    Standard-Setting and Knowledge Dynamics in Innovation Clusters

    Extensive research has been conducted on how firms and regions take advantage of spatially concentrated assets, and also why history matters to regional specialisation patterns. In brief, it seems that innovation clusters as a distinctive regional entity in international business and the geography of innovation are of increasing importance in STI policy, innovation systems and competitiveness studies. Recently, more and more research has contributed to an evolutionary perspective on collaboration in clusters. Nonetheless, the field of cluster or regional innovation systems remains a multidisciplinary field where the state of the art is determined by the individual perspective (key concepts could, for example, be industrial districts, innovative clusters with reference to OECD, regional knowledge production, milieus & sticky knowledge, regional lock-ins & path dependencies, learning regions or sectoral innovation systems). According to our analysis, the research gap lies in both quantitative, comparative surveys and in-depth concepts of knowledge dynamics and cluster evolution. Therefore this paper emphasises the unchallenged in-depth characteristics of knowledge utilisation within a cluster's collaborative innovation activities. More precisely, it deals with knowledge dynamics in terms of matching different agents´ knowledge stocks via knowledge flows, common technology specification (standard-setting), and knowledge spillovers. The means of open innovation and system boundaries for spatially concentrated agents in terms of knowledge opportunities and the capabilities of each agent await clarification. Therefore, our study conceptualises the interplay between firm- and cluster-level activities and externalities for knowledge accumulation but also for the specification of technology. It remains particularly unclear how, why and by whom knowledge is aligned and ascribed to a specific sectoral innovation system. Empirically, this study contributes with several descriptive calculations of indices, e.g. knowledge stocks, GINI coefficients, Herfindahl indices, and Revealed Patent Advantage (RPA), which clearly underline a high spatial concentration of both mechanical engineering and biotechnology within a European NUTS2 sample for the last two decades. Conceptually, our paper matches the geography of innovation literature, innovation system theory, and new ideas related to the economics of standards. Therefore, it sheds light on the interplay between knowledge flows and externalities of cluster-specific populations and the agents' use of such knowledge, which is concentrated in space. We find that knowledge creation and standard-setting are cross-fertilising each other: although the spatial concentration of assets and high-skilled labour provides new opportunities to the firm, each firm's knowledge stocks need to be contextualised. The context in terms of 'use case' and 'knowledge biography' makes technologies (as represented in knowledge stocks) available for collaboration, but also clarifies relevance and ownership, in particular intellectual property concerns. Owing to this approach we propose a conceptualisation which contains both areas with inter- and intra-cluster focus. This proposal additionally concludes that spatial and technological proximity benefits standard-setting in high-tech and low-tech industries in very different ways. More precisely, the versatile tension between knowledge stocks, their evolution, and technical specification & implementation requires the conceptualisation and analysis of a non-linear process of standard-setting. Particularly, the use case of technologies is essential. Related to this approach, clusters strongly support the establishment of technology use cases in embryonic high-tech industries.     Factors affecting supply chain integration in public hospital pharmacies in Kenya

    The purpose of this study was to develop and empirically test the Supply Chain Integration Framework (SCI framework) in order to develop a framework to address the inefficiencies experienced in the public hospital pharmacies’ Supply Chain (SC) in Kenya. Supply Chain Management (SCM) can be regarded as a vibrant business entity that is changing and evolving continually because of constant changes in technology, competition and customer demands. The study investigated and analysed how the independent variables, namely SCI initiatives, performance improvement drivers, organisation environmental forces, workforce and management support, financial factors, flow and integration, regulatory framework and information sharing and technology influenced the SCI. The SCI was categorised into three components namely: customer order fulfilment, supplier collaboration and dedicated SC as the dependent variable. The literature reviewed established that globalisation and intensive worldwide competition, alongside technological developments, creates a completely new operating environment for organisations. The researcher reviewed various models and theories related to SCI which include systems theory, value chain models and value ecology models among others. An SCI framework was then developed to capture the interacting variables within the SCI network that could be adopted for the public hospital pharmacies in Kenya. The study was conducted using a survey questionnaire (Annexure B) that comprised both open and closed ended questions that were distributed to managers in public hospitals and pharmacies in Kenya. The population for the survey was 154 public hospital pharmacies in Kenya, with the final sample comprised of 280 respondents. Exploratory factor analysis was used to ascertain the validity of the measuring instrument and the Cronbach alpha coefficients were used to measure the reliability of the measuring instruments. Key preliminary tests performed were the Kaiser-Meyer-Olkin test (KMO test) of sample adequacy, the Bartlett’s test of sphericity and the Kolmogorov-Smirnov test (Z-Statistic test) for normality and multi-collinearity diagnostic. Analysis of Variance (ANOVA) and multiple linear regressions were the main statistical procedures used to test the regression model fit and the significance of the relationships hypothesised among various variables in the study. Statistical softwares, namely Statistica 10 (2010) and Statistical Package for Social Sciences (SPSS) Version 18, were used to analyse quantitative data. The study identified five statistically significant relationships between customer order fulfilment and workforce and management support, financial factors, flow and integration, information sharing and technology, supplier collaborations and dedicated SCI. In addition, a total of six statistically significant relationships exist between the supplier collaborations and SCI initiatives i.e. performance improvement drivers, workforce and management support, financial factors, flow and integration, information sharing and technology adoption as well as dedicated SCI. Furthermore, four statistically significant relationships were found between dedicated SCI and SCI initiatives, workforce and management support, financial factors, flow and integration, information sharing and technology adoption

    It is tradition that the Electronic Journal of Information Systems Evaluation (EJISE) publish a special issue containing the full versions of the best papers that were presented in a preliminary version during the 8th European Conference on Information Management and Evaluation (ECIME 2014). The faculty of Economics and Business Administration of the Ghent University was host for this successful conference on 11-12th of September 2014. ECIME 2014 received a submission of 86 abstracts and after the double-blind peer review process, thirty one academic research papers, nine PhD research papers, one master research paper and four work-in-progress papers were accepted and selected for presentation. ECIME 2014 hosted academics from twenty-two nationalities, amongst them: Australia, Belgium, Bosnia and Herzegovina, Brazil, Finland, France, Greece, Ireland, Lebanon, Lithuania, Macedonia (FYROM), Norway, Portugal, Romania, Russia, South Africa, South Korea, Spain, Sweden, The Netherlands, Turkey and the UK. From the thirty-one academic papers presented during the conference nine papers were selected for inclusion in this special issue of EJISE. The selected papers represent empirical work as well as theoretical research on the broad topic of management and evaluation of information systems. The papers show a wide variety of perspectives to deal with the problem

    Open Educational Resources: A Catalyst for Innovation

    Foreword: Open educational resources (OER) are rapidly becoming a major phenomenon in education across OECD countries and beyond. Initiated largely at the level of institutions by pioneers and technology advocates, the OER community has grown considerably over the past ten years and the impact of OER on educational systems has become an issue of public policy. The open education community is increasingly well organised and enjoys support from various institutions and foundations. National governments have developed, or are in the process of developing, open policies to support access to and use of OER. It is the task of the OECD Centre for Educational Research and Innovation (CERI) and the OECD Directorate for Education to help policy makers and other stakeholders to confront challenges and benefit from new developments in the educational domain for better policies on improving teaching and learning. This report follows earlier work by CERI on OER, which resulted in the publication Giving Knowledge for Free in 2007, and an OECD country questionnaire on OER-related policy and activities in 2012. It seeks to provide a state of the art review of evidence on OER practice and impacts, and evaluate the remaining challenges for OER entering the mainstream of educational practice

    The influence of Wasta on employees and organisations in Kuwait: exploring the impact on human resource management, knowledge sharing, innovation and organisational commitment

    This thesis examines the influence of wasta on employees and organisations in Kuwait. Wasta is a set of personal networks based on family or connections in which power and influence is used to accomplish things. As wasta evolved, it became deeply rooted in Kuwait. For instance, it became a tool which people use to get recruited in any position, regardless of their qualification. It is considered as a family obligation, a technique for doing business, and a practice which people use to maintain one s status. To date, there has been little research on the influence of wasta within organisations in terms of human resource management (HRM) practices, knowledge sharing, innovation, and organisational commitment in Kuwait. Consequently, the aim of this thesis is to address the research question: does wasta influence human resource management practices, knowledge sharing, innovation, and organisational commitment in Kuwait? A mixed method sequential exploratory research design is utilised to examine the specified research question. The justification behind this approach is that both qualitative and quantitative strategies supplement each other by giving a more in-depth and complete picture of the topic. Based on a total of 343 individual responses, the outcomes identified with wasta in businesses are considerable, as it does not only impact employees performance, but also the entire organisation s performance. The findings revealed that wasta influences HRM practices, knowledge sharing, innovation, and organisational commitment in Kuwait. In addition, the results of this study developed new models that fit within the context of this research and suggests several recommendations that could be developed to reduce the unwanted effects of wasta and improve employees as well as organisations performance. Consequently, this thesis provides a conceptual framework of what wasta is, how it is being executed, and ways in which it impacts employees and organisations in terms of the measured variables. It aims to deliver insight for citizens, employees, local and multi-national organisations, and the government in Kuwait about how the practice of wasta impacts performance, either positively or negatively. This thesis contributes to new knowledge within the field of business in the Middle East and provides a basis on which further research could be carried out. Therefore, this research will support and provide additional value to the minimum research that is available on wasta in Kuwait and worldwide
