    The Data Sharing Practices and Challenges in Uganda

    Nowadays, the geoscience data have become widely available in different organizations, which play a very important role in decisions-making at different levels (social, economic, political…). However, these organizations use standards, technologies and policies that differ from one to another. Therefore, this information is increasingly being distributed widely and become divorced from their original context or had remained limited to a small scale. Hence, the need for a spatial data infrastructure (SDI) becomes a necessity in order to facilitate the creation, sharing, and access to geospatial data, thus the exchange of knowledge between them, using a minimum set of standard practices, protocols, and specifications. The establishment of a spatial data infrastructure is to create conditions to ensure free access of public authorities, local authorities, organizations and citizens to spatial data.     Adaptive Development of a Regional Spatial Data Infrastructure Facing Local Prospects and Socio-Technological Trends

    The regional Lounaispaikka-SDI (Spatial Data Infrastructure) in south-west Finland is being developed by a dynamic assembly of the region’s geospatial expertise and its networking, spatial data and geoportal services. Emerging as a data-centric constellation that supported the region’s geographical information professionals, this assembly has developed into a geospatial service with more broadly-focused public information on the region. This development has had five adaptive phases, each as a response to changing local needs and fast-evolving trends in information and communication technologies. Alongside these processes, the Lounaispaikka-SDI has also reinforced the region’s geospatial competencies with benefits offered to academia, public sector institutions, and companies

Unrestricted, reliable and efficient access to accurate, timely, and up-to-date spatial data may be achieved through a spatial data infrastructure. Thus, most developed countries implemented and continue to develop their spatial data infrastructure. In Africa, there is a growing number of governments committed to spatial data infrastructure development. This paper aims to contribute to initialize an spatial data infrastructure in Mozambique. We identified and characterized through a survey the government institutions producing, sharing, and using spatial data in the country to estimate their potential contribution to the development of the Mozambican spatial data infrastructure. We found 12 institutions producing 15 thematic datasets which can constitute the core of the spatial data infrastructure for Mozambique. Two government agencies have the technical skills and policies to make spatial data available to the public. Based on the possible contribution of these institutions, this paper proposes an spatial data infrastructure for Mozambique based on four pillars: i) organizational framework; ii) legal framework; iii) technical framework; and iv) accessibility.authorsversionpublishe

    Considerando que as informações de órgãos públicos devem ser acessíveis para os cidadãos em geral, objetiva-se desenvolver um pacote na linguagem R contendo diversas informações geoespaciais do município de Bagé. Para tanto procedeu-se à criação dos dados geoespaciais no formato shapefile no software QGIS, após, exportados em formato GeoJSON, posteriormente ocorreu a codificação e criação das funções que formam o pacote no R. Observa-se que o retorno das funções ocorre bem, o que permite concluir que o pacote tem um bom desempenho, fornecendo uma ótima fonte de consulta, além de possibilitar que os diversos agentes interessados possam contribuir para o projeto. 

    Studying the History of Social Science Data Archives as Knowledge Infrastructure

    In this paper, we develop a brief history of Social Science Data Archives (SSDAs) and their implications for evolving scholarship on the sustainability and coordination of contemporary knowledge infrastructures.  We draw upon analyses of institutional and policy documents and interviews from active SSDAs as well as field level analyses of professional societies for staff and representatives of SSDAs.  We examine the history of SSDAs in shaping the social sciences of the latter part of the twentieth century, their strategies for remaining active and relevant through institutional and financial uncertainty, and conclude with implications for current STS scholarship in cyberinfrastructures and open data.Irish Research CouncilAlfred P.
