfer, fluid flow, and phase change processes in order to design the material system for enhanced performance. The importance of both the experimental and numerical approaches is highlighted and we give an example of how both approaches can be complementarily used for the investigation of long-term performance

Influencia de un protocolo específico de potenciación de la musculatura lumbar y accesoria con equipamiento MEDX sobre pacientes con dolor lumbar crónico

El dolor lumbar crónico supone uno de los problemas médicos más frecuentes y costosos en la sociedad occidental adulta. Entre el 70% y el 85% ha sufrido un episodio de dolor de espalda en algún momento de su vida. Diversos estudios coinciden en que más del 80% de las lumbalgias son causadas por una debilidad de los músculos extensores y estabilizadores lumbares y no como consecuencia de lesiones estructurales. En el presente estudio se pretende analizar y aplicar un protocolo específico de potenciación de la musculatura lumbar y establecer su relación con la sintomatología, el rango de movimiento (ROM) y los niveles de fuerza isométrica lumbar. Para el desarrollo del protocolo de trabajo, se utilizó la máquina MedX Lumbar Extension, otro equipamiento de entrenamiento MedX y una escala EVA. Este estudio con 26 sujetos (15 hombres y 11 mujeres) dio como resultado un aumento del ROM del 15%, una disminución de la EVA del 81% y se incrementó la fuerza lumbar un 130%.Chronic low back pain represents one of the most common and expensive health problems in adult western society. Between 70% and 85% of the population has experienced an episode of back pain at least once in some point of their life. Several studies agree that in more than 80% of the cases of back pain, the problem is due to a weakness of the lumbar extensor and stabilizer muscles rather than to structural injuries. The present study aims to analyze and implement a specific muscle strengthening protocol for the lower back muscles in order to establish possible relationships with the symptomatology, the range of motion (ROM) and the isometric lumbar muscular strength. The equipment used for this protocol was the MedX Lumbar Extension machine, other MedX Exercise Equipment and a visual analogic scale (VAS). The outcome of this study with 26 subjects (15 men and 11 women) resulted in an 15% increase of the ROM, a decrease of the VAS by 81% and a growth of the lumbar strength of 130%.Fisioterapi

Cumulants of the three state Potts model and of nonequilibrium models with C3v symmetry

The critical behavior of two-dimensional stochastic lattice gas models with C3v symmetry is analyzed. We study the cumulants of the order parameter for the three state (equilibrium) Potts model and for two irreversible models whose dynamic rules are invariant under the symmetry operations of the point group C3v. By means of extensive numerical analysis of the phase transition we show that irreversibility does not affect the critical behavior of the systems. In particular we find that the Binder reduced fourth order cumulant takes a universal value U* which is the same for the three state Potts model and for the irreversible models.
