    The Link Between Poverty and Violent Conflict

    The threat to the international system from the many forms of violent conflict, terrorism being the most prominent among them, is greater today than it was at the end of the twentieth century. This escalation of global conflict has been attributed to the breakup of the Soviet State, increasing ethnic tensions, weak governance at both the nation-state and international levels, and the rise of religious extremism. Each of these factors contributes to instability and the social tensions that lead to violence. It will be posited here that there is also a significant link between poverty and violent conflict, one that has been largely underestimated by national security analysts. I will argue that a strong correlation exists between conditions of underdevelopment and the various forms of conflict. This suggests that the failure to recognize the link between security and development has reduced the effectiveness of the more traditional methods of preventing or mitigating conflict, that is, the use of military force, diplomacy, intelligence sharing, and international law. Finally, I will discuss new development interventions and improved coordination and policy coherence measures to confront directly the conditions that produce violent conflict

    Marine Reserves Shape Seascapes on Scales Visible From Space

    Marine reserves can effectively restore harvested populations, and ‘mega-reserves’ increasingly protect large tracts of ocean. However, no method exists of monitoring ecological responses at this large scale. Herbivory is a key mechanism structuring ecosystems, and this consumer–resource interaction\u27s strength on coral reefs can indicate ecosystem health. We screened 1372, and measured features of 214, reefs throughout Australia\u27s Great Barrier Reef using high-resolution satellite imagery, combined with remote underwater videography and assays on a subset, to quantify the prevalence, size and potential causes of ‘grazing halos’. Halos are known to be seascape-scale footprints of herbivory and other ecological interactions. Here we show that these halo-like footprints are more prevalent in reserves, particularly older ones (approx. 40 years old), resulting in predictable changes to reef habitat at scales visible from space. While the direct mechanisms for this pattern are relatively clear, the indirect mechanisms remain untested. By combining remote sensing and behavioural ecology, our findings demonstrate that reserves can shape large-scale habitat structure by altering herbivores\u27 functional importance, suggesting that reserves may have greater value in restoring ecosystems than previously appreciated. Additionally, our results show that we can now detect macro-patterns in reef species interactions using freely available satellite imagery. Low-cost, ecosystem-level observation tools will be critical as reserves increase in number and scope; further investigation into whether halos may help seems warranted. Significance statement: Marine reserves are a widely used tool to mitigate fishing impacts on marine ecosystems. Predicting reserves\u27 large-scale effects on habitat structure and ecosystem functioning is a major challenge, however, because these effects unfold over longer and larger scales than most ecological studies. We use a unique approach merging remote sensing and behavioural ecology to detect ecosystem change within reserves in Australia\u27s vast Great Barrier Reef. We find evidence of changes in reefs\u27 algal habitat structure occurring over large spatial (thousands of kilometres) and temporal (40+ years) scales, demonstrating that reserves can alter herbivory and habitat structure in predictable ways. This approach demonstrates that we can now detect aspects of reefs\u27 ecological responses to protection even in remote and inaccessible reefs globally

    Tributes to Family Law Scholars Who Helped Us Find Our Path

    At some point after the virus struck, I had the idea that it would be appropriate and interesting to ask a number of experienced family law teachers to write a tribute about a more senior family law scholar whose work inspired them when they were beginning their careers. I mentioned this idea to some other long-term members of the professoriate, and they agreed that this could be a good project. So I reached out to some colleagues and asked them to participate. Many agreed to join the team. Some suggested other potential contributors, and some of these suggested faculty members also agreed to submit a tribute. The authors have written about a diverse group of distinguished scholars in the area of family law. We have included 12 scholars who have contributed substantially to the field, and they have also influenced those who have written about them here.     NFIRAOS adaptive optics for the Thirty Meter Telescope

    NFIRAOS (Narrow-Field InfraRed Adaptive Optics System) will be the first-light multi-conjugate adaptive optics system for the Thirty Meter Telescope (TMT). NFIRAOS houses all of its opto-mechanical sub-systems within an optics enclosure cooled to precisely -30°C in order to improve sensitivity in the near-infrared. It supports up to three client science instruments, including the first-light InfraRed Imaging Spectrograph (IRIS). Powering NFIRAOS is a Real Time Controller that will process the signals from six laser wavefront sensors, one natural guide star pyramid WFS, up to three low-order on-instrument WFS and up to four guide windows on the client instrument’s science detector in order to correct for atmospheric turbulence, windshake, optical errors and plate-scale distortion.     Progress toward developing the TMT adaptive optical systems and their components

    Atmospheric turbulence compensation via adaptive optics (AO) will be essential for achieving most objectives of the TMT science case. The performance requirements for the initial implementation of the observatory's facility AO system include diffraction-limited performance in the near IR with 50 per cent sky coverage at the galactic pole. This capability will be achieved via an order 60x60 multi-conjugate AO system (NFIRAOS) with two deformable mirrors optically conjugate to ranges of 0 and 12 km, six high-order wavefront sensors observing laser guide stars in the mesospheric sodium layer, and up to three low-order, IR, natural guide star wavefront sensors located within each client instrument. The associated laser guide star facility (LGSF) will consist of 3 50W class, solid state, sum frequency lasers, conventional beam transport optics, and a launch telescope located behind the TMT secondary mirror. In this paper, we report on the progress made in designing, modeling, and validating these systems and their components over the last two years. This includes work on the overall layout and detailed opto-mechanical designs of NFIRAOS and the LGSF; reliable wavefront sensing methods for use with elongated and time-varying sodium laser guide stars; developing and validating a robust tip/tilt control architecture and its components; computationally efficient algorithms for very high order wavefront control; detailed AO system modeling and performance optimization incorporating all of these effects; and a range of supporting lab/field tests and component prototyping activities at TMT partners.     Fermi Large Area Telescope Constraints on the Gamma-ray Opacity of the Universe

    The Extragalactic Background Light (EBL) includes photons with wavelengths from ultraviolet to infrared, which are effective at attenuating gamma rays with energy above ~10 GeV during propagation from sources at cosmological distances. This results in a redshift- and energy-dependent attenuation of the gamma-ray flux of extragalactic sources such as blazars and Gamma-Ray Bursts (GRBs). The Large Area Telescope onboard Fermi detects a sample of gamma-ray blazars with redshift up to z~3, and GRBs with redshift up to z~4.3. Using photons above 10 GeV collected by Fermi over more than one year of observations for these sources, we investigate the effect of gamma-ray flux attenuation by the EBL. We place upper limits on the gamma-ray opacity of the Universe at various energies and redshifts, and compare this with predictions from well-known EBL models. We find that an EBL intensity in the optical-ultraviolet wavelengths as great as predicted by the "baseline" model of Stecker et al.
