    Peer review in academic publishing: Challenges in achieving the gold standard

    This editorial describes some of the current and emerging challenges in peer review for the academic publishing system. Peer review is a fundamental element of academic research and publishing, with a firm reliance on the global scholarly community to perform gatekeeping and filtering processes in pursuing high-quality and high-value scholarly publications: the “gold standard” in academic publishing. We begin with examples of several contemporary challenges the peer review system poses, including impartiality and bias, academic reward structures, fake peer reviews, and reviewer fatigue. To further understand these challenges, we then provide a brief history of the evolution of the peer review system, focusing on the traditional forms of pre-publication peer review so familiar to the communication of scholarly work. Against this backdrop, we consider the benefits of peer review that span the continuum of the academic community – from authors to reviewers to journals and research communities. But many traditional forms of peer review are being challenged by new and innovative processes, systems and platforms. Finally, we look at how others have re-envisioned the peer review process during this phase of rapid evolution in journal publishing, with a strong call for quality and integrity in writing peer reviews. We conclude by suggesting ways forward for embedding sustainability, equity, and respect within the peer review process as an active force for advancing scholarship

    Teacher satisfaction is a key affective reaction to working conditions and an important predictor of teacher attrition. Teacher evaluation as a tool for measuring teacher quality has been one source of teacher stress in recent years in the United States. There is a growing body of evidence on how to evaluate teachers in ways which support their growth and development as practitioners. For this study, we inquired: What is the relationship between supportive teacher evaluation experiences and U.S. teachers’ overall job satisfaction? To answer this question, we employed a multilevel regression analysis to multiply-imputed data on U.S. lower-secondary teachers’ experiences from the 2013 Teaching and Learning International Survey (TALIS). We found a small, positive relationship between the perceptions of supportive teacher evaluation experiences and U.S. secondary teachers’ satisfaction after controlling for other important teacher and school characteristics and working conditions. Further, teachers who felt their evaluation led to positive changes in their practice had higher satisfaction. Teachers whose primary evaluator was a fellow teacher as opposed to the principal also had higher satisfaction on average. We discuss the implications of these findings for school leaders as well as future teacher evaluation policy.La satisfacción del maestro es una reacción afectiva clave a las condiciones de trabajo y un importante predictor del desgaste del docente. La evaluación de los maestros como una herramienta para medir la calidad de los docentes ha sido una de las causas del estrés docente en los últimos años en los Estados Unidos. Existe un cuerpo creciente de evidencia sobre cómo evaluar a los maestros de maneras que apoyen su crecimiento y desarrollo como profesionales. Para este estudio, preguntamos: ¿Cuál es la relación entre las experiencias de evaluación docente y la satisfacción laboral general de los docentes de EE. UU.? Para responder a esta pregunta, empleamos un análisis de regresión multinivel para datos de imputación múltiple en las experiencias de docentes de secundaria de EE. UU. De la Encuesta Internacional de Enseñanza y Aprendizaje 2013 (TALIS). Encontramos una relación pequeña y positiva entre las percepciones de las experiencias de evaluación docente de apoyo y la satisfacción de los docentes de secundaria de los EE. UU.     Luminous Infrared Galaxies With the Submillimeter Array. III. The Dense Kiloparsec Molecular Concentrations of Arp 299

    We have used high resolution (~2.3") observations of the local (D = 46 Mpc) luminous infrared galaxy Arp 299 to map out the physical properties of the molecular gas which provides the fuel for its extreme star formation activity. The 12CO J=3-2, 12CO J=2-1 and 13CO J=2-1 lines were observed with the Submillimeter Array and the short spacings of the 12CO J=2-1 and J=3-2 observations have been recovered using James Clerk Maxwell Telescope single dish observations. We use the radiative transfer code RADEX to estimate the physical properties (density, column density and temperature) of the different regions in this system. The RADEX solutions of the two galaxy nuclei, IC 694 and NGC 3690, are consistent with a wide range of gas components, from warm moderately dense gas with T_{kin} > 30 K and n(H_{2}) ~ 0.3 - 3 x 10^{3} cm^{-3} to cold dense gas with T_{kin} ~ 10-30 K and n(H_{2}) > 3 x 10^{3} cm^{-3}. The overlap region is shown to have a better constrained solution with T_{\rm{kin}}$ ~ 10-50 K and n(H_{2}) ~ 1-30 x 10^{3} cm^{-3}. We estimate the gas masses and star formation rates of each region in order to derive molecular gas depletion times. The depletion times of all regions (20-60 Myr) are found to be about 2 orders of magnitude lower than those of normal spiral galaxies. This rapid depletion time can probably be explained by a high fraction of dense gas on kiloparsec scales in Arp 299. We estimate the CO-to-H_{2} factor, \alpha_{co} to be 0.4 \pm 0.3 (3 x 10^{-4}/ x_{CO}) M_{sol} (K km s^{-1} pc^{2})^{-1} for the overlap region.     Luminous Infrared Galaxies with the Submillimeter Array: I. Survey Overview and the Central Gas to Dust Ratio

    We present new data obtained with the Submillimeter Array for a sample of fourteen nearby luminous and ultraluminous infrared galaxies. The galaxies were selected to have luminosity distances D < 200 Mpc and far-infrared luminosities log(L_FIR) > 11.4. The galaxies were observed with spatial resolutions of order 1 kpc in the CO J=3-2, CO J=2-1, 13CO J=2-1, and HCO+ J=4-3 lines as well as the continuum at 880 microns and 1.3 mm. We have combined our CO and continuum data to measure an average gas-to-dust mass ratio of 120 +/- 28 (rms deviation 109) in the central regions of these galaxies, very similar to the value of 150 determined for the Milky Way. This similarity is interesting given the more intense heating from the starburst and possibly accretion activity in the luminous infrared galaxies compared to the Milky Way. We find that the peak H_2 surface density correlates with the far-infrared luminosity, which suggests that galaxies with higher gas surface densities inside the central kiloparsec have a higher star formation rate. The lack of a significant correlation between total H_2 mass and far-infrared luminosity in our sample suggests that the increased star formation rate is due to the increased availability of molecular gas as fuel for star formation in the central regions. In contrast to previous analyses by other authors, we do not find a significant correlation between central gas surface density and the star formation efficiency, as trace by the ratio of far-infrared luminosity to nuclear gas mass. Our data show that it is the star formation rate, not the star formation efficiency, that increases with increasing central gas surface density in these galaxies.Comment: 66 pages, 39 figures, aastex preprint format; to be published in ApJ Supplements.     Effects of a demand-led evidence briefing service on the uptake and use of research evidence by commissioners of health services:A controlled before-and-after study

    Background: The Health and Social Care Act 2012 has mandated research use as a core consideration of health service commissioning arrangements. We evaluated whether or not access to a demand-led evidence briefing service improved use of research evidence by commissioners compared with less intensive and less targeted alternatives. Design: Controlled before-and-after study. Setting: Clinical Commissioning Groups (CCGs) in the north of England. Main outcome measures: Change at 12 months from baseline of a CCG’s ability to acquire, assess, adapt and apply research evidence to support decision-making. Secondary outcomes measured individual clinical leads’ and managers’ intentions to use research evidence in decision-making. Methods: Nine CCGs received one of three interventions: (1) access to an evidence briefing service; (2) contact plus an unsolicited push of non-tailored evidence; or (3) an unsolicited push of non-tailored evidence. Data for the primary outcome measure were collected at baseline and 12 months post intervention, using a survey instrument devised to assess an organisation’s ability to acquire, assess, adapt and apply research evidence to support decision-making. In addition, documentary and observational evidence of the use of the outputs of the service was sought and interviews with CCG participants were undertaken. Results: Most of the requests were conceptual; they were not directly linked to discrete decisions or actions but intended to provide knowledge about possible options for future actions. Symbolic use to justify existing decisions and actions were less frequent and included a decision to close a walk-in centre and to lend weight to a major initiative to promote self-care already under way. The opportunity to impact directly on decision-making processes was limited to work to establish disinvestment policies. In terms of impact overall, the evidence briefing service was not associated with increases in CCGs’ capacity to acquire, assess, adapt and apply research evidence to support decision-making, individual intentions to use research findings or perceptions of CCGs’ relationships with researchers. Regardless of the intervention received, at baseline participating CCGs indicated that it felt it was inconsistent in its research-seeking behaviours and its capacity to acquire research remained so at follow-up. The informal nature of decision-making processes meant that there was little or no traceability of the use of evidence. Limitations: Low baseline and follow-up response rates (of 68% and 44%, respectively) and missing data limit the reliability of these findings. Conclusions: Access to a demand-led evidence briefing service did not improve the uptake and use of research evidence by NHS commissioners compared with less intensive and less targeted alternatives. Commissioners appear to be well intentioned but ad hoc users of research. Future work: Further research is required on the effects of interventions and strategies to build individual and organisational capacity to use research. Resource-intensive approaches to providing evidence may best be employed to support instrumental decision-making. Comparative evaluation of the impact of less intensive but targeted strategies on the uptake and use of research by commissioners is warranted.     Net neutrality discourses: comparing advocacy and regulatory arguments in the United States and the United Kingdom

    Telecommunications policy issues rarely make news, much less mobilize thousands of people. Yet this has been occurring in the United States around efforts to introduce "Net neutrality" regulation. A similar grassroots mobilization has not developed in the United Kingdom or elsewhere in Europe. We develop a comparative analysis of U.S. and UK Net neutrality debates with an eye toward identifying the arguments for and against regulation, how those arguments differ between the countries, and what the implications of those differences are for the Internet. Drawing on mass media, advocacy, and regulatory discourses, we find that local regulatory precedents as well as cultural factors contribute to both agenda setting and framing of Net neutrality. The differences between national discourses provide a way to understand both the structural differences between regulatory cultures and the substantive differences between policy interpretations, both of which must be reconciled for the Internet to continue to thrive as a global medium

    Seasonal evolution of Aleutian low pressure systems: Implications for the North Pacific subpolar circulation

    The seasonal change in the development of Aleutian low pressure systems from early fall to early winter is analyzed using a combination of meteorological reanalysis fields, satellite sea surface temperature (SST) data, and satellite wind data. The time period of the study is September–December 2002, although results are shown to be representative of the long-term climatology. Characteristics of the storms were documented as they progressed across the North Pacific, including their path, central pressure, deepening rate, and speed of translation. Clear patterns emerged. Storms tended to deepen in two distinct geographical locations—the Gulf of Alaska in early fall and the western North Pacific in late fall. In the Gulf of Alaska, a quasi-permanent “notch” in the SST distribution is argued to be of significance. The signature of the notch is imprinted in the atmosphere, resulting in a region of enhanced cyclonic potential vorticity in the lower troposphere that is conducive for storm development. Later in the season, as winter approaches and the Sea of Okhotsk becomes partially ice covered and cold, the air emanating from the Asian continent leads to enhanced baroclinicity in the region south of Kamchatka. This corresponds to enhanced storm cyclogenesis in that region. Consequently, there is a seasonal westward migration of the dominant lobe of the Aleutian low. The impact of the wind stress curl pattern resulting from these two regions of storm development on the oceanic circulation is investigated using historical hydrography. It is argued that the seasonal bimodal input of cyclonic vorticity from the wind may be partly responsible for the two distinct North Pacific subarctic gyres
