Prosocial Motivation of Private Sector IT Professionals Joining Government
Attracting highly skilled IT talent has become a priority and an immense burden for government organizations—especially when they have other—higher paying—employment opportunities. We set out to explore why IT professionals choose a government job to make an impact on society. We aim at disentangling the effects of different types of motives, such as extrinsic, intrinsic, and other-oriented motivational forces on the decision to accept a challenging government IT job. We use self-determination theory (SDT) to analyze publicly available statements of former private sector IT professionals reporting their reason for joining 18F. Our study is one of the first attempts to use SDT as a comprehensive framework for conducting qualitative research into work motivation in the public sector. We shed light on the conceptual and empirical distinctiveness of motives, behaviors, and perceptions of prosocial impact, which are often lumped together in the public service motivation (PSM) literature. We contribute novel empirical evidence to a nascent stream of research that uses SDT to disentangle the intrinsic, prosocial, and purely extrinsic motives that drive individuals' decisions to join public-sector organizations
A fixed-point theorem in a category of compact metric spaces
AbstractVarious results appear in the literature for deriving existence and uniqueness of fixed points for endofunctors on categories of complete metric spaces. All these results are proved for contracting functors which satisfy some further requirements, depending on the category in question.Following a new kind of approach, based on the notion of η-isometry, we show that the sole hypothesis of contractivity is enough for proving existence and uniqueness of fixed points for endofunctors on the category of compact metric spaces and embedding-projection pairs

A computational environment to support the teaching of structure processing
The processor technology has grown rapidly in recent years. In constrast, the teaching of computer architectures has difficulties to follow such evolution. The books and the classes still use static resources which need long explanations. This dynamic becomes incompatible with the experiences desirable for most students. This work proposes the development of a computational environment (framework) to support the teaching of processing architecture, which is called MODPRO. The idea is to have modules that can be connected together forming several possible processing structures. Therefore, the professor can develop different scenarios with the students and expose in a visual way (using animation features), from basic components to more advanced processing structures. The MODPRO consists of a simulator, called SIMPRO which displays (in an animated form), step by step or in real-time, the data flow and the signal processing within the structure being studied. The SIMPRO was developed in JavaScript language, uses Cascading Style Sheets and can be accessed via web. The MODPRO also consistes in an emulator called EMUPRO, which contains the same modules of SIMPRO. Its differential is related to the fact that it has been developed entirely in hardware, using the development environment QUARTUS II from Altera. Basically, with the features of MODPRO, the students can validate, in laboratory, the frameworks and the processing structures developed during the classes. Because they are modular, both the simulator SIMPRO and the emulator EMUPRO allow the addition of new features (modules), besides allowing the teaching and the study of different processing structuresMestradoEngenharia de ComputaçãoMestre em Engenharia Elétric
Methodologies for determining staffing needs in healthcare: systematic literature review
The determination of staffing needs in healthcare is not just
calculating the optimal number of professionals but is defining
how the professional contingent accompanies the development
of the healthcare organisation and of the population’s care
needs. This research investigates the existence of a gold
standard for determining health personnel requirements. We
perform a systematic literature review to explore several
approaches worldwide, examining a wide range of contextual
variables, useful for the definition of an omni-comprehensive
approach. A total of 557 articles was initially detected, then
reduced to 57 after excluding everything not related to
healthcare context and staff planning models. Results do not
reveal a recognized standard for determining staffing needs.
Approaches to the definition of staffing standards are mainly
ex-ante (31%), based on the characteristics of specific models
and organisational needs, or ex-post (62%), based on
production analysis and historical trends. Most of these refer
to the medical and nursing category (68.4%), while the
minority proposes a multi-professional approach (17.5%).
This review highlights innovative approaches based on
algorithms which, starting from historical data, are adjusted
by moderating key variables such as contextual factors,
healthcare organisation models and professional attributes.
The review suggests:
1. Develop and share a unique tool for defining standards
based on several variables that identify the characteristics of the
context
2. Use up-to-date information flows and quality data
3. Consider a multi-professional approach
4. Adopt a long-term vision and continuous dialogue with the
training process
It is clear the need to develop a tool for the definition of
personnel requirements in line with internal and external
changes in the health system. Therefore, such models need to
account for an adequate number of variables, useful to identify
the characteristics of the overall context.
Key messages:
The development of staffing needs estimates must necessarily rely on a certain level of standardisation, but at the same
time must take into account the variability characterising
different contexts.
In order to respond to recent demographic and epidemiological trends, it is crucial to include in the model skill mix
and task shifting strategies involving health professionals as a
whole
