Emerging Informatics

The book on emerging informatics brings together the new concepts and applications that will help define and outline problem solving methods and features in designing business and human systems. It covers international aspects of information systems design in which many relevant technologies are introduced for the welfare of human and business systems. This initiative can be viewed as an emergent area of informatics that helps better conceptualise and design new world-class solutions. The book provides four flexible sections that accommodate total of fourteen chapters. The section specifies learning contexts in emerging fields. Each chapter presents a clear basis through the problem conception and its applicable technological solutions. I hope this will help further exploration of knowledge in the informatics discipline

Educational leadership for international partnerships between New Zealand and east Asian Chinese higher education institutions

This study examines how higher education leaders in different socio-cultural contexts are involved in the practice of distributed leadership in international partnerships. This study employs socio-cultural theorising to help explain the 22 New Zealand, Singaporean, Chinese and Taiwanese higher education leaders' multiple experiences, perceptions and practices in international partnerships. In this study, socio-cultural theorising entails a view of constructivist epistemology and the ontology of constructive realism. Grounded theory methodology and Wallner's strangifications were employed to acquire, analyse, interpret and compare qualitative data across different contexts in this study. Semi-structured interviewing and document collection were the methods used for data generation. The findings suggest that distributed leadership in international higher education partnerships should move beyond simply arranging formal leadership roles, responsibilities, and resources. Distributed leadership in such cross-cultural contexts should be conceived as an inclusive approach to multiple leadership practices. Five interrelated key elements of distributed leadership emerged. They are formal arrangements, enhanced leadership opportunities, understanding the context, sustainability and learning. All the key elements entailed certain levels and aspects of learning. Learning and distributed leadership practices are closely intertwined and informing each other. A conceptual framework for the learning and practice of distributed leadership in international partnership is proposed to theorise the relationship between three sources of learning of distributed leadership, and multiple distributed leadership practices. The three sources of learning identified in this study are understandings of the context (in actuality), prior knowledge (in lifeworlds), and knowledge of leadership capital, issues and factors (in microworlds). This study provides wider implications for education practitioners in other contexts to explore in international partnerships how social, cultural and economic forms leadership capital can be successfully distributed, exchanged and sustained, and how higher education leaders at all levels can actively participate and learn in international partnerships. Development and empowerment of previously-marginalised languages: a case of African languages in South Africa

South Africa is a multilingual country with 11 official languages and 9 of these languages are Indigenous African languages. The South African government has developed policies and created an environment for these languages to be developed. National and provincial language policies have been adopted and the country has even passed a language Act called the Use of Official Languages Act, 2012. The national Department of Education has also passed policies and Acts that enable indigenous languages to be made compulsory to all learners in all public schools in the foundation phase. Despite all these efforts, very little has been done to implement these policies. The aim of this study is to interrogate the role played by these language bodies in the implementation of the National Language Policies, particularly the development and empowerment of these previously marginalized languages. Using textual analysis, questionnaires and interviews, the study identified the bottlenecks in the system that hinder the development of these languages. Amongst the many obstructions that were uncovered, is the increased economic benefit associated with English and how this continues to undermine efforts to elevate the status of African languages. Further, this linguistic hegemony has created a situation where speakers of the nine indigenous African languages are denied access to social, economic and political developments of the country, a clear violation of language rights enshrined in the Constitution of South Africa. The study concludes by making recommendations on steps that can be taken to develop African languages in South Africa

Medical Informatics

Information technology has been revolutionizing the everyday life of the common man, while medical science has been making rapid strides in understanding disease mechanisms, developing diagnostic techniques and effecting successful treatment regimen, even for those cases which would have been classified as a poor prognosis a decade earlier. The confluence of information technology and biomedicine has brought into its ambit additional dimensions of computerized databases for patient conditions, revolutionizing the way health care and patient information is recorded, processed, interpreted and utilized for improving the quality of life. This book consists of seven chapters dealing with the three primary issues of medical information acquisition from a patient's and health care professional's perspective, translational approaches from a researcher's point of view, and finally the application potential as required by the clinicians/physician. The book covers modern issues in Information Technology, Bioinformatics Methods and Clinical Applications. The chapters describe the basic process of acquisition of information in a health system, recent technological developments in biomedicine and the realistic evaluation of medical informatics

Front-Line Physicians' Satisfaction with Information Systems in Hospitals

Day-to-day operations management in hospital units is difficult due to continuously varying situations, several actors involved and a vast number of information systems in use. The aim of this study was to describe front-line physicians' satisfaction with existing information systems needed to support the day-to-day operations management in hospitals. A cross-sectional survey was used and data chosen with stratified random sampling were collected in nine hospitals. Data were analyzed with descriptive and inferential statistical methods. The response rate was 65 % (n = 111). The physicians reported that information systems support their decision making to some extent, but they do not improve access to information nor are they tailored for physicians. The respondents also reported that they need to use several information systems to support decision making and that they would prefer one information system to access important information. Improved information access would better support physicians' decision making and has the potential to improve the quality of decisions and speed up the decision making process.Peer reviewe

Sub-sentential alignment of translational correspondences

The focus of this thesis is sub-sentential alignment, i.e. the automatic alignment of translational correspondences below sentence level. The system that we developed takes as its input sentence-aligned parallel texts and aligns translational correspondences at the sub-sentential level, which can be words, word groups or chunks. The research described in this thesis aims to be of value to the developers of computer-assisted translation tools and to human translators in general. Two important aspects of this research are its focus on different text types and its focus on precision. In order to cover a wide range of syntactic and stylistic phenomena that emerge from different writing and translation styles, we used parallel texts of different text types. As the intended users are ultimately human translators, our explicit aim was to develop a model that aligns segments with a very high precision. This thesis consists of three major parts. The first part is introductory and focuses on the manual annotation, the resources used and the evaluation methodology. The second part forms the main contribution of this thesis and describes the sub-sentential alignment system that was developed. In the third part, two different applications are discussed. Although the global architecture of our sub-sentential alignment module is language-independent, the main focus is on the English-Dutch language pair. At the beginning of the research project, a Gold Standard was created. The manual reference corpus contains three different types of links: regular links for straightforward correspondences, fuzzy links for translation-specific shifts of various kinds, and null links for words for which no correspondence could be indicated. The different writing and translation styles in the different text types was reflected in the number of regular, fuzzy and null links. The sub-sentential alignment system is conceived as a cascaded model consisting of two phases. In the first phase, anchor chunks are linked on the basis of lexical correspondences and syntactic similarity. In the second phase, we use a bootstrapping approach to extract language-pair specific translation patterns. The alignment system is chunk-driven and requires only shallow linguistic processing tools for the source and the target languages, i.e. part-of-speech taggers and chunkers. To generate the lexical correspondences, we experimented with two different types of bilingual dictionaries: a handcrafted bilingual dictionary and probabilistic bilingual dictionaries. In the bootstrapping experiments, we started from the precise GIZA++ intersected word alignments. The proposed system improves the recall of the intersected GIZA++ word alignments without sacrificing precision, which makes the resulting alignments more useful for incorporation in CAT-tools or bilingual terminology extraction tools. Moreover, the system's ability to align discontiguous chunks makes the system useful for languages containing split verbal constructions and phrasal verbs. In the last part of this thesis, we demonstrate the usefulness of the sub-sentential alignment module in two different applications. First, we used the sub-sentential alignment module to guide bilingual terminology extraction on three different language pairs, viz. French-English, French-Italian and French-Dutch. Second, we compare the performance of our alignment system with a commercial sub-sentential translation memory system

Welcome to the 20th International Conference on Construction Applications of Virtual Reality (CONVR 2020). This year we are meeting on-line due to the current Coronavirus pandemic. The overarching theme for CONVR2020 is "Enabling the development and implementation of Digital Twins". CONVR is one of the world-leading conferences in the areas of virtual reality, augmented reality and building information modelling. Each year, more than 100 participants from all around the globe meet to discuss and exchange the latest developments and applications of virtual technologies in the architectural, engineering, construction and operation industry (AECO). The conference is also known for having a unique blend of participants from both academia and industry. This year, with all the difficulties of replicating a real face to face meetings, we are carefully planning the conference to ensure that all participants have a perfect experience. We have a group of leading keynote speakers from industry and academia who are covering up to date hot topics and are enthusiastic and keen to share their knowledge with you. CONVR participants are very loyal to the conference and have attended most of the editions over the last eighteen editions. This year we are welcoming numerous first timers and we aim to help them make the most of the conference by introducing them to other participants
