    Toward Sustainable Construction: Optimizing Carbon Emission Reduction in the Building Supply Chain through Game-Theoretic Strategies, Government Subsidies, and Cost-Sharing Contract

    The carbon emission reduction (CER) in the construction industry can aid in achieving the international community's carbon neutrality target. However, the low motivation of construction enterprises to reduce carbon emissions and the unsatisfactory effect of CER are still unresolved issues. This study aims to address these issues by constructing a building supply chain (BSC) consisting of a developer and a contractor using government subsidies and cost-sharing contracts. The optimal government subsidy and feedback equilibrium strategies of the BSC are examined using a combination of differential game theory and numerical simulations. The findings demonstrate that (1) Cost-sharing contracts may enhance developer and contractor profits and building CER, goodwill, and demand without relying on government subsidies. (2) When subsidized by the government, each equilibrium strategy meets or exceeds the performance of the centralized model, with the cost-sharing contract having a negligible effect on the enhancement of each equilibrium strategy. (3) Both the game structure and the positioning of construction enterprises in the BSC are connected to the number of government subsidies. The city of Shenzhen, one of China's first low-carbon pilot cities, provides a realistic environment for the simulation analysis, with the Block K residential building in Nanshan District serving as a case study. Furthermore, this work contributes to the body of knowledge by proposing a novel CER model for the BSC using differential game theory. The research provides new insights into the role of government subsidies in shaping profit distribution, game structure, and enterprise positioning. Findings demonstrate the value of cost-sharing contracts in improving CER, goodwill, demand, and profits when implemented collaboratively. This advances the theoretical understanding of incentives and strategies for promoting CER in construction. Practical applications: This research highlights the importance of collaborative efforts between the government and the BSC to promote sustainable construction and CER. The study found that government subsidies can be an effective tool to encourage developers and contractors to adopt CER practices. However, relying solely on subsidies is insufficient - collaboration through mechanisms like cost-sharing contracts can further enhance sustainability outcomes when enterprises work together. To facilitate low-carbon construction, the government could provide subsidies for developers' promotional and marketing activities as well as funding for contractors' research and development of sustainable materials and technologies. Financial incentives like tax breaks and preferential lending for potential homebuyers can also accelerate consumer demand. Ultimately, creating a supportive environment where enterprises proactively pursue CER creates a win-win situation - the BSC becomes more sustainable while firms improve their branding and profitability. The insights from this research highlight the need for a multi-pronged approach. Governments play a key role through policy and financial support. Realizing the full potential of sustainable construction also requires active participation from developers, contractors, and consumers. By outlining optimal strategies and incentives, this study provides valuable guidance to construction industry stakeholders seeking to implement CER collaboratively

    A complexidade da cooperação climática internacional

    Although there are several collective efforts to address the problem of climate change, the main initiatives, such as the Kyoto Protocol and the Paris Agreement, have not shown satisfactory results so far. The difficulty in engaging states into effective coordinated cooperative practices can be explained as a consequence of neoclassical rationality, given that the characterization of states as rationality-endowed entities bound them to situations like the Prisoners' Dilemma (PD) game and its related collective action dilemmas. There are models that provide ways to circumvent PD and foster cooperation among selfish rational agents, such as the application of strategies based on reciprocity (Tit-for-Tat) in iterated games. However, these approaches do not avoid the short-sighted neoclassical rationality that lies at the root of the problem. Thus, in order to develop more productive approaches to the development of global climate change policies, I present a characterization of the international political system as a complex adaptive system (CAS) and argue that this perspective, along with models based on evolutionary games rather than iterated games, provide a more promising approach.Embora existam vários esforços coletivos para enfrentar o problema das mudanças climáticas, as principais iniciativas, como o Protocolo de Quioto e o Acordo de Paris, não têm apresentado resultados satisfatórios até o momento. A dificuldade em envolver os Estados em práticas cooperativas coordenadas efetivas pode ser explicada como consequência da racionalidade neoclássica, uma vez que a caracterização dos Estados como entidades dotadas de racionalidade os vincul a situações como o jogo do Dilema do Prisioneiro (DP), bem como os dilemas da ação coletiva relacionados a esse jogo. Existem modelos que fornecem maneiras de contornar o PD e promover a cooperação entre agentes racionais egoístas, como por exemplo a aplicação de estratégias baseadas na reciprocidade (Tit-for-Tat) em jogos iterados. No entanto, essas abordagens não evitam a racionalidade neoclássica de curto prazo, que está na raiz do problema. Assim, para desenvolver abordagens mais produtivas para o desenvolvimento de políticas globais para lidar com a mudança climática, apresento uma caracterização do sistema político internacional como um sistema adaptativo complexo (CAS) e argumento que essa perspectiva, acompanhada de modelos baseados em jogos evolutivos em vez de jogos iterados, fornece uma abordagem mais promissora

    The politics of consensus-building : case study of diesel vehicles and urban air pollution in South Korea

The first two cases did not resolve the disputes. even though they produced a consensus agreement through deliberation. The agreements were challenged and adjusted through regulatory processes. This type of unstable consensus building is regarded as one of pathologies of consensus building efforts in analytic decision-making. This paper analyzes why this problem happened. with the new analytic framework. which incorporates Kingdon's multiple stream framework and the theory of consensus building. This paper found that the final dispute resolution was made in conventional politics stream by adversarial power game in politics rather than in consensus building stream. Most cases did not have necessary factors for successful consensus building effort. Most of all, the first two consensus building efforts were strategically initiated by policy entrepreneurs who were not neutral in managing many other necessary factors of successful consensus building.(cont.) As a result, the efforts of dispute resolution were actually the processes of conflict expansion rather than the authentic consensus building efforts. Non-neutral deployment of consensus building efforts was manifested in idiosyncratic features of policy process and politics in South Korea. Policy entrepreneurs strategic motives were a reaction to the unbalanced representation of weak environmental rationales in the existing policy making process of multi-level policymaking venues. Thus. main obstacles to successful consensus building in nascent democracies exist in institutional levels, which play against the neutral initiation of consensus building efforts.     Towards sustainable development : a business management perspective on "greening" in the Korean chemical industry

    The term, sustainable development, is not new in our society. However, understanding the concept of sustainable development is not without problems. What does the concept mean in business and management? It is observed that ecological issues are neglected by mainstream management academics and practices. Conventional strategic management and organisational study do not include the "green" ecological environment issues as part of business environment. If "green" ecological environment is a part of the business environment, how do decision makers, especially top level managers, perceive green issues in the business environment and how are these perceptions related to strategic management issues? This research focuses on answering the question by studying how top executives in the Korean chemical industry perceive the uncertainty caused by ecological issues and influence the effectiveness of implementation of corporate environmental management based upon Miles and Snow's (1978) strategic typology of corporate responses. The research employs three different methods, the questionnaire, the interview and the case study for data collection. These research methods are used to identify the levels of uncertainty which result from green issues in business environment, and the link between uncertainty and strategic management issues. The findings from this research show that top managers selectively perceive green issues in the business environment. Thus, business organisations seek to create their own environment to match with their strategy rather than be controlled by their environment. The findings support the "strategic choice" view by Child (1972) and Miles and Snow (1978). Its objective has been to synthesize and integrate disparate and currently unconnected lines of thought that have not yet been applied in a systematic way to promote sustainable development and sustainable transportation. The primary contribution of this research is the theoretical development of a decision-support framework that identifies the tools and approaches that decision-makers could/should use to create policies and programs that transition society towards sustainability. These tools and approaches are either articulated or developed by the author throughout the dissertation. Specific ideas explored include a Rawlsian/utilitarian decision-making philosophy; a hybrid trade-off/positional analysis framework that is presented as an alternative to benefit-cost analysis; ecological vs. environmental economics; participatory backcasting; and ways to stimulate disrupting and/or radical technological innovation. To identify gaps that exist between theory and practice, the approach embodied in the proposed sustainable transportation decision-support framework is compared with current metropolitan transportation planning and decision-making processes in the U.S. The framework is then used to consider how the U.S. federal government might move the nation's transportation system towards sustainability.by Ralph P.     The drivers of Corporate Social Responsibility in the supply chain. A case study.

    Purpose: The paper studies the way in which a SME integrates CSR into its corporate strategy, the practices it puts in place and how its CSR strategies reflect on its suppliers and customers relations. Methodology/Research limitations: A qualitative case study methodology is used. The use of a single case study limits the generalizing capacity of these findings. Findings: The entrepreneur’s ethical beliefs and value system play a fundamental role in shaping sustainable corporate strategy. Furthermore, the type of competitive strategy selected based on innovation, quality and responsibility clearly emerges both in terms of well defined management procedures and supply chain relations as a whole aimed at involving partners in the process of sustainable innovation. Originality/value: The paper presents a SME that has devised an original innovative business model. The study pivots on the issues of innovation and eco-sustainability in a context of drivers for CRS and business ethics.
