UNHCR’s Origins and Early History: Agency, Influence, and Power in Global Refugee Policy

This article assesses the role and functions of UNHCR during its formative years and explores its agency, influence, and use of power in global refugee policy. During most of the Cold War, UNHCR’s first four high commissioners employed delegated authority and expertise on refugee law and protection, thereby convincing states of the Office’s usefulness to international stability and ensuring its survival, growth, and power. It concludes by arguing that the Office should use the lessons of this early period of its history to explore ways to exercise similar attributes today.Cet article établit le rôle et les fonctions du HCR durant ses années de formation et étudie son mandat, son influence et l’utilisation de son pouvoir dans le cadre de la politique mondiale relative aux réfugiés. Durant la plus grande partie de la guerre froide, les quatre premiers commissaires du HCR ont eu recours aux pouvoirs qui leur étaient délégués et à leur expertise en matière de loi sur les réfugiés et de protection des réfugiés. Ils sont ainsi arrivés à convaincre les états de la contribution apportée par le Bureau à la stabilité internationale, et à assurer ainsi sa survie, sa croissance et son pouvoir. L’article conclut en faisant valoir que le Bureau devrait se souvenir aujourd’hui des leçons tirées de son histoire pour explorer différentes manières exploiter ces mêmes qualités

Actualizing Teacher Pedagogical Aims Through One to One Student to Chromebook Integration: a Case Study

Current research in the field of educational technology operates under the assumption that one to one student to technology use in classroom has the capacity to increase student achievement while placing responsibility on teachers to actualize this aim. However, qualitative research is needed that illustrates real teachers’ integration of technology in their classrooms. Thus, this research employs participant-observer, case study methodology to answer the question: How is one teacher utilizing Chromebooks at a 1:1 student to device ratio in accordance with her own personal pedagogical beliefs? This research found that the participant teacher utilized Chromebooks, and specifically the sites Khan Academy, DreamBox, Bookshelf, Google Classroom and Seesaw, in order to actualize her pedagogical belief of differentiation. This research ultimately makes the case that educational technology research should be descriptive of the way that current teachers are utilizing technology in accordance with pedagogical beliefs before it attempts to be evaluative of teacher success with technology integration

New Incentives for Middle Class Philanthropy: Radical Funding for the Public Good

The recent expansions in membership and budget of the American Civil Liberties Union and, even more dramatically, the explosive funding by mail of newly-founded Common Cause and Public Citizen, all suggest the presence of evolutionary forces at work in the American political economy that are encouraging a renewal of middle class associations to monitor powerful institutions and to advocate in behalf of the relatively powerless. The rash of whistle-blowing disclosures of citizen professionals which have alerted us to the multi-billion dollar wastage on C-5As and attack carriers, the existence of My-Lais, the military assemblage of dossiers on 30 million civilians, the mass marketing of unsafe pharmaceuticals and automobiles, and the apparent substantial underpayment of presidential income taxes, have provided another manifestation of the private provision of public product at real sacrifices to the provisioners. What developments have encouraged this new outpouring of pioneering private philanthropy? What further evolutionary stirrings in organizational development and tax theory and law promise to both magnify and institutionalize such private largesse
