Traps of multi-level governance. Lessons from the implementation of the Water Framework Directive in Italy
During recent decades, different patterns of multi-level governance (MLG) have spread across Europe as a consequence of Europeanisation of public policies, which have increasingly adopted decentralized and participatory procedures conceived as a tool of more effective and accountable policy-making. It appears, however, that the implementation of operational designs based on MLG may be rather problematic and it does not necessarily bring to the expected performance improvements. Referring to the case of the EU Water Framework Directive (2000/60/EC), which conceives the creation of new multi-level institutional settings as a key tool for enacting a new holistic approach to water management and protection, this article explores the difficulties that the implementation of such settings has brought in Italy, despite some favorable pre-conditions existing in the country. Evidence is provided that along with institutional and agency variables, the implementation effectiveness of MLG arrangements promoted by the EU can be challenged by their inherent characteristics
Biodiversity-productivity relationships are key to nature-based climate solutions
The global impacts of biodiversity loss and climate change are interlinked, but the feedbacks between them are rarely assessed. Areas with greater tree diversity tend to be more productive, providing a greater carbon sink, and biodiversity loss could reduce these natural carbon sinks. Here, we quantify how tree and shrub species richness could affect biomass production on biome, national and regional scales. We find that GHG mitigation could help maintain tree diversity and thereby avoid a 9–39% reduction in terrestrial primary productivity across different biomes, which could otherwise occur over the next 50 years. Countries that will incur the greatest economic damages from climate change stand to benefit the most from conservation of tree diversity and primary productivity, which contribute to climate change mitigation. Our results emphasize an opportunity for a triple win for climate, biodiversity and society, and highlight that these co-benefits should be the focus of reforestation programmes
Ernst Freund as Precursor of the Rational Study of Corporate Law

Published in this context, Ernst Freund's little-known The Legal Nature of Corporations (1897) was an original attempt to come to terms with a new legal and economic reality. But it can also be described, to paraphrase Oliver Wendell Holmes, as the earliest example of the rational study of corporate law. The paper shows that Freund had the intuitions of an institutional economist, and engaged in what today would be called comparative institutional analysis. Remarkably, his argument that the corporate form secures property against insider defection and against outsiders anticipated recent work on entity shielding and capital lock-in, and can be read as an early contribution to what today would be called the theory of the firm.Peer reviewe
Changes in phytoplankton population along the saline gradient of the Júcar estuary and plume
This paper presents the results of phytoplankton counts carried out with epifluorescence at five sampling stations: two in the Júcar River Estuary and the other three in the region of freshwater influence of the Júcar River. From June 2002 to July 2003, nine sampling campaigns were carried out as a part of the EU's ECOSUD project. Two of these campaigns (the 2nd and 8th) were selected for analysis. These sampling campaigns represent two different conditions: in the 2nd campaign the discharge of the Júcar River was almost null, while in the 8th campaign it was significantly higher.
Along the salinity gradient, as the influence of fresh water and nutrient loads decreases, a decrease in the population density of eukaryotic phytoplankton was observed. Typical freshwater phytoplankton groups (colonial cyanobacteria and chlorophyceae) clearly decrease in density and percentage as salinity increases. In general, picocyanobacteria exhibit the opposite behavior. The behavior pattern of groups with species adapted to fresh water and seawater is less clear. The density of these groups (diatoms and prymnesiophytes) is highest in the salt-wedge area due to nutrient accumulation. However, the densities are generally higher at the freshwater stations than in the marine environment. The vertical distribution at the estuarine stations shows clear density maximums in the interface area, which seems to have two causes: the retention of senescent phytoplankton affected by saline shock in this quiescent area and the growth of phytoplankton that exploit the accumulated nutrients.González Del Rio Rams, J.; Romero Gil, I.; Falco, S.; Rodilla, M.; Sierra, JP.; Sánchez-Arcilla, A.; Mösso, C. Subtidal macrozoobenthos communities from northern Chile during and post El Niño 1997–1998
Despite a large amount of climatic and oceanographic information dealing with the recurring climate phenomenon El Niño (EN) and its well known impact on diversity of marine benthic communities, most published data are rather descriptive and consequently our understanding of the underlying mechanisms and processes that drive community structure during EN are still very scarce. In this study, we address two questions on the effects of EN on macrozoobenthic communities: (1) how does EN affect species diversity of the communities in northern Chile? and (2) is EN a phenomenon that restarts community assembling processes by affecting species interactions in northern Chile? To answer these questions, we compared species diversity and co-occurrence patterns of soft-bottoms macrozoobenthos communities from the continental shelf off northern Chile during (March 1998) and after (September 1998) the strong EN event 1997–1998. The methods used varied from species diversity and species co-occurrence analyses to multivariate ordination methods.
Our results indicate that EN positively affects diversity of macrozoobenthos communities in the study area, increasing the species richness and diversity and decreasing the species dominance. EN represents a strong disturbance that affects species interactions that rule the species assembling processes in shallow-water, sea-bottom environments
Coming full circle: Differential empowerment in the EU accession process
The EU accession process brings a profound transformation not only to candidate countries’
institutions and policies, but also to the political opportunity structure in place, creating new
possibilities for previously marginalised actors. Studying the differential empowerment of
NGOs throughout the Croatian accession process, this paper makes two related claims: first,
differential empowerment depends crucially on domestic actors’ awareness for and ability to
use new opportunities to their advantage. Second, an overreliance on EU leverage poses
important temporal and substantive limits on NGO empowerment and leads to a rapid decline
of their relevance in the post-accession phase. I argue that a more sustainable shift in the
domestic power balance would require both the EU and domestic civil society actors to place
more emphasis on fostering improved practices of civil society inclusion in domestic policymaking
settings throughout the accession process
Allelic Expression Changes in Medaka (Oryzias latipes) Hybrids between Inbred Strains Derived from Genetically Distant Populations
Variations in allele expressions between genetically distant populations are one of the most important factors which affects their morphological and physiological variations. These variations are caused by natural mutations accumulated in their habitats. It has been reported that allelic expression differences in the hybrids of genetically distant populations are different from parental strains. In that case, there is a possibility that allelic expression changes lead to novel phenotypes in hybrids. Based on genomic information of the genetically distant populations, quantification and comparison of allelic expression changes make importance of regulatory sequences (cis-acting factors) or upstream regulatory factors (trans-acting modulators) for these changes clearer. In this study, we focused on two Medaka inbred strains, Hd-rR and HNI, derived from genetically distant populations and their hybrids. They are highly polymorphic and we can utilize whole-genome information. To analyze allelic expression changes, we established a method to quantify and compare allele-specific expressions of 11 genes between the parental strains and their reciprocal hybrids. In intestines of reciprocal hybrids, allelic expression was either similar or different in comparison with the parental strains. Total expressions in Hd-rR and HNI were tissue-dependent in the case of HPRT1, with high up-regulation of Hd-rR allele expression in liver. The proportion of genes with differential allelic expression in Medaka hybrids seems to be the same as that in other animals, despite the high SNP rate in the genomes of the two inbred strains. It is suggested that each tissue of the strain difference in trans-acting modulators is more important than polymorphisms in cis-regulatory sequences in producing the allelic expression changes in reciprocal hybrids
Machine Learning to Quantitate Neutrophil NETosis
We introduce machine learning (ML) to perform classifcation and quantitation of images of nuclei from human blood neutrophils. Here we assessed the use of convolutional neural networks (CNNs) using free, open source software to accurately quantitate neutrophil NETosis, a recently discovered process involved in multiple human diseases. CNNs achieved \u3e94% in performance accuracy in diferentiating NETotic from non-NETotic cells and vastly facilitated dose-response analysis and screening of the NETotic response in neutrophils from patients. Using only features learned from nuclear morphology, CNNs can distinguish between NETosis and necrosis and between distinct NETosis signaling pathways, making them a precise tool for NETosis detection. Furthermore, by using CNNs and tools to determine object dispersion, we uncovered diferences in NETotic nuclei clustering between major NETosis pathways that is useful in understanding NETosis signaling events. Our study also shows that neutrophils from patients with sickle cell disease were unresponsive to one of two major NETosis pathways. Thus, we demonstrate the design, performance, and implementation of ML tools for rapid quantitative and qualitative cell analysis in basic science
