    Balanced Scorecard seems to rise as a solution being used more and more in the process of implementing of local government development strategies. It is most useful as a way of translation from mission and strategy to operating activity. Success of local authorities and government units can be assessed by using of financial and non-financial measures described in BSC. The main goal of this article is to present the conception of issue of local activity measuring and to show how wide is perspective and possibility of Balanced Scorecard if using in measuring of strategy realization based on the example of Inowrocław community.Strategiczna karta wyników to koncepcja coraz częściej wykorzystywana do wdrażania strategii rozwoju jednostki samorządu terytorialnego.     Fluid and particle retention in the greater kudu (Tragelaphus strepsiceros)

    On the one hand, the greater kudu (Tragelaphus strepsiceros) is a strict browser and would therefore be expected to display a ‘moose-type’ digestive physiology with a comparatively low rumen fluid throughput, a low ratio of small particle to fluid mean retention time (MRT) in the reticulorumen (RR), and relatively unstratified RR contents. On the other hand, reports on relatively small salivary glands, susceptibility to negative effects of tannins, and a putative absence of tannin-binding salivary proteins would suggest the greater kudu to be an exceptional browser with a ‘cattle-type’ digestive physiology. We measured MRT in four zoo-kept greater kudu females, which resulted in a MRTparticleRR/MRTfluidRR ratio between 1.07–1.43, well within the range of ‘moose-type’ ruminants and similar to eland (Taurotragus oryx). In this regard, consistent morphophysiological studies on greater kudu are required to resolve the seemingly contradictory findings in this species

    Mediation : Teachers' Attitudes and Perceptions of Needs at European Universities in the Context of EU Language Policy

This article provides a brief overview of European language policy and discusses the action-oriented approach in the context of this paradigm shift in language learning and teaching. Finally, an exploratory study is presented that examined the needs and attitudes of language teachers from four European universities regarding mediation, as it has been formulated in the Common European Framework of Reference (CEFR) (Council of Europe, 2001) and redefined in the CEFR Companion Volume with New Descriptors (Council of Europe, 2018). The participating teachers were from the language centres of Charles University in the Czech Republic, Vytautas Magnus University in Lithuania, the University of Helsinki in Finland, and the University of Warsaw in Poland. The study survey measured the strength of (dis)agreement of the teachers with 12 statements concerning various aspects of mediation in the context of their teaching practice. These related to understanding what mediation is and its importance, mediating a text, mediating concepts, mediating communication, and mediation strategies. In addition, two open questions concerned the practice of promoting multilingual and intercultural education and the needs of teachers in the area of mediation. Although the vast majority of the 79 participating teachers (91%) agreed that mediation is vital in language learning and teaching, only a third of them claimed that they understood the concept. Furthermore, the findings indicate that some aspects of mediation are more challenging for the teachers to embrace than others and that some fundamental aspects of mediation do not seem to be part of the current teaching practice of all teachers. Overall, the present study confirmed some of the challenges with the implementation of the CEFR into teaching practice at the higher education level.Peer reviewe

    Changes in the area of urban green space in cities of western Poland

    Extensive and continuous areas of urban greenery are essential for the proper functioning of cities and for achieving optimal natural conditions. The aim of our study was to investigate the changes in the areas of public green space of Szczecin, Poznań and Wrocław in the years 1996-2013, and compare data on public greenery with demographic data and changes in the spatial development of the described cities. We used a linear regression and exponential regression to explain the results. In our opinion, it is necessary to establish the appropriate proportion of public greenery to the built-up areas in cities. Otherwise, we will be observing an adverse reduction of green areas in relation to residential areas. Surveys also indicate the need for action to prevent the outflow of population to the suburban areas.

    Third Worldwide Occurrence of Juangodoyite, Na2Cu(CO3)2, and Other Secondary Na, Cu, Mg, and Ca Minerals in the Fore-Sudetic Monocline (Lower Silesia, SW Poland)

    Na-Cu carbonates are relatively rare secondary minerals in weathering zones of ore deposits. Hereby we describe mineral composition and crystal chemistry of the most important secondary (Na)Cu minerals and their Na- and Mg-bearing associates forming rich paragenesis in Rudna IX mine. A non-bulky Ca-rich dripstone-like paragenesis from Lubin Główny mine is also characterized, using Powder X-Ray Di raction, Rietveld, and Electron Microprobe methods. Light blue juangodoyite (3rd occurrence worldwide) and darker chalconatronite are the most important members of the Rudna IX paragenesis, being associated with malachite, aragonite (intergrown with hydromagnesite and northupite), and probably cornwallite. Most of the minerals are chemically close to their ideal composition, with minor Mg substitution in malachite. Cu chlorides are mainly represented by clinoatacamite and probably herbertsmithite. Additional, minor phases include trace Cu minerals langite, wroewolfeite, and a lavendulan-group mineral, and monohydrocalcite. Separate halite-rich encrustations are shown to be filled with eriochalcite, ktenasite, and kröhnkite. The most likely to be confirmed coexisting species include paratacamite, wooldridgeite/nesquehonite, johillerite, melanothallite, and kipushite. The Lubin paragenesis mainly comprises aragonite, gypsum, rapidcreekite, and monohydrocalcite, with trace vaterite. Blue colouration is mainly provided by a yet unspecified Ni-, Co-, Mg-, and Mn-bearing Cu-Zn-Ca arsenate mineral close to parnauite

    The Edwardowo estate in the city of Poznan suffers from intense anthropopressure. Once calm and situated on the city’s outskirts, the estate is surrounded with establishments which interfere with its integrity nowadays. The aims of the paper were: to identify the threats rising from progressing urbanization, to determine a scale of historic value destruction and to make revalorization recommendations. The achievement of those aims was possible after analytical methods were used. The applied methods allowed for the creation of scientific analysis and 3D models. Despite the fact that the historic value of the Edwardowo estate is under threat, it is suitable for restitution

    Family allotment gardens are an important component of urban green areas, fulfilling many important functions both in the city and its inhabitants. In the past 10 years it has been a decline in the number of allotments in all provinces. Contemporary gardens are losing production functions for decorative and recreational activities. The article presents the status of quantitative and qualitative spatial allotments in the area of the agglomeration, analyzing the data of the Polish Association of Allotment and the results of surveys conducted among gardeners and residents. Based on the information gathered, it was an attempt to formulate policy recommendations for spatial agglomeration. In light of the long and rich tradition of allotment gardens and the experience of developed countries in the field of urban agriculture, should be avoided liquidation allotments and look for them new functions of both a social and productive. In politics, spatial agglomeration specify the functioning of allotment gardens, especially those in urban centers, closely formulating the terms of use and nature of the shape of the space – with particular emphasis on the aesthetic and the context of the neighborhood.Rodzinne ogrody działkowe stanowią ważny składnik terenów zieleni miejskiej, pełniąc wiele istotnych funkcji zarówno w mieście, jak i dla jego mieszkańców. W ostatnich 10 latach odnotowuje się spadek liczby ogrodów działkowych we wszystkich województwach. Współczesne ogrody tracą funkcje produkcyjne na rzecz ozdobno-rekreacyjnych. W artykule przedstawiono stan ilościowy, jakościowy i przestrzenny ogrodów działkowych na obszarze aglomeracji poznańskiej, poddając analizie dane Polskiego Związku Działkowców oraz wyniki ankiet przeprowadzonych wśród działkowców i mieszkańców. Na podstawie zebranych informacji podjęto próbę sformułowania rekomendacji dla polityki przestrzennej aglomeracji. W świetle długiej i bogatej tradycji ogrodów działkowych oraz doświadczeń krajów wysoko rozwiniętych w zakresie rolnictwa miejskiego należy zapobiegać likwidacji ogrodów działkowych oraz poszukiwać dla nich nowych funkcji o charakterze zarówno społecznym, jak i produkcyjnym. W polityce przestrzennej aglomeracji należy określić sposób funkcjonowania ogrodów działkowych, zwłaszcza tych w centrach miast, ściśle formułując zasady użytkowania i charakter kształtowania tej przestrzeni – ze szczególnym uwzględnieniem aspektów estetycznych oraz kontekstu sąsiedztwa

    The morasko estate – an example of historic value degradation caused by ownership changes and plot dismemberment

    The historic estate in Morasko has been the subject of transformation for years. Both owners as well as functions have been changing. New plots, existing after estate plot dismemberment, were covered with new buildings, which dominated both the manor and palace and changed the historic spatial design as well. The aims of the study were: to identify the threats rising from plot dismemberment and ownership changes, to determine the scale of historic value destruction and to determine the revalorization possibility. The achievement of those goals was possible after research and analytical methods were used. The applied methods allowed for the creation of scientific analysis and 3D models. Despite the fact that Morasko estate historic value is remarkably destroyed it is still suitable for partial restitution
