    Historiography of the Holocaust: A Cautionary Tale for Public Administration

    This article examines the historiography of the Holocaust and its implications for public administration. The analysis shows how bureaucratic procedures and values carried out by regular civil servants were essential to both the formulation and implementation of the Holocaust. This cautionary tale urges public administrators to reflect on the possibility that their systems and actions can contribute to the worst kinds of human behavior and to consider incorporating the Holocaust into the identity of the field

    Forging Theatre and Community: Challenges and Strategies for Serving Two Missions

    At the age of personal computers, the Internet, cell phones, video games, and I-pods, how can individuals be enticed to emerge from their electronic silos and actually engage others in meaningful discourse as members of a community with common interests and problems? One organizational response to this challenge is the activities of community-based organizations. Such organizations are widely recognized for their ability to promote and facilitate creative face-to-face human interactions that serve as a counterweight to the forces of individuation and declining trust in public institutions, while playing a niche role in the process of building and sustaining community solidarity. Through an in-depth examination of one organization that strives to build community through face-to-face interaction—Live Arts community theatre in Charlottesville, Virginia—the authors discuss what they believe to be critical concerns of the nonprofit sector at large. In particular, they examine how Live Arts seeks to preserve and balance its mission of achieving artistic excellence that challenges and engages the community, the need for financial sustainability, and more efficient production and management systems

    Appetite for self-destruction: suicidal biting as a nest defense strategy in Trigona stingless bees

    Self-sacrificial behavior represents an extreme and relatively uncommon form of altruism in worker insects. It can occur, however, when inclusive fitness benefits are high, such as when defending the nest. We studied nest defense behaviors in stingless bees, which live in eusocial colonies subject to predation. We introduced a target flag to nest entrances to elicit defensive responses and quantified four measures of defensivity in 12 stingless bee species in São Paulo State, Brazil. These included three Trigona species, which are locally known for their aggression. Species varied significantly in their attack probability (cross species range = 0–1, P < 0.001), attack latency (7.0–23.5 s, P = 0.002), biting duration of individual bees (3.5–508.7 s, P < 0.001), and number of attackers (1.0–10.8, P < 0.001). A “suicide” bioassay on the six most aggressive species determined the proportion of workers willing to suffer fatal damage rather than disengage from an intruder. All six species had at least some suicidal individuals (7–83 %, P < 0.001), reaching 83 % in Trigona hyalinata. Biting pain was positively correlated with an index of overall aggression (P = 0.002). Microscopic examination revealed that all three Trigona species had five sharp teeth per mandible, a possible defensive adaptation and cause of increased pain. Suicidal defense via biting is a new example of self-sacrificial altruism and has both parallels and differences with other self-sacrificial worker insects, such as the honey bee. Our results indicate that suicidal biting may be a widespread defense strategy in stingless bees, but it is not universal

    Mating failure shapes the patterns of sperm precedence in an insect

However, high levels of mating failure (i.e. copulations resulting in no offspring) in a population can lead to misinterpretations of sperm competition mechanisms. Through simulations, García-González (2004) illustrated how mating failure could cause bimodal distributions of paternity with peaks at P2 = 0 and 1, under a random sperm mixing mechanism. Here, we demonstrate this effect empirically with the seed bug Lygaeus simulans, a species known to exhibit high levels of mating failure (40–60%), using a morphological marker to estimate paternity. Contrary to previous findings in a sister species, we did not find strong evidence for last male sperm precedence. There was a tendency towards last male precedence (P2 = 0.58) but within the expected range for random sperm mixing. Instead, P2 was highly variable, with a bimodal distribution, as predicted by García-González (2004). After taking mating failure into account, the strongest driver of paternity outcome was copulation duration. Furthermore, we found evidence that mating failure could partly be a female-associated trait. Some doubly-mated females were more likely to produce no offspring or produce offspring from two different sires than expected by chance. Therefore, some females are more prone to experience mating failure than others, a result that mirrors an earlier result in male L. simulans.     Can females choose to avoid mating failure in the seed bug Lygaeus simulans?

    We thank the Natural Environmental Research Council (Ph.D. studentship to E.V.G.) and the Association for the Study of Animal Behaviour (Undergraduate Project Scholarship awarded to V.L.B.) for funding.It is becoming increasingly clear that copulation does not necessarily always lead to offspring production in many organisms, despite fertilization success presumably being under both strong natural and sexual selection. In the seed bug Lygaeus simulans, between 40% and 60% of copulations fail to produce offspring, with this ‘mating failure’ representing a significantly repeatable male-associated trait. Mating has been demonstrated to be costly in this species and, as such, we might expect females to minimize the chance of mating failure by displaying a preference for males with higher insemination success where possible. After assaying males for mating failure, we asked whether females preferred males with a history of successful inseminations versus unsuccessful inseminations in pairwise mate choice trials. Contrary to our expectations, females showed no preference for more successful over less successful males. Moreover, females showed no preference for larger males in the choice trials, even though larger males were significantly more likely to successfully inseminate females in the initial assay. This apparent lack of female precopulatory choice suggests that postcopulatory choice mechanisms may be key to mating failure in this species. However, this does not necessarily explain why females pay the cost of mating with males they will then reject via postcopulatory processes. More generally, our results suggest that mating failure may play a largely underappreciated role in mating systems evolution, influencing both the cost of choosiness, and the costs and benefits of polyandry.Publisher PDFPeer reviewe

    Transient activation of mucosal effector immune responses by resident intestinal bacteria in normal hosts is regulated by interleukin-10 signalling

    Interleukin-10 (IL-10) is a key regulator of mucosal homeostasis. In the current study we investigated the early events after monoassociating germ-free (GF) wild type (WT) mice with an E. coli strain that we isolated previously from the cecal contents of a normal mouse housed under specific pathogen free (SPF) conditions. Our results show that IFN-γ secreted by mesenteric lymph node (MLN) cells from both IL-10 deficient mice and WT mice, stimulated ex vivo with E. coli lysate, was dramatically higher at day 4 after monoassociation compared to IFN-γ secreted by cells from GF mice without E. coli colonization. Production of IFN-γ rapidly and progressively declined after colonization of WT but not IL-10 deficient mice. E. coli lysate-stimulated WT MLN cells also produced IL-10 that peaked at day 4 and subsequently declined, but not as precipitously as IFN-γ. WT cells that express CD4, CD8, and NKp46 produced IFN-γ; WT CD4-positive cells and B cells produced IL-10. Recombinant IL-10 added to E. coli-stimulated MLN cell cultures inhibited IFN-γ secretion in a dose-dependent fashion. MLN cells from WT mice treated in vivo with neutralizing anti-IL-10 receptor antibody produced more IFN-γ compared with MLN cells from isotype control antibody-treated mice. These findings show that a resident E. coli that induces chronic colitis in monoassociated IL-10 deficient mice rapidly but transiently activates the effector immune system in normal hosts, in parallel with induction of protective IL-10 produced by B cells and CD4(+) cells that subsequently suppresses this response to mediate mucosal homeostasis.     T cell-mediated oral tolerance is intact in germ-free mice

    Commensal enteric bacteria stimulate innate immune cells and increase numbers of lamina propria and mesenteric lymph node (MLN) T and B lymphocytes. However, the influence of luminal bacteria on acquired immune function is not understood fully. We investigated the effects of intestinal bacterial colonization on T cell tolerogenic responses to oral antigen compared to systemic immunization. Lymphocytes specific for ovalbumin–T cell receptor (OVA–TCR Tg+) were transplanted into germ-free (GF) or specific pathogen-free (SPF) BALB/c mice. Recipient mice were fed OVA or immunized subcutaneously with OVA peptide (323–339) in complete Freund's adjuvant (CFA). Although the efficiency of transfer was less in GF recipients, similar proportions of cells from draining peripheral lymph node (LN) or MLN were proliferating 3–4 days later in vivo in GF and SPF mice. In separate experiments, mice were fed tolerogenic doses of OVA and then challenged with an immunogenic dose of OVA 4 days later. Ten days after immunization, lymphocytes were restimulated with OVA in vitro to assess antigen-specific proliferative responses. At both high and low doses of OVA, cells from both SPF and GF mice fed OVA prior to immunization had decreased proliferation compared to cells from control SPF or GF mice. In addition, secretion of interferon (IFN)-γ and interleukin (IL)-10 by OVA–TCR Tg+ lymphocytes was reduced in both SPF and GF mice fed OVA compared to control SPF or GF mice. Unlike previous reports indicating defective humoral responses to oral antigen in GF mice, our results indicate that commensal enteric bacteria do not enhance the induction of acquired, antigen-specific T cell tolerance to oral OVA

    Voices of girls with disabilities in rural Iran

    This paper investigates the interaction of gender, disability and education in rural Iran, which is a relatively unexplored field of research. The responses of 10 female students with disabilities from Isfahan indicated that the obstacles they faced included marginalization, difficulties in getting from home to school, difficulties within the school building itself, and discrimination by teachers, classmates and school authorities. The data collected for the study contain a wide range of conservative gendered discourses, and show how traditional gender beliefs interact with disability to aggravate the problems faced in education by young women with disabilities. It is hoped that the findings will raise awareness among policy-makers of the many formidable obstacles that make it difficult for young women with disabilities to achieve their full potential in education
