    Advanced constellation and demapper schemes for next generation digital terrestrial television broadcasting systems

    206 p.Esta tesis presenta un nuevo tipo de constelaciones llamadas no uniformes. Estos esquemas presentan una eficacia de hasta 1,8 dB superior a las utilizadas en los últimos sistemas de comunicaciones de televisión digital terrestre y son extrapolables a cualquier otro sistema de comunicaciones (satélite, móvil, cable¿). Además, este trabajo contribuye al diseño de constelaciones con una nueva metodología que reduce el tiempo de optimización de días/horas (metodologías actuales) a horas/minutos con la misma eficiencia. Todas las constelaciones diseñadas se testean bajo una plataforma creada en esta tesis que simula el estándar de radiodifusión terrestre más avanzado hasta la fecha (ATSC 3.0) bajo condiciones reales de funcionamiento.Por otro lado, para disminuir la latencia de decodificación de estas constelaciones esta tesis propone dos técnicas de detección/demapeo. Una es para constelaciones no uniformes de dos dimensiones la cual disminuye hasta en un 99,7% la complejidad del demapeo sin empeorar el funcionamiento del sistema. La segunda técnica de detección se centra en las constelaciones no uniformes de una dimensión y presenta hasta un 87,5% de reducción de la complejidad del receptor sin pérdidas en el rendimiento.Por último, este trabajo expone un completo estado del arte sobre tipos de constelaciones, modelos de sistema, y diseño/demapeo de constelaciones. Este estudio es el primero realizado en este campo

    REFLECTIONS ON THE EU FOREIGN POLICY OBJECTIVES BEHIND THE \u27INTEGRATED APPROACH\u27 IN THE RESPONSE TO PIRACY OF SOMALIA

    The upsurge in pirate attacks on European vessels in the Gulf of Aden during 2008 brought the forgotten confl ict of Somalia back onto the international political agenda. It soon became clear that no initiative off the Somali coast could be effective unless it was accompanied by efforts to relieve the root causes of piracy. This article examines fi rst the essential features of the situation in Somalia, providing the necessary background to fully grasp not only the root causes of piracy, but also the risk to Western security posed by recent developments in this failed State. As regards the European Union, piracy-related incidents in the Gulf of Aden entail multi-faceted threats against European interests. A key question which arises is the extent to which the European response to Somali pirates truly follows a comprehensive, integrated approach. Following an empirical analysis of development co-operation tools implemented in Somalia over recent years, as well as a thorough assessment of the legal mandate and several shortcomings faced by the first EU naval military operation, EU NAVFOR-Atalanta, we conclude that the EU response to piracy is stretched and inadequate both on land and off-shore. Therefore, the reality contradicts to a great extent political statements at the EU level. A possible explanation for this somewhat frustrating outcome is provided by a theoretical examination of the objectives (besides having an impact on the ground in Somalia) behind EU Foreign Policy. Objectives linked to the visibility of the EU as a global actor, as well as the Europeanisation of foreign and internal policies of Member States will be particularly emphasised

    Building an autonomous citation index for grey literature : the economics working papers case

    This paper describes an autonomous citation index named CitEc that has been developed by the authors. The system has been tested using a particular type of grey literature: working papers available in the RePEc (Research Papers in Economics) digital library. Both its architecture and performance are analysed in order to determine if the system has the quality required to be used for information retrieval and for the extraction of bibliometric indicators

The use and objectives that we propose from a principle for this libraries will mark to the development and evolution of the same ones. The effort in the international scope that we presented/displayed here must like objective gather Literature of sciences of the documentation and computer science, and offer documents gratuitously following the philosophy of OAI (Open Archives Initiative). To create an electronic procedure of bibliographical exchange of information and documents between institutions, with the purpose of facilitating the access by electronic means to the last results of investigation in sciences of the documentation, is one of the possibilities that offer the new technologies to our discipline. For it a structure around two norms has been developed, one that establishes the principles and rules of collaboration between the participants, denominated Protocol of Guildford, and another one, ReDIF, that defines the format for the bibliographical description of electronic documents
