    Virtual Access: A New Framework for Disability and Human Flourishing in an Online World

    While many commentators have noted the wealth and class disparities that emerge from the digital divide, disability adds another important lens through which to consider questions of access and equity. Online accessibility for disabled people has fallen prey to the same assumptions and impediments that led to the Americans with Disabilities Act (“ADA”) addressing disability access in the offline world. Addressing these shortcomings requires a significant conceptual shift in our understanding of “access,” even among disabled people. Offline, the sidewalk or doorway hindered access to those who needed assistance walking or moving. Today’s virtual sidewalks and doorways complicate access in fundamentally different but no less important ways.This Article reframes the legal, normative, and theoretical dimensions of the intersection of disability and online access to suggest a more granular approach than those provided by existing judicial and scholarly interventions. Our approach includes three recommendations. First, we suggest greater attention to online analogues for offline legal categories that create different zones for human interaction: public forums, public accommodations, non-public spaces, and what one of us has termed “private public forums”—the privately owned venues that functionally replace the public forum, especially online. Second, contrary to the approach adopted in some jurisdictions, we propose eliminating any requirement of a physical nexus between an online site and an in-person operation. Third, we recommend directing most regulatory requirements toward three kinds of commercial entities whose power, influence, and design functionality best position them to remedy existing gaps in online disability access, which we call design services, communication platforms and online mediators. Design services provide browsers, operating systems, and website design tools and templates. Communication platforms connect individual users through social media and other sharing mechanisms. Online mediators aggregate information to connect customers with product and service providers. If these three kinds of companies can set design norms for individual websites and apps, much of the framework for disability access will be in place. But as we will explain, not all individual users can or should be forced to incur compliance costs related to website and application design—some small sites are properly exempted from such oversight. For this reason, we suggest that design services make disability access the baseline; that communication platforms and online mediators implement accessibility once they reach certain size or revenue thresholds; and that certain users be permitted to opt out of disability access features

    Accessible Autonomy: Exploring Inclusive Autonomous Vehicle Design and Interaction for People who are Blind and Visually Impaired

    Autonomous vehicles are poised to revolutionize independent travel for millions of people experiencing transportation-limiting visual impairments worldwide. However, the current trajectory of automotive technology is rife with roadblocks to accessible interaction and inclusion for this demographic. Inaccessible (visually dependent) interfaces and lack of information access throughout the trip are surmountable, yet nevertheless critical barriers to this potentially lifechanging technology. To address these challenges, the programmatic dissertation research presented here includes ten studies, three published papers, and three submitted papers in high impact outlets that together address accessibility across the complete trip of transportation. The first paper began with a thorough review of the fully autonomous vehicle (FAV) and blind and visually impaired (BVI) literature, as well as the underlying policy landscape. Results guided prejourney ridesharing needs among BVI users, which were addressed in paper two via a survey with (n=90) transit service drivers, interviews with (n=12) BVI users, and prototype design evaluations with (n=6) users, all contributing to the Autonomous Vehicle Assistant: an award-winning and accessible ridesharing app. A subsequent study with (n=12) users, presented in paper three, focused on prejourney mapping to provide critical information access in future FAVs. Accessible in-vehicle interactions were explored in the fourth paper through a survey with (n=187) BVI users. Results prioritized nonvisual information about the trip and indicated the importance of situational awareness. This effort informed the design and evaluation of an ultrasonic haptic HMI intended to promote situational awareness with (n=14) participants (paper five), leading to a novel gestural-audio interface with (n=23) users (paper six). Strong support from users across these studies suggested positive outcomes in pursuit of actionable situational awareness and control. Cumulative results from this dissertation research program represent, to our knowledge, the single most comprehensive approach to FAV BVI accessibility to date. By considering both pre-journey and in-vehicle accessibility, results pave the way for autonomous driving experiences that enable meaningful interaction for BVI users across the complete trip of transportation. This new mode of accessible travel is predicted to transform independent travel for millions of people with visual impairment, leading to increased independence, mobility, and quality of life

    Digital Discrimination in the Sharing Economy: Evidence, Policy, and Feature Analysis

    Applications (apps) of the Digital Sharing Economy (DSE), such as Uber, Airbnb, and TaskRabbit, have become a main facilitator of economic growth and shared prosperity in modern-day societies. However, recent research has revealed that the participation of minority groups in DSE activities is often hindered by different forms of bias and discrimination. Evidence of such behavior has been documented across almost all domains of DSE, including ridesharing, lodging, and freelancing. However, little is known about the under- lying design decisions of DSE systems which allow certain demographics of the market to gain unfair advantage over others. To bridge this knowledge gap, in this dissertation, we investigate the problem of digital discrimination from a software engineering point of view. To develop an in-depth understanding of the problem, we first synthesize existing evidence on digital discrimination from interdisciplinary literature. We then analyze online user feedback, available on social media channels, to assess end-users’ awareness of discrimination issues affecting their DSE apps. We then introduce a novel protocol for drafting and evaluating nondiscrimination policies (NDPs) in the DSE market. Our objective is to assist DSE developers with drafting high quality and less ambiguous NDPs. Finally, we propose and evaluate a modeling framework for representing discrimination concerns affecting popular DSE apps along with their relations (synergies and tradeoffs) to other system features and user goals. Our objective is to visualize such complex domain knowledge using formal notations that software developers can easily understand, communicate, and utilize as an integral part of their app design process. The impact of the proposed research will extend to the entire population of DSE workers, targeting the deep racial and regional disparities in the DSE market and helping people in resource-constrained communities to overcome key barriers to participation and adaptation in one of the fastest growing software ecosystems in the world

    Public Transportation Accessibility: Perceptions of Riders with Disabilities in Utah

    Transportation plays an essential role in social inclusion and participation, subjective well-being, and overall quality of life. A lack of private transportation options may make individuals with disabilities more dependent on public transportation systems. Despite increased use, people with disabilities continue to report barriers accessing public transportation services. Interestingly, little is known about these barriers at the regional transportation district level. The purpose of this study was to better understand the barriers and perceived accessibility of the Utah Transit Authority’s (UTA) public transportation system for individuals with disabilities living within the UTA service area. Using an online survey, data were collected from 327 individuals with disabilities, family members of individuals with disabilities, or others who work with individuals with disabilities. This study found that individuals with disabilities generally have neutral to somewhat positive (accessible) views of UTA’s transportation services though there are differences based on disability type, modes of services used in general and specifically regarding fixed route service modes, and frequency of ridership are considered; that despite these neutral to somewhat accessible perceptions, barriers to accessing UTA’s fixed route and paratransit services exist, though there are differences based on disability type, modes of fixed route services used, and ridership frequency; and local and national policy changes may be necessary to resolve these barriers. The findings of this study have implications for UTA, other regional transportation districts, local and national transportation policy stakeholders, and the research community. For example, additional research is necessary to fully understand the specific system components which make UTA’s public transportation more accessible than has been indicated in previous studies, including an understanding of how these accessible practices could be generalized to other public transportation providers. Findings from future research could, in turn, be used to improve access to public transportation for individuals with disabilities. It is recognized that this study’s focus on electronic data collection and the potential influence of small subsamples underscores the need for additional research on the topics of perceived accessibility of public transportation and barriers to using public transportation services for individuals with disabilities

    Centering Disability in Technology Policy: Issue Landscape and Potential Opportunities for Action

    Technology has the power to create a more just and inclusive society by providing greater autonomy, safety, economic opportunity, and convenience for historically marginalized groups. However, all too often, technology instead exacerbates existing discrimination and the structural barriers faced by historically marginalized groups, including people of color, women, and people with disabilities, and especially those who experience intersecting forms of oppression.Undertaken as a collaboration between the American Association of People with Disabilities (AAPD) and the Center for Democracy and Technology (CDT) with the support of Freedman Consulting, this report is intended to help public interest organizations do more inclusive, effective work at the intersection of technology and disability issues in the United States. Based on conversations with 20 disability and technology leaders, this report will explore issue areas and ways where technology justice organizations can better integrate a disability lens into their work. In addition, issues surfaced in this report may help disability groups identify meaningful opportunities to engage on technology policy issues and advance their often-long-standing priorities. Along with identifying policy issues at the intersection of disability and technology, this report will also highlight the challenges and needs that must be addressed in order to break down barriers between siloed fields and do more effective work.Historically, technology has played a significant role in improving the quality of life, and in certain instances, longevity, for many disabled people. This report is not meant to contest or stand in denial of that reality. In taking an intersectional approach, this report aims to ensure that the pursuit of technologies to create opportunity and lower barriers for some does not create inequities or limitations for others. Technology has great potential to improve life and autonomy for people with disabilities, but it also requires equitable and inclusive development, thoughtful, responsive implementation and oversight, and a commitment to identifying and mitigating harms to already-marginalized communities

    The world is experiencing the beginning of the fourth Industrial Revolution, responsible for implementing a new digitalization era. This revolution originated in manufacturing, with industry 4.0 bringing a new reality to organizations. However, the scope of this new technological revolution is vast, and other sectors can benefit from the new digital era. In the Services Industry, tourism is an example of that, as Tourism 4.0 is the result of the impact of the fourth industrial revolution in this sector. Tourism 4.0 is the result of the impact of the fourth industrial revolution in tourism. An interesting challenge that this technological era brings to tourism is the social inclusion of people with disabilities. The accessible tourism market reveals huge potential, but despite this, this market is still largely ignored. Several technologies that promoted the fourth industrial revolution present capabilities to promote accessible tourism by improving tourism’s access conditions to people with disabilities. The present work developed a study in accessible tourism, understanding the main requirements for this market, and conceptualizing a Web application, for promoting accessibility in tourism. This Web application work as a mediator between the principal stakeholders. To gather requirements for the system, a triangulation matrix was elaborated using three methodological approaches: i) Literature Review; ii) website accessibility analysis of hotels located in the central region of Portugal; and iii) content analysis of some concurrent platforms. The requirements triangulation matrix allowed the identification of what requirements are crucial for the system success, which were used to conceptualize the solution with UML notation. This work intends to demonstrate the technological impacts of the fourth industrial revolution on society, especially on the promotion of a more accessible tourismO mundo encontra-se hoje no início da quarta revolução industrial, responsável pela promoção de uma nova era caracterizada pela digitalização. Apesar desta revolução ter surgido no setor industrial, com o conceito de Indústria 4.0, a sua aplicação é muito mais vasta, existindo outros sectores que podem igualmente beneficiar desta nova era tecnológica. O setor dos serviços, nomeadamente o Turismo, é um exemplo disso, e o conceito de Turismo 4.0 é o resultado do impacto da quarta revolução industrial nesse setor. Um desafio interessante que esta nova era tecnológica traz para o turismo é o da inclusão social, promovendo o turismo para todos. De facto, o mercado do turismo acessível, apesar de ter imenso potencial, tem sido relegado no contexto dos negócios. Por outro lado, o potencial tecnológico associado a esta nova revolução industrial sugere uma grande capacidade na promoção do turismo acessível, na medida em que podem facilitar as condições de acesso ao turismo, por parte de pessoas com algum tipo de incapacidade e ou necessidade especial. O presente trabalho visa conduzir um estudo na área do turismo acessível, por forma compreender os principais requisitos deste tipo de mercado e, consequentemente, conceptualizar uma aplicação Web, com o propósito de promover a acessibilidade no turismo, funcionando como um mediador de informação entre os principais stakeholders. Para a obtenção dos requisitos do sistema foi feita: i) uma revisão da literatura; ii) um estudo que avalia a acessibilidade dos websites dos hotéis da zona centro de Portugal, e, ainda iii) um estudo com base em análise de conteúdo de algumas plataformas potencialmente concorrentes. Os resultados são apresentados na forma de uma matriz de triangulação, onde é possível identificar a fonte dos requisitos identificados, sendo posteriormente utilizados para conceptualizar a solução proposta com recurso à notação UML.
