    Pay Equity and Women’s Wage Increases: Success in the States, a Model for the Nation

    By 1989, twenty states had implemented programs to raise the wages of workers in female-dominated job classes in their state civil services. A study of these pay equity programs, conducted by the Institute for Women\u27s Policy Research and the Urban Institute, found that all twenty states were successful in closing the female/male wage gap without substantial negative side effects such as increased unemployment. The extent to which the states succeeded depended on many factors including how much money was spent, the proportion of women affected, and the standard to which female wages were raised. As women\u27s responsibilities for their families\u27 wellbeing increase, it is important to explore policies to raise women\u27s wages to levels that are free from discrimination or cultural devaluation. An American woman working full-time year-round in 1992 earned only 71 percent as much as her male counterpart. 1 This represents a substantial increase since 1982 when the wage ratio of female to male earnings was 62 percent. Approximately half of this increase is due to an increase in women\u27s real wages, 2 while the other half is due to a decrease in men\u27s real wages. 3 Despite this considerable advance, the wage gap remains; women still earn less than men even in the same occupations. 4 When different jobs of comparable worth--those requiring similar levels of skill, effort, responsibility, or knowledge--are compared it is even more common to find pay inequities. 5 The persistence of the wage gap compels attention for two ..

    Unbounded-error One-way Classical and Quantum Communication Complexity

    This paper studies the gap between quantum one-way communication complexity Q(f)Q(f) and its classical counterpart C(f)C(f), under the {\em unbounded-error} setting, i.e., it is enough that the success probability is strictly greater than 1/2. It is proved that for {\em any} (total or partial) Boolean function ff, Q(f)=⌈C(f)/2⌉Q(f)=\lceil C(f)/2 \rceil, i.e., the former is always exactly one half as large as the latter. The result has an application to obtaining (again an exact) bound for the existence of (m,n,p)(m,n,p)-QRAC which is the nn-qubit random access coding that can recover any one of mm original bits with success probability ≥p\geq p. We can prove that (m,n,>1/2)(m,n,>1/2)-QRAC exists if and only if m≤22n−1m\leq 2^{2n}-1. Previously, only the construction of QRAC using one qubit, the existence of (O(n),n,>1/2)(O(n),n,>1/2)-RAC, and the non-existence of (22n,n,>1/2)(2^{2n},n,>1/2)-QRAC were known.Comment: 9 pages.     Influence Of Continuous Precipitation Upon The Growth Kinetics Of The Cellular Reaction In An Al-Ag Alloy

    The influence of the prior formation of a continuous precipitate upon the growth kinetics of the cellular reaction has been evaluated in an Al-17.9 wt. % Ag alloy. The continuous precipitate, in the form of intragranular plates of the γ′ transition phase, was shown to have reduced the upper bound of the driving force for the cellular reaction from the silver content of the untransformed alloy to that corresponding to the coherent solvus. When this reduction (≥ 98 %) is taken into account, the growth of cells is found to be controlled by cell boundary rather than by volume diffusion on the basis of both the Turnbull and the Cahn theories of the cellular reaction. Changing the mode of heat treatment from the usual quenching-and-aging to that of isothermal transformation reduces both the rate of growth of cells and the proportion of cellular structure formed by about an order of magnitude and increases the interlamellar spacing by 50-100%. These effects appear to result from a further decrease in the driving force. This decrease is attributed to a higher rate of introduction of misfit dislocations into the broad faces of the γ′ plates constituting the continuous precipitate, and thus to smaller values of the coherent solvus. © 1968

    Spectral analysis and an area-preserving extension of a piecewise linear intermittent map

    We investigate spectral properties of a 1-dimensional piecewise linear intermittent map, which has not only a marginal fixed point but also a singular structure suppressing injections of the orbits into neighborhoods of the marginal fixed point. We explicitly derive generalized eigenvalues and eigenfunctions of the Frobenius--Perron operator of the map for classes of observables and piecewise constant initial densities, and it is found that the Frobenius--Perron operator has two simple real eigenvalues 1 and λd∈(−1,0)\lambda_d \in (-1,0), and a continuous spectrum on the real line [0,1][0,1]. From these spectral properties, we also found that this system exhibits power law decay of correlations. This analytical result is found to be in a good agreement with numerical simulations. Moreover, the system can be extended to an area-preserving invertible map defined on the unit square. This extended system is similar to the baker transformation, but does not satisfy hyperbolicity. A relation between this area-preserving map and a billiard system is also discussed.Comment: 12 pages, 3 figure

    Quantum walk approach to search on fractal structures

    We study continuous-time quantum walks mimicking the quantum search based on Grover's procedure. This allows us to consider structures, that is, databases, with arbitrary topological arrangements of their entries. We show that the topological structure of the database plays a crucial role by analyzing, both analytically and numerically, the transition from the ground to the first excited state of the Hamiltonian associated with different (fractal) structures. Additionally, we use the probability of successfully finding a specific target as another indicator of the importance of the topological structure.Comment: 15 pages, 14 figure

    Understanding Anomalous Transport in Intermittent Maps: From Continuous Time Random Walks to Fractals

    We show that the generalized diffusion coefficient of a subdiffusive intermittent map is a fractal function of control parameters. A modified continuous time random walk theory yields its coarse functional form and correctly describes a dynamical phase transition from normal to anomalous diffusion marked by strong suppression of diffusion. Similarly, the probability density of moving particles is governed by a time-fractional diffusion equation on coarse scales while exhibiting a specific fine structure.     The optical-ultraviolet continuum of Seyfert 2 galaxies

    This paper aims to understand the continuum of Seyfert 2 galaxies. By fitting the single galaxies in the sample of Heckman et al. (1995) with composite models (shock+ photoionization from the active center), we show that five main components characterize the SED of the continuum. Shocks play an important role since they produce a high temperature zone where soft X-rays are emitted. We show that in the optical-UV range, the slope of the NLR emission reproduces the observed values, and may be the main component of the featureless continuum. The presence of star forming regions cannot be excluded in the circumnuclear region of various Seyfert galaxies. An attempt is made to find their fingerprints in the observed AGN spectra. Finally, it is demonstrated that multi-cloud models are necessary to interpret the spectra of single objects, even in the global investigation of a sample of galaxies.Comment: 26 pages, LaTeX (including 5 Tables) + 17 PostScript figures.     The relationship between quality of life (EORTC QLQ-C30) and survival in patients with gastro-oesopohageal cancer

    It remains unclear whether any aspect of quality of life has a role in predicting survival in an unselected cohort of patients with gastro-oesophageal cancer. Therefore the aim of the present study was to examine the relationship between quality of life (EORTC QLQ-C30), clinico-pathological characteristics and survival in patients with gastro-oesophageal cancer. Patients presenting with gastric or oesophageal cancer, staged using the UICC tumour node metastasis (TNM) classification and who received either potentially curative surgery or palliative treatment between November 1997 and December 2002 (n=152) participated in a quality of life study, using the EORTC QLQ-C30 core questionnaire. On univariate analysis, age (P < 0.01), tumour length (P < 0.0001), TNM stage (P<0.0001), weight loss (P<0.0001), dysphagia score (P<0.001), performance status (P<0.1) and treatment (P<0.0001) were significantly associated with cancer-specific survival. EORTC QLQ-C30, physical functioning (P<0.0001), role functioning (P<0.001), cognitive functioning (P<0.01), social functioning (P<0.0001), global quality of life (P<0.0001), fatigue (P<0.0001), nausea/vomiting (P<0.01), pain (P<0.001), dyspnoea (P<0.0001), appetite loss (P<0.0001) and constipation (P<0.05) were also significantly associated with cancer-specific survival. On multivariate survival analysis, tumour stage (P<0.0001), treatment (P<0.001) and appetite loss (P<0.0001) were significant independent predictors of cancer-specific survival. The present study highlights the importance of quality of life (EORTC QLQ-C30) measures, in particular appetite loss, as a prognostic factor in these patients

    Dark Matter in Dwarf Spheroidals II: Observations and Modelling of Draco

    We present stellar radial velocity data for the Draco dwarf spheroidal galaxy obtained using the AF2/WYFFOS instrument combination on the William Herschel Telescope. Our dataset consists of 186 member stars, 159 of which have good quality velocities, extending to a magnitude V=19.5 with a mean velocity precision of 2 km/s. We find statistically strong evidence of a rising velocity dispersion consistent with a dark matter halo with gently rising rotation curve. There is a <2 sigma signature of rotation about the long axis, inconsistent with tidal disruption being the source of the rising dispersion. By comparing our dataset with earlier velocities, we find that Draco probably has a binary distribution and fraction comparable to those in the solar neighbourhood. We apply a novel maximum likelihood algorithm and fit the velocity data to a two parameter spherical model with an adjustable dark matter content and velocity anisotropy. Draco is best fit by a weakly tangentially anisotropic distribution of stellar orbits in a dark matter halo with a very slowly rising rotation law. We are able to rule out both a mass-follows-light distribution and an extended halo with a harmonic core at the 2.5 to 3 sigma significance level, depending on the details of our assumptions about Draco's stellar binary population. Our modelling lends support to the idea that the dark matter in dwarf spheroidals is distributed in the form of massive, nearly isothermal haloes.Comment: 16 pages, version in press at MNRA

    The Bulk Motion of Flat Edge-On Galaxies Based on 2MASS Photometry

    We report the results of applying the 2MASS Tully-Fisher (TF) relations to study the galaxy bulk flows. For 1141 all-sky distributed flat RFGC galaxies we construct J, H, K_s TF relations and find that Kron JfeJ_{fe} magnitudes show the smallest dispersion on the TF diagram. For the sample of 971 RFGC galaxies with V_{3K} < 18000 km/s we find a dispersion σTF=0.42m\sigma_{TF}=0.42^m and an amplitude of bulk flow V= 199 +/-61 km/s, directed towards l=301 degr +/-18 degr, b=-2 degr +/-15 degr. Our determination of low-amplitude coherent flow is in good agreement with a set of recent data derived from EFAR, PSCz, SCI/SCII samples. The resultant two- dimensional smoothed peculiar velocity field traces well the large-scale density variations in the galaxy distributions. The regions of large positive peculiar velocities lie in the direction of the Great Attractor and Shapley concentration. A significant negative peculiar velocity is seen in the direction of Bootes and in the direction of the Local void. A small positive peculiar velocity (100 -- 150 km/s) is seen towards the Pisces-Perseus supercluster, as well as the Hercules - Coma - Corona Borealis supercluster regions.Comment: 10 pages, 5 figures.
