    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    EU-AGRO-BIOGAS is a European Biogas initiative to improve the yield of agricultural biogas plants in Europe, to optimise biogas technology and processes and to improve the efficiency in all parts of the production chain from feedstock to biogas utilisation. Leading European research institutions and universities are cooperating with key industry partners in order to work towards a sustainable Europe.     Remote real-time monitoring of subsurface landfill gas migration

    The cost of monitoring greenhouse gas emissions from landfill sites is of major concern for regulatory authorities. The current monitoring procedure is recognised as labour intensive, requiring agency inspectors to physically travel to perimeter borehole wells in rough terrain and manually measure gas concentration levels with expensive hand-held instrumentation. In this article we present a cost-effective and efficient system for remotely monitoring landfill subsurface migration of methane and carbon dioxide concentration levels. Based purely on an autonomous sensing architecture, the proposed sensing platform was capable of performing complex analytical measurements in situ and successfully communicating the data remotely to a cloud database. A web tool was developed to present the sensed data to relevant stakeholders. We report our experiences in deploying such an approach in the field over a period of approximately 16 months

    Remote sensing relative to applications involving vegetation cover and land use is reviewed to consider the potential benefits to the Earth Observing System (Eos) of a proposed Information Sciences Experiment System (ISES). The ISES concept has been proposed as an onboard experiment and computational resource to support advanced experiments and demonstrations in the information and earth sciences. Embedded in the concept is potential for relieving the data glut problem, enhancing capabilities to meet real-time needs of data users and in-situ researchers, and introducing emerging technology to Eos as the technology matures. These potential benefits are examined in the context of state-of-the-art research activities in image/data processing and management

    ReAFFIRM: Real-time Assessment of Flash Flood Impacts: a Regional high-resolution Method

    Flash floods evolve rapidly in time, which poses particular challenges to emergency managers. One way to support decision-making is to complement models that estimate the flash flood hazard (e.g. discharge or return period) with tools that directly translate the hazard into the expected socio-economic impacts. This paper presents a method named ReAFFIRM that uses gridded rainfall estimates to assess in real time the flash flood hazard and translate it into the corresponding impacts. In contrast to other studies that mainly focus on in- dividual river catchments, the approach allows for monitoring entire regions at high resolution. The method consists of the following three components: (i) an already existing hazard module that processes the rainfall into values of exceeded return period in the drainage network, (ii) a flood map module that employs the flood maps created within the EU Floods Directive to convert the return periods into the expected flooded areas and flood depths, and (iii) an impact assessment module that combines the flood depths with several layers of socio- economic exposure and vulnerability. Impacts are estimated in three quantitative categories: population in the flooded area, economic losses, and affected critical infrastructures. The performance of ReAFFIRM is shown by applying it in the region of Catalonia (NE Spain) for three significant flash flood events. The results show that the method is capable of identifying areas where the flash floods caused the highest impacts, while some locations affected by less significant impacts were missed. In the locations where the flood extent corresponded to flood observations, the assessments of the population in the flooded area and affected critical infrastructures seemed to perform reasonably well, whereas the economic losses were systematically overestimated. The effects of different sources of uncertainty have been discussed: from the estimation of the hazard to its translation into impacts, which highly depends on the quality of the employed datasets, and in particular on the quality of the rainfall inputs and the comprehensiveness of the flood maps.Peer ReviewedPostprint (published version

    Translate Data Into Meaning: integration of meteorology and geomatics to generate meaningful information for decision makers

    A variety of actors at all scales and acting in different domains such as emergency management, agriculture, sports and leisure and commercial activities, are becoming more aware of the challenges and opportunities that meteorological data analysis poses for their operational goals. The increasing availability of meteorological data coupled with a rapid improvement in technology led to the widespread dissemination of the weather information to a variety of users on a regular basis. Particularly through the internet and mobile application all users, despite their varied background, can access to big amount of data with a high potential to gather essential input that can significantly help their decisions. At the same time, simply creating and disseminating information without context does not necessarily offer an added value to sèecific users. One of the main issues is related to the scientific approach of weather analysis and to the representation of results, which are hardly understandable for non-technical users and therefore not easily usable to make decisions. As a result, there are several researches aiming at finding new ways of supporting decision making by supplying easy to use information. The main objective of this thesis is therefore to provide guidance on how to identify and characterize the needs for meaningful and usable information among various users of meteorology, including members of the public, emergency managers, other government decision makers, and private-sector entities, both direct users and intermediaries. In particular a methodology for the integration of meteorological data and GIS capabilities is investigated and applied to three different end users having similarities and differences. Scientific analysis, results and cartographic products are adapted to specific requirements, experience and perceptions of the three different users

    Regional Data Archiving and Management for Northeast Illinois

    This project studies the feasibility and implementation options for establishing a regional data archiving system to help monitor and manage traffic operations and planning for the northeastern Illinois region. It aims to provide a clear guidance to the regional transportation agencies, from both technical and business perspectives, about building such a comprehensive transportation information system. Several implementation alternatives are identified and analyzed. This research is carried out in three phases. In the first phase, existing documents related to ITS deployments in the broader Chicago area are summarized, and a thorough review is conducted of similar systems across the country. Various stakeholders are interviewed to collect information on all data elements that they store, including the format, system, and granularity. Their perception of a data archive system, such as potential benefits and costs, is also surveyed. In the second phase, a conceptual design of the database is developed. This conceptual design includes system architecture, functional modules, user interfaces, and examples of usage. In the last phase, the possible business models for the archive system to sustain itself are reviewed. We estimate initial capital and recurring operational/maintenance costs for the system based on realistic information on the hardware, software, labor, and resource requirements. We also identify possible revenue opportunities. A few implementation options for the archive system are summarized in this report; namely: 1. System hosted by a partnering agency 2. System contracted to a university 3. System contracted to a national laboratory 4.
