    VaR adjusted to business and financial cycles

    Value-at-Risk is an important risk measurement tool. However, since the Subprime crisis there have been claims that it is an ineffective measure of risk. This paper shows that VaR breaks occur much more often in periods of recessions compared to expansions. By using business and financial cycle theory, an economic indicator (MOI) was created to assess when the economy was approaching a recession. Using the MOI indicator, several models were created to adjust the volatility according to business cycle conditions. Results confirm the effectiveness of using volatility adjusted to business and financial cycles as an input for a VaR model

    Combining Community-Based Learning and Project-Based Learning: A Qualitative Systemic Analysis of the Experiences and Perceptions of Students and Community Partners

    This article presents findings regarding a community-based learning experience that took place from 2014 to 2017, involving 379 undergraduate students from the Federal University of Sao Paolo. The students developed 82 projects on behalf of 20 community partners (NGOs, public institutions, hospitals, libraries and individual families). The research objective is to reveal the systemic impacts of this experience. The experiment followed an action research approach. Quantitative and qualitative data was gathered by means of questionnaires, focus group notes, community partners’ project evaluations, project documents and project blogs. The data was analyzed following a convergent parallel mixed method approach. The main findings were: 1) Working in real-life projects on behalf of a network of community partners that help people in need motivates the students to do their best to accomplish the projects; however, real-life projects may also bring difficulties that could negatively impact students’ motivation; 2) The need to solve real-life problems encourages students to search for learning opportunities, which encourages self-learning, learning with peers and learning with community partners; 3) The academic projects bring many benefits (material, educational, research opportunities, motivational) to the participants, which foster the continuity of the partnership

    ABSTRACT This article has the intention to review the concept of citizenship, by exploring its role as instrument of access to rights and political participation. Then, it is reassessed its current position, in face of the international human mobility and the ascension of the human rights law. The notion of statelessness will be used to contrast with the national citizenship, conducting to a reflection on the relation between citizenship and identity. Finally, it is advanced some conclusions regarding the role of the national states and the complexity of identities in an era of cross-national belongings and recurrent human displacements. KEYWORDS: Citizenship; statelessness; rights and participation; international human mobility; migrations and national identity.  RESUMO Este artigo tem a intenção de revisar o conceito de cidadania, explorando seu papel como instrumento de acesso a direitos e participação política. A noção de apatridia será utilizada para contrastar com a cidadania nacional, conduzindo a uma reflexão sobre a relação entre cidadania e identidade.     Centrality anomalies in complex networks as a result of model over-simplification

    Tremendous advances have been made in our understanding of the properties and evolution of complex networks. These advances were initially driven by information-poor empirical networks and theoretical analysis of unweighted and undirected graphs. Recently, information-rich empirical data complex networks supported the development of more sophisticated models that include edge directionality and weight properties, and multiple layers. Many studies still focus on unweighted undirected description of networks, prompting an essential question: how to identify when a model is simpler than it must be? Here, we argue that the presence of centrality anomalies in complex networks is a result of model over-simplification. Specifically, we investigate the well-known anomaly in betweenness centrality for transportation networks, according to which highly connected nodes are not necessarily the most central. Using a broad class of network models with weights and spatial constraints and four large data sets of transportation networks, we show that the unweighted projection of the structure of these networks can exhibit a significant fraction of anomalous nodes compared to a random null model. However, the weighted projection of these networks, compared with an appropriated null model, significantly reduces the fraction of anomalies observed, suggesting that centrality anomalies are a symptom of model over-simplification. Because lack of information-rich data is a common challenge when dealing with complex networks and can cause anomalies that misestimate the role of nodes in the system, we argue that sufficiently sophisticated models be used when anomalies are detected.Comment: 14 pages, including 9 figures.     Feasibility of Using Bandwidth Efficient Modulation to Upgrade the CMS Tracker Readout Optical Links

    Plans to upgrade the LHC after approximately 10 years of operation are currently being considered at CERN. A tenfold increase in luminosity delivered to the experiments is envisaged in the so-called Super LHC (SLHC). This will undoubtedly give rise to significantly larger data volumes from the detectors, requiring faster data readout. The possibility of upgrading the CMS Tracker analog readout optical links using a bandwidth efficient digital modulation scheme for deployment in the SLHC has been extensively explored at CERN. Previous theoretical and experimental studies determined the achievable data rate using a system based on Quadrature Amplitude Modulation (QAM) to be ~3-4Gbit/s (assuming no error correction is used and for an error rate of ~10-9). In this note we attempt to quantify the feasibility of such an upgrade in terms of hardware implementation complexity, applicability to the high energy physics (HEP) environment, technological feasibility and R&D effort required.Comment: CERN CMS Note. 16 pages, 10 figure

    The long road : how evolving institutional governance mechanisms are changing the face of quality in Portuguese higher education

    While a lot has been written regarding the changing management and governance arrangements in higher education, less is known about how this progression relates to quality in higher education. The purpose of this article is to describe the context of governance in Portuguese higher education institutions and how institutional governance arrangements impact on quality and quality assurance mechanisms of higher education. The study is based on four institutional cases studies, comprising two universities and two polytechnic institutions. Semi-structured interviews were conducted with senior managers, middle managers, academics and students from Arts and Engineering, and documentary analysis was undertaken. The main findings show that national and institutional features of governance and management may influence the implementation of quality policy and procedures, and indeed quality improvement. The different institutional actors seem to be aware of the dynamic nature of the equilibrium between positive and negative impacts and recognise the need for checks and balances in the governance and management structures of higher education institutions, especially between collegial and managerial facets.info:eu-repo/semantics/publishedVersio
