    The Public Pension System in Romania – Analysis Before and After 1999

    Objectives This paper aims to examine the public pension system in Romania and the significant differences that 1999 brought it. It is important to see if system effects such as the number of beneficiaries and collapse on the number of taxpayers are experienced in present. It explores the main types of pension granted in the public pension system - pensions for old age. Approach It is an attempt to identify the main sources (contributions owed by employers and employees) and also the way pensions are calculated and given before and after 1999. Results We conclude that public pension system in Romania has suffered many changes in a positive way. Implications For taxpayers, both employers and employees it is important that the public pension system work in optimal conditions, that the minimum and maximum contribution "stage" take the proper values. Value Knowing the importance of the public pension system in the Romanian society will know what measures should be taken to improve it

    RDF to Conceptual Graphs Translations

    International audienceIn this paper we will discuss two different translations between RDF (Resource Description Format) and Conceptual Graphs (CGs). These translations will allow tools like Cogui and Cogitant to be able to import and export RDF(S) documents. The first translation is sound and complete from a reasoning view point but is not visual nor a representation in the spirit of Conceptual Graphs (CGs). The second translation has the advantage of being natural and fully exploiting the CG features, but, on the other hand it does not apply to the whole RDF(S). We aim this paper as a preliminary report of ongoing work looking in detail at different pro and the cons of each approach

    Introducing Preference-Based Argumentation to Inconsistent Ontological Knowledge Bases

    International audienceHandling inconsistency is an inherent part of decision making in traditional agri-food chains – due to the various concerns involved. In order to explain the source of inconsistency and represent the existing conflicts in the ontological knowledge base, argumentation theory can be used. However, the current state of art methodology does not allow to take into account the level of significance of the knowledge expressed by the various ontological knowledge sources. We propose to use preferences in order to model those differences between formulas and evaluate our proposal practically by implementing it within the INRA platform and showing a use case using this formalism in a bread making decision support system

    PRELIMINARY RESULTS ON THE ACTION OF PLANT EXTRACTS ON GERMINATION AND ROOT GROWTH PROCESSES IN SEEDS OF PLANT SPECIES GROWN ON SANDY SOILS

    In the context of global climate change, Romania is also seeing changes related mainly to the annual average temperature increase of about 1.6 ° C, the increase in summer temperatures (July and August), which led to changes in the biology of the diseases and pests. Combating crop pests is done through several methods: physical-mechanical (thermal disinfections of seeds), chemical (using pesticides), agro-technical (through soil works, including weeds) but also biological (by using natural and of antagonistic organisms). Bioproducts are biological means made on the basis of natural compounds (plant extracts) with a complex action on crop plants, biopreparations that have been shown to be stimulants of vegetative growth. Application of bioproducts is done by treatments, which are either seed treatments or treatments in vegetation (sprays with different volumes of liquid). In 2016 at CCDCPN Dăbuleni, were tested the basil oil for cowpea seeds, mint oil for peanut seeds, santal oil  for green melon seeds to germination and root growth.

    Secure Opportunistic Multipath Key Exchange

    The security of today\u27s widely used communication security protocols is based on trust in Certificate Authorities (CAs). However, the real security of this approach is debatable, since certificate handling is tedious and many recent attacks have undermined the trust in CAs. On the other hand, opportunistic encryption protocols such as Tcpcrypt, which are currently gaining momentum as an alternative to no encryption, have similar security to using untrusted CAs or self-signed certificates: they only protect against passive attackers. In this paper, we present a key exchange protocol, Secure Multipath Key Exchange (SMKEX), that enables all the benefits of opportunistic encryption (no need for trusted third parties or pre-established secrets), as well as proven protection against some classes of active attackers. Furthermore, SMKEX can be easily extended to a trust-on-first-use setting and can be easily integrated with TLS, providing the highest security for opportunistic encryption to date while also increasing the security of standard TLS. We show that SMKEX is made practical by the current availability of path diversity between different AS-es. We also show a method to create path diversity with encrypted tunnels without relying on the network topology. These allow SMKEX to provide protection against most adversaries for a majority of Alexa top 100 web sites. We have implemented SMKEX using a modified Multipath TCP kernel implementation and a user library that overwrites part of the socket API, allowing unmodified applications to take advantage of the security provided by SMKEX

    Deposition temperature influence on the wear behaviour of carbon-based coatings deposited on hardened steel

    An evaluation regarding the influence of substrate material characteristics and deposition parameters on the tribological behaviour of carbon-based is presented. Chromium nitride interlayers and carbon-based thin films were deposited on hardened AISI 5115 case hardening steel, by magnetron sputtering. The physical vapour deposition (PVD) deposition was performed at three different temperatures: 180 °C, 200 °C and 250 °C. The chemical composition of the samples was assessed by Rutherford Backscattering Spectroscopy (RBS), the structure by X-ray Diffraction (XRD), and the surface morphology by Atomic Force Microscopy (AFM). The surface chemistry was analysed by X-ray Photoelectron Spectroscopy (XPS) and Raman Spectroscopy. The coatings are homogeneous, amorphous, with a smooth surface. The mechanical behaviour has been assessed on a pin-on disk rotational tribometer (wear characteristics), on a micro scratch tester (adhesion to the substrate), by ball-cratering (film thickness); by nanoindentation (hardness and the modulus of elasticity). A strong correlation between the substrate characteristics, but more importantly, of the deposition temperature, on one hand, and the mechanical characteristics, on the other hand, has been observed. The fracture toughness is positively influenced by the presence of the ceramic interlayer (chromium nitride). The modulus of elasticity and friction coefficient (both in dry conditions and lubricated) are decreased for higher deposition temperatures, however the higher deposition temperature negatively affects the hardness of the steel substrate.We hereby acknowledge the structural funds project PRO-DD (POSCCE, O.2.2.1., ID 123, SMIS 2637, ctr. no 11/2009) for providing some of the infrastructure used in this work
