    OPTIMIZATION OF RAILWAY TRANSPORTATION HAZMATS AND REGULAR COMMODITIES

    Transportation of dangerous goods has been receiving more attention in the realm of academic and scientific research during the last few decades as countries have been increasingly becoming industrialized throughout the world, thereby making Hazmats an integral part of our life style. However, the number of scholarly articles in this field is not as many as those of other areas in SCM. Considering the low-probability-and-high-consequence (LPHC) essence of transportation of Hazmats, on the one hand, and immense volume of shipments accounting for more than hundred tons in North America and Europe, on the other, we can safely state that the number of scholarly articles and dissertations have not been proportional to the significance of the subject of interest. On this ground, we conducted our research to contribute towards further developing the domain of Hazmats transportation, and sustainable supply chain management (SSCM), in general terms. Transportation of Hazmats, from logistical standpoint, may include all modes of transport via air, marine, road and rail, as well as intermodal transportation systems. Although road shipment is predominant in most of the literature, railway transportation of Hazmats has proven to be a potentially significant means of transporting dangerous goods with respect to both economies of scale and risk of transportation; these factors, have not just given rise to more thoroughly investigation of intermodal transportation of Hazmats using road and rail networks, but has encouraged the competition between rail and road companies which may indeed have some inherent advantages compared to the other medium due to their infrastructural and technological backgrounds. Truck shipment has ostensibly proven to be providing more flexibility; trains, per contra, provide more reliability in terms of transport risk for conveying Hazmats in bulks. In this thesis, in consonance with the aforementioned motivation, we provide an introduction into the hazardous commodities shipment through rail network in the first chapter of the thesis. Providing relevant statistics on the volume of Hazmat goods, number of accidents, rate of incidents, and rate of fatalities and injuries due to the incidents involving Hazmats, will shed light onto the significance of the topic under study. As well, we review the most pertinent articles while putting more emphasis on the state-of-the-art papers, in chapter two. Following the discussion in chapter 3 and looking at the problem from carrier company’s perspective, a mixed integer quadratically constraint problem (MIQCP) is developed which seeks for the minimization of transportation cost under a set of constraints including those associating with Hazmats. Due to the complexity of the problem, the risk function has been piecewise linearized using a set of auxiliary variables, thereby resulting in an MIP problem. Further, considering the interests of both carrier companies and regulatory agencies, which are minimization of cost and risk, respectively, a multiobjective MINLP model is developed, which has been reduced to an MILP through piecewise linearization of the risk term in the objective function. For both single-objective and multiobjective formulations, model variants with bifurcated and nonbifurcated flows have been presented. Then, in chapter 4, we carry out experiments considering two main cases where the first case presents smaller instances of the problem and the second case focuses on a larger instance of the problem. Eventually, in chapter five, we conclude the dissertation with a summary of the overall discussion as well as presenting some comments on avenues of future work

    An Approximation Algorithm for the Facility Location Problem with Lexicographic Minimax Objective

    We present a new approximation algorithm to the discrete facility location problem providing solutions that are close to the lexicographic minimax optimum. The lexicographic minimax optimum is a concept that allows to find equitable location of facilities serving a large number of customers. The algorithm is independent of general purpose solvers and instead uses algorithms originally designed to solve the p-median problem. By numerical experiments, we demonstrate that our algorithm allows increasing the size of solvable problems and provides high-quality solutions. The algorithm found an optimal solution for all tested instances where we could compare the results with the exact algorithm

    Locating and Protecting Facilities Subject to Random Disruptions and Attacks

    Recent events such as the 2011 Tohoku earthquake and tsunami in Japan have revealed the vulnerability of networks such as supply chains to disruptive events. In particular, it has become apparent that the failure of a few elements of an infrastructure system can cause a system-wide disruption. Thus, it is important to learn more about which elements of infrastructure systems are most critical and how to protect an infrastructure system from the effects of a disruption. This dissertation seeks to enhance the understanding of how to design and protect networked infrastructure systems from disruptions by developing new mathematical models and solution techniques and using them to help decision-makers by discovering new decision-making insights. Several gaps exist in the body of knowledge concerning how to design and protect networks that are subject to disruptions. First, there is a lack of insights on how to make equitable decisions related to designing networks subject to disruptions. This is important in public-sector decision-making where it is important to generate solutions that are equitable across multiple stakeholders. Second, there is a lack of models that integrate system design and system protection decisions. These models are needed so that we can understand the benefit of integrating design and protection decisions. Finally, most of the literature makes several key assumptions: 1) protection of infrastructure elements is perfect, 2) an element is either fully protected or fully unprotected, and 3) after a disruption facilities are either completely operational or completely failed. While these may be reasonable assumptions in some contexts, there may exist contexts in which these assumptions are limiting. There are several difficulties with filling these gaps in the literature. This dissertation describes the discovery of mathematical formulations needed to fill these gaps as well as the identification of appropriate solution strategies

    Modelling and Optimisation Methods for Public School Networks

    Schools are some of the most critical public facilities that significantly affect peoples’ lives at potentially multiple stages, as a student or as a parent of a student. In urban areas with considerable population growth, locational decisions are demonstrated to be among the most impactful strategic decisions in designing networks of schools because of their long-term effect. Further, the appropriate and effective development of school networks is a critical necessity, impacting the quality of education, social justice, accessibility to schools, network utilisation, and other important social aspects. Hence, developing effective tools to guide decision-makers in the locational process phase is essential to the well-being of urban environments. Despite the significant efforts made in previous studies, the existing school location optimisation models are mainly focused on costs and efficiency as key decision objectives and little attention has been made to improving the education quality and social welfare. This thesis aims to fill this gap in the literature and introduce new approaches to develop school networks, aiming at improving the quality of education and social welfare by balancing supply and demand and maximising the allocation of students to their preferred schools. To attain these objectives, multiple discrete choice and optimisation models are developed. A mixed-integer linear programming formulation is introduced to optimise the selection of the most strategic locations of new schools, aiming at minimising the excess demand in the network. Knowing that students’ selection of schools is primarily driven by utility factors, a multinomial logit model is presented, to identify and weigh the different influencing attributes. The developed MNL model uses aggregated data and unlabeled choice sets. Using the estimated utility coefficients, a multi-period optimisation problem is introduced, aiming at maximising the number of students allocated to their preferred school. The model incorporates the possibility to increase the capacity of existing schools through the addition of prefabricated classrooms. The formulated models provide strategic planners with original approaches and new perspectives to improve the development of school networks. They are anticipated to advance the capabilities of decision-support systems for school network design and management
