The Development of UNESCO Dialogue Models and Their Inclusion in the Cultural Policy Strategies

The article analyzes the development of the UNESCO’s dialogue models and their incorporation into the strategies of cultural policy both in European Union and in Russia. The text explores common values as means of intercultural interaction associated with the new paradigms of thinking, the core of which is the philosophy of dialogue. Cet article est consacré à l’analyse des activités des acteurs russes menées à Jérusalem après la guerre de Crimée. Il présente le cas particulier de la transformation par les Russes d’un espace ‑ « domaine copte » ‑ situé au cœur de Jérusalem, près du Saint-Sépulcre, et il montre ainsi que cette transformation s'opère en trois temps en lien avec trois types d’action : le temps de la fondation des institutions russes « en Orient » et de l’acquisition des terres à Jérusalem (1857-1864) ; le temps d’organisation des fouilles archéologiques et de l’appropriation par la Russie des principaux symboles du christianisme (1882-1884) ; et enfin, le temps de la construction de l’église orthodoxe russe Saint-Alexandre Nevsky près du Saint-Sépulcre et de la reconfiguration de l’orthodoxie proche-orientale en marche (1885-1896...).The article offers an overview of Russia’s activities in Jerusalem in the wake of the Crimean War. Specifically, it examines the case of the so-called “domaine copte” in the heart of Jerusalem near the Holy Sepulchre, which became an object of transformation by Russians. There were three distinct stages of transformation of this symbolically and politically important space, and in the article they are considered from within three distinct contexts: the establishment of Russian institutions "in the East" and the process of land acquisition in Jerusalem (1857-1864); archaeological excavations in the Holy City and the appropriation by the Russian Empire of the main archeological symbols of Christianity (1882-1884); and finally, the construction of the Russian Orthodox Church of St. Alexander Nevsky next to the Holy Sepulchre and the reconfiguration of the Middle Eastern Orthodoxy (1885-1896)

Isolated ionospheric disturbances as deduced from global GPS network

International audienceWe investigate an unusual class of medium-scale traveling ionospheric disturbances of the nonwave type, isolated ionospheric disturbances (IIDs) that manifest themselves in total electron content (TEC) variations in the form of single aperiodic negative TEC disturbances of a duration of about 10min (the total electron content spikes, TECS). The data were obtained using the technology of global detection of ionospheric disturbances using measurements of TEC variations from a global network of receivers of the GPS. For the first time, we present the TECS morphology for 170 days in 1998?2001. The total number of TEC series, with a duration of each series of about 2.3h (2h18m), exceeded 850000. It was found that TECS are observed in no more than 1?2% of the total number of TEC series mainly in the nighttime in the spring and autumn periods. The TECS amplitude exceeds the mean value of the "background" TEC variation amplitude by a factor of 5?10 as a minimum. TECS represent a local phenomenon with a typical radius of spatial correlation not larger than 500km. The IID-induced TEC variations are similar in their amplitude, form and duration to the TEC response to shock-acoustic waves (SAW) generated during rocket launchings and earthquakes. However, the IID propagation velocity is less than the SAW velocity (800?1000m/s) and are most likely to correspond to the velocity of background medium-scale acoustic-gravity waves, on the order of 100?200m/s.
