Evaluated Experimental Isobaric Analogue States from to and associated IMME coefficients
Isobaric multiplets can be used to provide reliable mass predictions through
the Isobaric Multiplet Mass Equation (IMME). Isobaric analogue states (IAS) for
isospin multiplets from to have been studied within the 2012
Atomic Mass Evaluation (Ame2012). Each IAS established from published
experimental reaction data has been expressed in the form of a primary reaction
-value, and if necessary, has been recalibrated. The evaluated IAS masses
are provided here along with the associated IMME coefficients. Quadratic and
higher order forms of the IMME have been considered, and global trends have
been extracted. Particular nuclides, requiring experimental investigation, have
been identified and discussed. This dataset is the most precise and extensive

Observation of beta decay of In-115 to the first excited level of Sn-115
In the context of the LENS R&D solar neutrino project, the gamma spectrum of
a sample of metallic indium was measured using a single experimental setup of 4
HP-Ge detectors located underground at the Gran Sasso National Laboratories
(LNGS), Italy. A gamma line at the energy (497.48 +/- 0.21) keV was found that
is not present in the background spectrum and that can be identified as a gamma
quantum following the beta decay of In-115 to the first excited state of Sn-115
(9/2+ --> 3/2+). This decay channel of In-115, which is reported here for the
first time, has an extremely low Q-value, Q = (2 +/- 4) keV, and has a much
lower probability than the well-known ground state-ground state transition,
being the branching ratio b = (1.18 +/- 0.31) 10^-6. This could be the beta
decay with the lowest known Q-value. The limit on charge non-conserving beta
decay of In-115 is set at 90% C.L. as tau > 4.1 10^20 y.Comment: 19 pages, 5 figures, 2 table
Accurate mass measurements of Ne, Na, Mg performed with the {\sc Mistral} spectrometer
The minuteness of the nuclear binding energy requires that mass measurements
be highly precise and accurate. Here we report on new measurements Mg
and Na performed with the {\sc Mistral} mass spectrometer at {\sc
Cern}'s {\sc Isolde} facility. Since mass measurements are prone to systematic
errors, considerable effort has been devoted to their evaluation and
elimination in order to achieve accuracy and not only precision. We have
therefore conducted a campaign of measurements for calibration and error
evaluation. As a result, we now have a satisfactory description of the {\sc
Mistral} calibration laws and error budget. We have applied our new
understanding to previous measurements of Ne, Na and
Mg for which re-evaluated values are reported.Comment: submitted to Nuclear Physics

Beta decay of 115-In to the first excited level of 115-Sn: Potential outcome for neutrino mass
Recent observation of beta decay of 115-In to the first excited level of
115-Sn with an extremely low Q_beta value (Q_beta ~ 1 keV) could be used to set
a limit on neutrino mass. To give restriction potentially competitive with
those extracted from experiments with 3-H (~2 eV) and 187-Re (~15 eV), atomic
mass difference between 115-In and 115-Sn and energy of the first 115-Sn level
should be remeasured with higher accuracy (possibly of the order of ~1 eV).Comment: 9 pages, 3 figures; talk at the NANP'05 Conferenc
Anomalous Behavior of 2+ Excitations around 132Sn
In certain neutron-rich Te isotopes, a decrease in the energy of the first
excited 2+ state is accompanied by a decrease in the E2 strength to that state
from the ground state, contradicting simple systematics and general intuition
about quadrupole collectivity. We use a separable quadrupole-plus-pairing
Hamiltonian and the quasiparticle random phase approximation to calculate
energies, B(E2,0+ -> 2+) strengths, and g factors for the lowest 2+ states near
132Sn (Z >= 50). We trace the anomalous behavior in the Te isotopes to a
reduced neutron pairing above the N = 82 magic gap.Comment: 1 figure added. to be published in Phys. Rev.
Practical reasoning in political discourse: The UK government's response to the economic crisis in the 2008 Pre-Budget Report
This article focuses on practical reasoning in political discourse and argues for a better integration of argumentation theory with critical discourse analysis (CDA). Political discourse and its specific genres (for example, deliberation) primarily involve forms of practical reasoning, typically oriented towards finding solutions to problems and deciding on future courses of action. Practical reasoning is a form of inference from cognitive and motivational premises: from what we believe (about the situation or about means—end relations) and what we want or desire (our goals and values), leading to a normative judgement (and often a decision) concerning action. We offer an analysis of the main argument in the UK government’s 2008 Pre-Budget Report (HM Treasury, 2008) and suggest how a critical evaluation of the argument from the perspective of a normative theory of argumentation (particularly the informal logic developed by Douglas Walton) can provide the basis for an evaluation in terms of characteristic CDA concerns. We are advancing this analysis as a contribution to CDA, aimed at increasing the rigour and systematicity of its analyses of political discourse, and as a contribution to the normative concerns of critical social science
Protection by Inhaled Hydrogen Therapy in a Rat Model of Acute Lung Injury can be Tracked \u3cem\u3ein vivo\u3c/em\u3e Using Molecular Imaging
Inhaled hydrogen gas (H2) provides protection in rat models of human acute lung injury (ALI). We previously reported that biomarker imaging can detect oxidative stress and endothelial cell death in vivo in a rat model of ALI. Our objective was to evaluate the ability of 99mTc-hexamethylpropyleneamineoxime (HMPAO) and 99mTc-duramycin to track the effectiveness of H2 therapy in vivo in the hyperoxia rat model of ALI. Rats were exposed to room air (normoxia), 98% O2 + 2% N2 (hyperoxia) or 98% O2 + 2% H2 (hyperoxia+H2) for up to 60 h. In vivo scintigraphy images were acquired following injection of 99mTc-HMPAO or 99mTc-duramycin. For hyperoxiarats, 99mTc-HMPAO and 99mTc-duramycin lung uptake increased in a time-dependent manner, reaching a maximum increase of 270% and 150% at 60 h, respectively. These increases were reduced to 120% and 70%, respectively, in hyperoxia+H2 rats. Hyperoxia exposure increased glutathione content in lung homogenate (36%) more than hyperoxia+H2 (21%), consistent with increases measured in 99mTc-HMPAO lung uptake. In 60-h hyperoxia rats, pleural effusion, which was undetectable in normoxia rats, averaged 9.3 gram/rat, and lung tissue 3-nitrotyrosine expression increased by 790%. Increases were reduced by 69% and 59%, respectively, in 60-h hyperoxia+H2 rats. This study detects and tracks the anti-oxidant and anti-apoptotic properties of H2 therapy in vivo after as early as 24 h of hyperoxia exposure. The results suggest the potential utility of these SPECT biomarkers for in vivo assessment of key cellular pathways in the pathogenesis of ALI and for monitoring responses to therapies
