A vote of confidence: election management and public perceptions of electoral processes in South Africa
The aim of this article is to examine the performance of the Electoral Commission (IEC) of South Africa. The analysis not only confines itself to the 2011 local government elections, but also examines how the IEC, through the use of a Voter Participation Survey (VPS) and an Election Satisfaction Survey (ESS), has been evaluated by the voters over the past local government elections. Results from these surveys show overwhelming endorsement of the Electoral Commission alongside noteworthy generally positive attitudes regarding voting intention. However, despite the positive findings, signs of a growing sense of political disillusionment are evident among South Africans. The article examines some of the reasons for the disillusionment, places it in an international context where political values are changing, and also suggests ways for the IEC to address it going forward

Institutional logics and relational shifts: permeating hierarchies and silos in the healthcare sector
Healthcare organizations often confront multiple institutional logics that reinforce professional and departmental hierarchies and silos. Research in the field focuses on how professionals navigate such tensions through everyday practices that maintain, reinterpret or shift specific logics. In this paper, we take a practice perspective to explore the mediating capacity of values-driven practices as a bridge between different logics. Drawing on insights from a leadership programme delivered to 70 public healthcare staff across seven hospitals in South Africa, we argue that articulating values conflicts and shared values shape relational practices, which mitigate the pressures of hierarchy and conflicting logics
Influence of normal and radial contributions of local current density on local electrochemical impedance spectroscopy.
A new tri-electrode probe is presented and applied to local electrochemical impedance spectroscopy (LEIS) measurements. As opposed to two-probe systems, the three-probe one allows measurement not only of normal, but also of radial contributions of local current densities to the local impedance values. The results concerning the cases of the blocking electrode and the electrode with faradaic reaction are discussed from the theoretical point of view for a disk electrode. Numerical simulations and experimental results are compared for the case of the ferri/ferrocyanide electrode reaction at the Pt working electrode disk. At the centre of the disk, the impedance taking into account both normal and radial contributions was in good agreement with the local impedance measured in terms of only the normal contribution. At the periphery of the electrode, the impedance taking into account both normal and radial contributions differed significantly from the local impedance measured in terms of only the normal contribution. The radial impedance results at the periphery of the electrode are in good agreement with the usual explanation that the associated larger current density is attributed to the geometry of the electrode, which exhibits a greater accessibility at the electrode edge
White paper: CeLAND - Investigation of the reactor antineutrino anomaly with an intense 144Ce-144Pr antineutrino source in KamLAND
We propose to test for short baseline neutrino oscillations, implied by the
recent reevaluation of the reactor antineutrino flux and by anomalous results
from the gallium solar neutrino detectors. The test will consist of producing a
75 kCi 144Ce - 144Pr antineutrino source to be deployed in the Kamioka Liquid
Scintillator Anti-Neutrino Detector (KamLAND). KamLAND's 13m diameter target
volume provides a suitable environment to measure energy and position
dependence of the detected neutrino flux. A characteristic oscillation pattern
would be visible for a baseline of about 10 m or less, providing a very clean
signal of neutrino disappearance into a yet-unknown, "sterile" state. Such a
measurement will be free of any reactor-related uncertainties. After 1.5 years
of data taking the Reactor Antineutrino Anomaly parameter space will be tested

CeLAND: search for a 4th light neutrino state with a 3 PBq 144Ce-144Pr electron antineutrino generator in KamLAND
The reactor neutrino and gallium anomalies can be tested with a 3-4 PBq
(75-100 kCi scale) 144Ce-144Pr antineutrino beta-source deployed at the center
or next to a large low-background liquid scintillator detector. The
antineutrino generator will be produced by the Russian reprocessing plant PA
Mayak as early as 2014, transported to Japan, and deployed in the Kamioka
Liquid Scintillator Anti-Neutrino Detector (KamLAND) as early as 2015.
KamLAND's 13 m diameter target volume provides a suitable environment to
measure the energy and position dependence of the detected neutrino flux. A
characteristic oscillation pattern would be visible for a baseline of about 10
m or less, providing a very clean signal of neutrino disappearance into a

Innate immunodeficiency following genetic ablation of Mcl1 in natural killer cells
The cytokine IL-15 is required for natural killer (NK) cell homeostasis; however, the intrinsic mechanism governing this requirement remains unexplored. Here we identify the absolute requirement for myeloid cell leukaemia sequence-1 (Mcl1) in the sustained survival of NK cells in vivo. Mcl1 is highly expressed in NK cells and regulated by IL-15 in a dose-dependent manner via STAT5 phosphorylation and subsequent binding to the 3'-UTR of Mcl1. Specific deletion of Mcl1 in NK cells results in the absolute loss of NK cells from all tissues owing to a failure to antagonize pro-apoptotic proteins in the outer mitochondrial membrane. This NK lymphopenia results in mice succumbing to multiorgan melanoma metastases, being permissive to allogeneic transplantation and being resistant to toxic shock following polymicrobial sepsis challenge. These results clearly demonstrate a non-redundant pathway linking IL-15 to Mcl1 in the maintenance of NK cells and innate immune responses in vivo
H.E.S.S. observations of gamma-ray bursts in 2003-2007
Very-high-energy (VHE; >~100 GeV) gamma-rays are expected from gamma-ray
bursts (GRBs) in some scenarios. Exploring this photon energy regime is
necessary for understanding the energetics and properties of GRBs. GRBs have
been one of the prime targets for the H.E.S.S. experiment, which makes use of
four Imaging Atmospheric Cherenkov Telescopes (IACTs) to detect VHE gamma-rays.
Dedicated observations of 32 GRB positions were made in the years 2003-2007 and
a search for VHE gamma-ray counterparts of these GRBs was made. Depending on
the visibility and observing conditions, the observations mostly start minutes
to hours after the burst and typically last two hours. Results from
observations of 22 GRB positions are presented and evidence of a VHE signal was
found neither in observations of any individual GRBs, nor from stacking data
from subsets of GRBs with higher expected VHE flux according to a
model-independent ranking scheme. Upper limits for the VHE gamma-ray flux from
the GRB positions were derived. For those GRBs with measured redshifts,
differential upper limits at the energy threshold after correcting for
absorption due to extra-galactic background light are also presented.Comment: 9 pages, 4 tables, 3 figure
