Leading the Way? State Employers’ Engagement with a Disability Employment Policy

    Get PDF
In the literature on labor market integration, there is growing recognition of the importance of employers. This article aims to contribute to this stream of research by investigating state employers’ engagement with a soft employment quota launched alongside a wider initiative in Norway, named the Inclusion Dugnad. An initial document analysis showed that only 3.1% of state employers fulfill the quota at the early stage. Analysis of 10 state employer interviews revealed that they appeared to be mostly passive and, to some degree, dismissive of the Inclusion Dugnad. They relied on passive measures where disabled job seekers are expected to actively seek out the employer and not the other way around. The main obstacles to achieving employer engagement seemed to be the apparent lack of disabled applicants and the reported conflict between the goals of the Inclusion Dugnad and the cost-cutting and productivity standards governing the state employer sector

‘It's not really Michael who wears me out, it's the system’ : The hidden work of coordinating care for a disabled child

The parents, especially mothers, of disabled children play a crucial role in coordinating care for their children. This article investigates families’ coordination work using qualitative accounts of the parents of disabled children in Norway. The theoretical concepts of the third shift, hidden work and a broad definition of care are applied. We present a typology of coordination work, consisting of writing, meetings, administration of services, learning, monitoring and emotional work. We describe three cases to show the nature and consequences of having to coordinate the everyday lives of disabled children. The findings show that coordination work is gendered, individualised and taken for granted in service provision. We argue that coordination work should be better recognised in social policy design for these families to provide adequate services and avoid reproducing social inequality.publishedVersio

The significance of measuring monocyte tissue factor activity in patients with breast and colorectal cancer

Monocytes express tissue factor (mTF) in several conditions including cancer where levels may be valuable in assessing tumour presence and progression. Using a two-stage kinetic chromogenic assay (KCA), mTF levels were measured in controls [normal subjects (n = 60) and patients undergoing hernia repair or cholecystectomy (n = 60)], in patients with benign and malignant disease of the breast (n = 83) and of the large bowel (n = 62). This was performed under fresh (resting) conditions and after incubation for 6 h without (unstimulated) and with (stimulated) Escherichia coli endotoxin. The malignant groups showed higher mTF levels than each of the three controls for resting (P < 0.05 breast, P < 0.05 colorectal) unstimulated (P < 0.05 breast, P < 0.05 colorectal) and stimulated cells (P < 0.001 breast, P < 0.01 colorectal). Similarly, the benign inflammatory groups had higher mTF levels than controls for resting (P < 0.05 colorectal), unstimulated (P < 0.05 colorectal) and stimulated cells (P < 0.01 breast, P < 0.01 colorectal). There was no significant difference between malignant and benign inflammatory groups in each organ. mTF levels showed an increase corresponding to that of histological tumour progression and were higher in non-surviving patients. In conclusion, mTF levels are raised in malignant and inflammatory disease compared to controls and patients with non-inflammatory conditions. Stimulated cells give better discrimination between the groups and may be of value in identifying high risk individuals. mTF levels showed an association with tumour grade or stage and the patients' survival time
