    Vulnerability and Protection Analysis of Critical Infrastructure Systems

    abstract: The power and communication networks are highly interdependent and form a part of the critical infrastructure of a country. Similarly, dependencies exist within the networks itself. Owing to cascading failures, interdependent and intradependent networks are extremely susceptible to widespread vulnerabilities. In recent times the research community has shown significant interest in modeling to capture these dependencies. However, many of them are simplistic in nature which limits their applicability to real world systems. This dissertation presents a Boolean logic based model termed as Implicative Interdependency Model (IIM) to capture the complex dependencies and cascading failures resulting from an initial failure of one or more entities of either network. Utilizing the IIM, four pertinent problems encompassing vulnerability and protection of critical infrastructures are formulated and solved. For protection analysis, the Entity Hardening Problem, Targeted Entity Hardening Problem and Auxiliary Entity Allocation Problem are formulated. Qualitatively, under a resource budget, the problems maximize the number of entities protected from failure from an initial failure of a set of entities. Additionally, the model is also used to come up with a metric to analyze the Robustness of critical infrastructure systems. The computational complexity of all these problems is NP-complete. Accordingly, Integer Linear Program solutions (to obtain the optimal solution) and polynomial time sub-optimal Heuristic solutions are proposed for these problems.     Various infrastructure segments of numerous countries have been repeatedly subjected to natural and man-made disasters. The potential reason of damaging infrastructure facilities and their services is resultant disaster risks due to natural or man-made hazards connect with vulnerable infrastructure facilities and vulnerable communities. The simplest way to prevent or mitigate disaster losses is addressing vulnerabilities. The main study based on which this paper was compiled aimed at exploring and investigating the vulnerabilities of infrastructures and communities benefited from infrastructures and possible solutions to overcome them. This paper presents the literature review conducted on vulnerabilities of infrastructures and empirical evidence collated on best possible DRR strategies to overcome such vulnerabilities of infrastructures. The main study was conducted using case study strategy and the expert interviews. This paper is entirely based on the data collated from the expert interviews conducted in Sri Lanka and United Kingdom. The expert interviews discovered various DRR strategies to overcome the vulnerabilities of the infrastructure project

    Vulnerability of the Emirati Energy Sector for Disaster: A Critical Review

    Infrastructure in all its forms is a valuable asset and vulnerable to any natural or manmade hazard. The protection of infrastructure is thus one of the most important and difficult tasks for any government. The energy sector dominates in the UAE and consists of various assets - electricity, oil and natural gas that are geographically dispersed and connected by systems and networks. The protection of these systems and assets and within the energy sector especially, the safeguarding of oil and gas infrastructure from any and all internal and external threats should become top priority in the UAE. Threats to geopolitical and economic stability that need to be considered and prepared for include tectonic activity, climate change, nuclear energy, terrorism and war. This paper explores the disaster vulnerability of the Emirati energy sector with specific focus on Abu Dhabi and Dubai cities. It is based on secondary data, taken from various academic and professional sources, and primary data from a questionnaire survey administered on site at two electricity-generating plants in Abu Dhabi and Dubai. Forty questionnaires were distributed and 35 were returned back- 20 Abu Dhabi and 15 Dubai. Oil and gas sectors were identified as the most vulnerable energy sources in both Abu-Dhabi and Dubai. Risk from terrorism was thought to be the greatest hazard with every single respondent choosing it.     Assessing and augmenting SCADA cyber security: a survey of techniques

    SCADA systems monitor and control critical infrastructures of national importance such as power generation and distribution, water supply, transportation networks, and manufacturing facilities. The pervasiveness, miniaturisations and declining costs of internet connectivity have transformed these systems from strictly isolated to highly interconnected networks. The connectivity provides immense benefits such as reliability, scalability and remote connectivity, but at the same time exposes an otherwise isolated and secure system, to global cyber security threats. This inevitable transformation to highly connected systems thus necessitates effective security safeguards to be in place as any compromise or downtime of SCADA systems can have severe economic, safety and security ramifications. One way to ensure vital asset protection is to adopt a viewpoint similar to an attacker to determine weaknesses and loopholes in defences.     Sandy Regional Assembly SIRR Analysis

    The NYC Mayor's Special Initiative for Rebuilding and Resiliency (SIRR) is a comprehensive effort to formulate recommendations guiding the rebuilding of neighborhoods impacted by Superstorm Sandy, and increase the resiliency of New York City as a whole. The plan combines citywide proposals with neighborhood-specific interventions in various neighborhoods. The federal Hurricane Sandy Rebuilding Task Force administered by HUD is responsible for overseeing the rebuilding and allocation of funds for all post-Sandy projects funded by the federal government; the Task Force is also charged with preparing a Hurricane Sandy Rebuilding Strategy to present to President Obama by August 2nd. Recommendations in the SIRR Report include plans to allocate the $294 million in HUD funding already provided to New York City and must comply with the Hurricane Sandy Rebuilding Task Force guidelines. After the Mayor's SIRR Report was released in June 2013, the Sandy Regional Assembly met to assess whether community-defined priorities and recommendations had made it into the Mayor's recovery plans. The following assessment reviews the SIRR Report from the context of the Sandy Regional Assembly Recovery Agenda, including both areas where there is synergy with the goals and recommendations of the Agenda and areas where the SIRR failed to address critical community priorities
