GESTÃO DAS ÁGUAS SUPERFICIAIS DO MUNICÍPIO DE CAIBI NO OESTE DO ESTADO DE SANTA CATARINA

A gestão dos recursos hídricos no estado de Santa Catarina tem sido marcada por aspectos políticos (direitos de uso das águas superficiais), econômicos (valor de mercado desse produto), sanitários (saúde e potabilização) e ambientais (recurso natural renovável e finito). Em Santa Catarina e no que tange no município de Caibi, essa trajetória é evidenciada por programas de captação, tratamento e distribuição que oneram os cofres públicos e são pouco eficientes do ponto de vista da sustentabilidade. As perspectivas na valorização desse recurso são remotas no que tange a políticas públicas para gestão de recursos hídricos e ambiental. É necessário uma diagnose sobre a situação dos recursos hídricos no estado de Santa Catarina e no município de Caibi para que as questões aqui identificadas possam ser equacionadas, controladas e se possível for solucionadas.-The management of hydric resources in the state of Santa Catarina has been marked by political (right of superficial water use), economic (market value), sanitary (health and potabilization) and environmental aspects (renewable and finite natural resources). In Santa Catarina and in Caibi (SC) there are projects of water capitation, treatment and distribution that are highly costly but little efficient in which regards sustainability. Therefore, these resources will hardly be considered by public policies regarding the management of hydric and environmental resources. It's necessary to diagnose the situation of hydric resources in the state of Santa Catarina and in the city of Caibi so that the questions here identifíed here can be equated, controlled and, if possible, solved

Sectoral specificities in the evolution of the gross value of agricultural production in the state of Rio Grande do Sul between 1970 and 2006

Este artigo analisa as mudanças espaciais e Resumo: as especificidades setoriais da evolução do Valor Bruto da Produção Agropecuária-VBPA nos municípios do Rio Grande do Sul, entre 1970 e 2006. As informações foram coletadas dos Censos Agropecuários do Instituto Brasileiro de Geografia e Estatística-IBGE e foram comparadas em sua evolução intertemporal em nível municipal e setorial. As dez atividades agropecuárias com maior participação no VBPA total foram analisadas. Os resultados mostraram que, a despeito da evolução de 25,91% no VBPA total do Estado no período de 1970 a 2006, a participação das atividades nesse crescimento foi distinta. Atividades com grande participação no VBPA total em 1970, como o trigo e a pecuária de grande porte, perderam espaço para outras que apresentaram grande crescimento nesse lapso de tempo, como a soja, o fumo, a silvicultura e as lavouras permanentes. Análise dos Níveis de Participação Institucional e de Gestão Social no Território da Cidadania Noroeste Colonial RS

The objective of this article was to characterize the socioeconomics of the Território da Cidadania Noroeste Colonial from Rio Grande do Sul State – Brazil and to evaluate the levels of institutional participation and social management in the scope of the relations between institutions in the Colegiado de Desenvolvimento Territorial. It was intended, therefore, to identify if the actors are able to lead the process of territorial development planning. Socioeconomic characterization was performed through descriptive statistics and graphical analysis and the levels of institutional participation and social management were measured through the Exploratory Factor Analysis. A fundamental component of the research, with a focus on citizenship, was the search for information and dialogue with political society and civil society, as well as their understanding and involvement with the territorial development and sustainable development policy. The survey was carried out in 21 of the 34 municipalities of the Territory in question. As a participating public, 116 people were members of entities such as the Municipal Development Councils (Comudes), which is composed of both public officials and entities and Civil society in each municipality. Among the main results, we highlight the existence of socioeconomic asymmetries between the municipalities of the territory and the emergence of a high level of awareness and engagement around territorial development policy

CARACTERÍSTICAS REGIONAIS DA EVOLUÇÃO DO VALOR BRUTO DA PRODUÇÃO AGROPECUÁRIA MUNICIPAL NO RIO GRANDE DO SUL ENTRE 1970 E 2006

In this article are presented the results of the analysis undertaken of the development of VBPA - Municipal Gross Value of Agricultural Production in Rio Grande do Sul, during the period 1970 until 2006. The data of the VBPA of 1970 were obtained directly from the agricultural census of 1970 and updated monetarily by IGP-DI for real values in 2006 and the data for the VBPA of 2006, obtained from agricultural census of 2006, through Sidra/IBGE, were converted to the same territorial basis of the municipalities of 1970, through the conversion system (PAIVA, 2007) using the criterion of the municipal area. With such procedures have become comparable data, expressed in the same currency, and referenced on municipal units with the same territorial area. Performance analyses were made of all municipalities and of the ten major agricultural activities, throughout this period of 36 years. The results allow you to view the different regional dynamics and its interaction with the activities dynamics.Neste artigo estão apresentados os resultados da análise realizada sobre a evolução do Valor Bruto da Produção Agropecuária (VBPA) municipal no Rio Grande do Sul durante o período de 1970 até 2006. Os dados do VBPA de 1970 foram obtidos diretamente do Censo Agropecuário de 1970 e atualizados monetariamente pelo Índice Geral de Preços – Disponibilidade Interna (IGP-DI) para valores em reais de 2006. Os dados referentes ao VBPA de 2006, obtidos do Censo Agropecuário de 2006, através do Sistema IBGE de Recuperação Automática (Sidra), foram convertidos para a mesma base territorial dos municípios de 1970, através do sistema de conversão (PAIVA, 2007), utilizando o critério de área municipal. Com tais procedimentos, os dados tornaram-se comensuráveis, expressos na mesma unidade monetária e referenciados às unidades municipais com a mesma área territorial. Foram feitas análises do desempenho de todos os municípios e das dez principais atividades agropecuárias, ao longo do período de 36 anos. Os resultados permitem visualizar as distintas dinâmicas regionais e sua interação com as dinâmicas setoriais

Capital Humano e Desenvolvimento Econômico no Rio Grande do Sul: Uma Abordagem Multivariada

This article proposes an analysis from the theories linking human capital to economic development process. The method used consists of multivariate statistical techniques, particularly the Exploratory Factor Analysis and Conglomerates Analysis. Statistics were selected from 496 municipalities in the state of Rio Grande do Sul/Brazil according to their capacity to represents the dynamics of income concentration, quality of education and health, poverty, education and formal work. Among the results, there is a positive and direct association between levels of formal education and economic development, which validates the theoretical contributions of Theodore William Schultz and other authors that stem from their lineage. The results point to the importance of breaking the current paradigms and think education policy beyond the rhetoric of official speeches and overcome the current challenges
