    O trabalho contém uma bibliografia atualizada e bem selecionada, relativa a análise críticas da Escola de Frankfurt. O autor, bem conhecido por seus trabalhos sobre Hegel e Weber, propõe-se a examinar as razões do impasse teórico com que se defronta atualmente a Teoria Crítica da Escola de Frankfurt. (A denominação "escola", já se disse insistentemente, não é muito rigorosa, pois os autores reunidos sobre essa sigla não estão claramente integrados em um mesmo corpo doutrinário sistematizado). Para Fleischmann, esse impasse é na verdade um fracasso, espelhado na incapacidade de compreender os acontecimentos políticos recentes e orientar sua solução. Assim, a Teoria Crítica, que pretende ser uma teoria dotada de eficácia política, experimenta sua debilidade no terreno mesmo que a deveria legitimar. O impasse dessa teoria politicamente orientada possui um valor exemplar para o autor: tais dificuldades revelam os embaraços com que se confronta a racionalidade das ciências sociais em nossos dias

    A collaboratively derived international research agenda on legislative science advice

    The quantity and complexity of scientific and technological information provided to policymakers have been on the rise for decades. Yet little is known about how to provide science advice to legislatures, even though scientific information is widely acknowledged as valuable for decision-making in many policy domains. We asked academics, science advisers, and policymakers from both developed and developing nations to identify, review and refine, and then rank the most pressing research questions on legislative science advice (LSA). Experts generally agree that the state of evidence is poor, especially regarding developing and lower-middle income countries. Many fundamental questions about science advice processes remain unanswered and are of great interest: whether legislative use of scientific evidence improves the implementation and outcome of social programs and policies; under what conditions legislators and staff seek out scientific information or use what is presented to them; and how different communication channels affect informational trust and use. Environment and health are the highest priority policy domains for the field. The context-specific nature of many of the submitted questions—whether to policy issues, institutions, or locations—suggests one of the significant challenges is aggregating generalizable evidence on LSA practices.     La implantanción de una universidad tecnológica en Brasil: dificultades y desafíos

    En julio del 2001 el Gobierno del estado federado de Rio Grande do Sul, Brasil, instituyó la Universidade Estadual do Rio Grande do Sul-UERGS, como universidad pública mantenida por el propio Gobierno. Las circunstancias de la vida política federal, cuya tradicional polarización se agravó particularmente durante dicho gobierno, produjeron una serie de vicisitudes e improvisaciones durante la fase de implantación de la nueva universidad, llegando incluso a comprometer en gran medida el proyecto original, que preveía una universidad de perfil tecnológico, dirigida a la innovación y la inserción dentro del sector productivo del estado federado. El artículo analiza las vicisitudes iniciales y las medidas adoptadas para recuperar, en la medida de lo posible, el proyecto inicial, intentando diseñar un marco de posibilidades y alternativas a la enseñanza superior tecnológica en un contexto, si no hostil, al menos indiferente ante esta iniciativa

The circumstances of regional political life, whose traditional polarisation worsened particularly under the aforementioned government, gave rise to a series of vicissitudes and improvisations during the establishment phase of the new university, seriously jeopardising the original project, which envisaged a technology-based university aimed at innovation and insertion within the productive sector of 6the federal state. Th e article analyses the initial vicissitudes and the measures adopted for recuperating, as far as possible, the initial project, as well as attempting to design a framework of possibilities and alternatives to technological higher education within a context that is, if not hostile, then at least indiff erent towards such an initiative
